Gentlemen:
At the meeting of the Zoning Board of Appeals held on November 3, 1988, a
variance to Section 5.4 of the buffer regulations was granted as follows:
1) Allowed not to adhere to the 50' buffer requirement along
entire length of Ellington Road and Clark Street.
2) Allowed not to adhere to the SO' buffer requirement along
Deming Street from the intersection of Clark Street to the
boundary line of the open space as shown on the plot plan.
The variance granted is conditional upon site plan approval from the Planning
Department. Also, the "intent of buffer" should be complied with.
This action is effective November 18, 1988, and upon your filing of the en-
closed form in the Town Clerk's office at your own expense.
Very, truly yours,

RE: SITE PLAN REVIEW FOR "MU K CORNERS" - ELLINGTON ROAD, CLARK
STREET, DEMING STREET, SOUTH WINDSOR, Cr.
On January 26, 1989 a site plan review of the above referenced proposal was
made. Sheet 2 of 9 (dated August 30, 1988 and revised 12-5-88) , Sheets 3 and
4 of 9 (dated 9-13-88 and revised 12-5-88) , Sheets 5, 6, 7, 8, and 9 of 9
dated 9-13-88) were reviewed. Also reviewed were a soils report from Soil
Science Services (dated 12/4/86) and a hydrology report by Fuss & O'Neill
dated 9-20-88 and 12-13-88) .
The following information is offered for consideration:
Approximately •584 of the site is C^nsidered regulated (inland wetland)
area under state statute. ur this, over (7) acres wells3irect_y
impacted thrQ f.The remaining wetlands will
receive indirect impact from the proposed development. Aerial photos
show that this wetland system is part of a larger more extensive
system. Land use changes within this system will consequently impact
downstream wetlands.
The site plans submitted do not include a detailed inventory of
existing conditions nor does it detail or analyze current wetland
functions. There appears to be no attempt at mitigation for wetland
functions except for the creation of stormwater management devices.
It is apparent that the plans have been developed and are sensitive to
planning and zoning requirements but they do not appear to address the
natural resource concerns in total. It does appea - that Rrudent wd

that these should be explored before the Inland wetland Agency if not

SITE PLAN REVIEW FOR "CLAM CORNERS" - ELLINGIW ROAD, CLAM
SI=, DEMI% STREET, SMM WINDSOR, CT.
The plans do not address major(-Water oualit-v issues relative to storm
runoff. The direct discharge in-to-t-ie watercourse system of parking
lot runoff is inappropriate.
The Soil Erosion and Sediment Control Plan is not definitive enough in
description of what will happen and when. The option to install
sediment barriers does not reflect specifications in the CT "Guidelines
for Soil Erosion and Sedimentation Control". There is a need for
additional control measures including traffic barriers along public
rights-of-way. A more detailed phasing sequence is needed as well as a
construction check list (see enclosed) .
The proposed crossing downstream of the existing pond is questionable
as to it's purpose and need for disturbing this wetland area.

STREET, DM24G STREET, SOLM WIlMR, CT.
Revised 5-17-89
Sheets 1 through 10 of 10
I have reviewed the above mentioned proposed development plans and offer the
following comments for your consideration:
In general, the plans as presented have not changed substantially from
the plans previously denied. Impact to the wetlands has been reduced
somewhat by the reduction in parking area and the relocation of
buildings, however, there is still much activity in the wetlands.
The proposed pond is being presented as a wetland creation area. This
area is already a wetland area. The proposal does not create a wetland
but rather substitutes an open water wetland habitat for a field
wetland habitat. There is an existing open water habitat on the
property. Unless the commission determines that more open water
habitat is needed, it is recommended to leave the field wetland as is.
usnA-Soil Conservation Service and District do not recommend placing
detention ponds in wetlands.
The road crossing and parking lots proposed for the northern section of
the development will leave the most direct impact on the wetlands. The
design seems to be sensitive-to-planning and zoning considerations but
not inland wetlands. The state legislature clearly indicated that
wetlands considerations are important by mandating that land use
applications be reviewed by inland wetlands agencies prior to planning
and zoning agencies. The District encourages cooperation between the
two agencies to achieve sound land use planning. It also recognized
that inland wetland considerations should not always give way to
planning and zoning needs.

