The contractor did not submit a soil sample for Lab analysis with enough lead time to get a proctor value for today. The contractor did have a proctor on file which was processed from our Lab last year. This value was used as an indication. Mountford realized the results would have to be adjusted when the new proctor was ready. The contractor could not achieve 95% and decided to wait for the new proctor value.