Dear Ms. Banach,
On September 25, 1989 I met with John Mr-Cahill, z:)ning Enforcement Officer
and you at the town hall and we made an on site visit to "Clar Corners"
proposed development property• At that time, we discussed reports rcn MY
office and your correspondence to me, dated September 18, 1989 voicing
your concerns with my report dated September 7, 1989. This letter
addresses those concerns.
Your first concern involves the nature of the site andsquestions whether
an cn-site visit was made. An on-site visit was madeAugust
Because of our involvement with many agricultural operations in the area
throughout the years, wee are very familiar with

during
re
our meeting, farmland that

altered hydrologically. As evidenced by todays forests in Connecticut,
farmland if left alone will quickly enter into a succession frcan pasture
to field to forest. The drainage swale has been modifiedthatare
the
original drainage pattern of the area. Drainage ;molesiginaldrainage

patterns. These farming
maintained often revert back altered the wetla.d system and therefore
activities have not Y
do not lessen the potential wetland value of the area.
The plan proposed to replace the existing wetland system with a detention
pond. On the plans this was referred to as a wetland creation area. As I
discussed, this is not a wetland. creation area. A wetland io y
DEP and US Army Corp of
exists. Wetlands regulatory agencies including
wetland areas. The
Engineers do not recommend plac etmtion ponds in
District and Soil Conservation Service also take that position. As you
point out, wetland functions include flood storage and pollution
attenuuation. Since the wetland is already serving these functions why
replace it with an artificial system? A detention pond may increase flood
storage but because it is an open water habitat it will not support the
level of wetland vegetation associated with pollution attenuation.Other
wetland values that are not easily understood including the hydrology and
micro-biotic functions will be disturbed and cannot be easily replicated.
If more flood storage is needed, a detention pond placed in upland soils
adjacent to the wetland area would be =re appropriate. At a conference I
recently attended, Dr. Robert Kortmann, consulting ecologist, gave a
presentation on stornuater management and water quality and supported this
position.
The second concern raised in your correspondence is in regards to caments
about planning and zoning considerations versus inland wetland
considerations. I apologize if I indicated that your departuent did not
encourage cooperation between the agencies. My cccanents center around
recent legislative changes that requires inland wetlands and watercourse
agencies to address their responsibilities first and foremost and it is
with their decision that planning and zonir4 regulations will be
addressed. However, it is my experience that because planning and zoning
agencies have been in existence longer than inland wetlands agencies, it
is difficult for many inland wetlands catmi..ssicns to assert themselves
even though they now legally have the right to do so. I am very involved
in traininging inland wetland commissioners and in this case I was informing
the ccmnission of its responsibilities and jurisdiction under Connecticut
Inland Wetlands law. My letter also encouraged interagency cooperation.
As we discussed, this is an area where it is appropriate for staff to
discuss the issues with the agencies and uric out appropriate ca pranises
for land use.
This is the second review performed by our agency on the property.
Generally, the layout and size of the proposal did not change
substantially and this is what I addressed in my report. As we discussed
in the field, if there are specific items on the proposal that you would
like us to comment on, please let me know.
I understand the challenge town planning staff faces trying to coordinate
sound land use planning within a town. As we discussed, I would be more
than happy to meet with your inland wetlands ccnmission to discuss the
role our agency plays in assisting with this effort.
Sincerely,
1

Dear Ms . Conkling:
I am in receipt of a site plan review addressed to John McCahill,
from you, dated September 71 1989; regarding "Clark Corners" proposed
d velopment. I have serious concerns about the comments which you
provided, with regard to both content and form of presentation.
My first concern involves the nature of the property. Was an on.
site visit part of this review? The site is primarily cultivated;
your recommendation to "leave the field wetland as is" appears to
suggest that the site's cultivation was not considered. I am also
curious regarding the rationale behind USDA-SCS's recommendation that
detention ponds should not be placed in wetlands, as it is my
understanding that two of wetlands natural functions include flood
storage and pollutant filtration (within reason) .
My! second concern relates to your comments regarding Planning and
Zoning considerations . We are certainly well aware that inland
wetlands considerations should not "always give way to planning and
zoning needs"--so much so that I have not previously seen a single
request from either our Planning and Zoning Commission or our
Planning Department staff to the Inland Wetlands Agency to do as you
seem to suggest is routihely done. Clearly, the state legislatur
indicated that wetlands considerations are important--however, so are
issues of public safety. The State Statutes indicate that, "a• p rmit
shall not be issued unless. . .a feasible and prudent alternative does
not exist" . In this particular situation, the alternative to the
proposed road crossing of the wetlands involves rerouting vehicular
traffic back out into an intersection which is Beverly congested and
has the highest accident rate in South Windsor. These vehicles
logically should not have to -entsxth s.`highly congested intersection
area to move among adjacent shopping areas. Vehicles which are
idling in stopped traffic also will contribute more pollutants to th
wetlands then will vehicles which can move quickly out of the ar a.
It is for these public safety and environmental reasons that we are
attempting to do exactly as you suggested in your review--encourage
cooperation between the two agencies (Inland Wetlands
Agency/Conservation Commission and Planning & Zoning Commission) to
achieve sound land use planning. A review such as yours makes it
much more difficult to achieve a sensitive, sensible balanc between
natural resource conc rns and land use d velopment.

The professional staff employed in the Planning Department always
attempt to balance the .seemingly mutually opposing interests of
development and natural resource protection--a balance that I believe
is usually achievable, often by compromise. We have always respected
and appreciated the reviews generated by the District
Conservationists . We have generally found them to be objective and
helpful in examining alternatives and mitigating measures. I trust
that future reviews will continue to reflect the level of
professionalism which we have come to associate with the Soil

I would be happy to meet with you to discuss these concerns.

At the October 30, 1989 meeting of the South Windsor Inland Wetlands
Agency/Conservation Commission, Application #89-50P, Clark Corners

The concerns expressed by the Agency are:
1 . In accordance with Connecticut State Statutes the

2 . The impact on the downstream wetlands.
3. The creation of wetlands in a wetland.

the plans. The Commission is currently attempting to resolve pending
litigation on this application.
The changes have been highlighted on the photocopies and include: 1)
the relocation of a building and some of the parking areas that were
in the vicinity of the southwesterly wetlands and 2) the use of a
precast concrete arch bridge over the swale instead of the proposed
pipe and fill in the northerly wetlands.
The Commission has requested that these changes and a copy of the
plans be forwarded to your office for review and comment by the Soil
Conservation Service.
The file on this application is quite extensive and several of the
r ports and support documents were sent to your. office for the
original review. If you feel you need any of the documents
forwarded, or additional clarification, feel free to call me at 644-
2511.
Thank you for your attention to this matter.

Re: Application #89-50P, Clark Corners
I have reviewed the proposed changes to the Clark Corner plans
that were previously reviewed by this office. The following
comments are offered for your consideration.
The District often recommends the use of pre-cast bridges for
crossing watercourses. They greatly reduce impact to the
watercourse because they are not as restrictive of flow and allow
for better wildlife movement along the stream when compared to a
piped culvert. Because the watercourse in question has wetlands
associated with it, the footings of the bridge will be in wetland
soils and will have some impact on the wetlands. If the crossingisallowed, however, the bridge is recommended over the piped
culvert to maintain the integrity of the watercourse.
In general the other changes to the plan which involved movingseveralbuildingandparkinglocationsdoesnotsubstantially
change the plans. Previous comments on this plan, from this
office, should be reviewed. If you have need for further
technical assistance on this plan please contact me at the
District office.

RE: Application #90-80P, Clark Corners (John Samsel, Jr. )
DOCUMENTS REVIEW D: ZM Application form and plans titled "Clark
Corners" dated 12/14/90.
COMMEN F - Mr IiVA 2w co o-F s,4e , i,c l.,d t a r. ..1 e l rw r ,
9 On December 14, 1990 Kirby Holcombe and John Samsel, Jr.
C each submitted applications. Kirby Holcombe was applying
for the activity easterly of the swale and John Samsel, Jr.
was applying for the activity westerly of the swale. As
the property is still legally one piece; and the drainage
improvements, "wetlands creation" , calculation of impacts
and like are addressed based on the total 15.29 acres, it
was decided that this should be submitted as one
application. Kirby Holcombe withdrew his application on
December 18, 1990.
2. There have been previous proposals for this site which were
denied by the Agency. The most recent application was #89-
50P, Clark Corners which was denied on October 30, 1989 and
is currently pending litigation. A copy of the Agency's
denial and concerns is attached. As part of the
presentation the applicant should identify the changes made
to the plans with regard to those concerns.
gam' Previous applications were scheduled for a public hearing.
It would seem that this should also be scheduled for a
public hearing and, at such time, the applicant should
ensure that the "prudent and feasible alternatives" issue
is addressed.
00,
The previous application (#89-50P) represented 2.83 acres
of wetland/watercourse alteration. This application
represents 2.59 acres of wetland/watercourse alteration.
This includes approximately 2,800 yards of fill material.
The reduction in wetland/watercourse alteration is a result
of eliminating the crossing of the swale.
s.'
James A. Lombardi Page Two December 20, 1990
Application #90-80P
Sheet 5 of 10 has a summary table which indicates the
wetland impacts in terms of acreage. Of the total 15.29
acres included on this site, 8.8 acres is designated as
wetland. The total wetland disturbance is 2.59 acres, the
total fill area is 2.04 acres with the remaining .55 acre
being reworked for the proposed pond.
6 . The proposed pond, which also appears to function as a
detention basin, is identified as a "wetland creation" .
This is more appropriately a wetland enhancement as it is
already a wetland by soil type. The landscaping plan
includes various zones for water plants which are to be
part of the final product. Wetland creation is a
relatively new concept and additional groundwater and
drainage information is necessary for an accurate
evaluation. There should be a professional representative,
e, 2 [who has expertise in wetland creation, available during the
construction process.oIa OAS)
7 . h There were several documents that have been part of past
applications which should be submitted with this
Sao ew i z application (i.e. , statement of purpose, drainages
d•.• calculations, soil report, vegetative and wildlife
information (including Natural Diversity Data Baserreport)
and alternatives considered.
d••t A detail for the discharge point "biofilter typicals" , as
shown on sheet 5 of 10, is included on sheet 7 of 10 . On
sheet 4 of 10, the asterisk indicating the biofilters
should be replaced with a more accurate representation
like that shown on sheet 5 of 10) .
V 4eCJ#4X It may be necessary to provide backup erosion and
sedimentation checkdams downstream of the project. This
could be done via placement of staked haybales in the
n,stream no of Ellington Road. Permission to j2lace
checkdams downstream would have to be gai_ne_d_from the owner
o at property. A note shou be added to the plan
Gt Estating that this will be done if necessary.
1 Fabric siltation fences are recommended, instead of
P.OR haybales, in those areas where they will be in place for
t any extended period of time.
Mr. James Lombardi Page Three December 20, 1990
Application #90-80P
1 The phasing of the project, as shown on sheet 5 of 10,
should more accurately reflect the dividing of the
development easterly and westerly of the swale. The
biofilters should be installed as part of phase I with the
nddeJ installation of the drainage structures. The phasing
limits, once clarified, should be physically established on
the site during construction.
Nv
2. GjQ)watercourse
Spot elevations should be provided for the existing
as well as any proposed grades that may be
necessary to ensure proper drainage.
e An anti-tracking apron should be shown on sheet 5 of 10 for
f-the entrance/exit off Ellington Road.
V"AAL The application form doesn't indicate that abutters have
been notified by certified mail. This should be done and
proof of notification, as well as a sample copy of the
letter, should be submitted.
io With the proposed roadway off Ellington Road they should
A consider relocating the "organic material stockpile for
1W wetland creation" to a more appropriate location.
6 . The application form indicates "clean free draining
sl+.w • w• « material per DOT form #814" . The f ill used should conf orm
r.4'o C"r*C41 y to clean fill per section 2.1t of the Regulations. This
definition, and a note, should be included on the plans.
dam • d It would appear that a dumpster is proposed easterly of th
swale. This should be labeled as such.
18 e "`` A detail should be provided for the ro osed foot bridge. ---'tom' P p
V00,
Z0/s„
S The cover sheet indicates 28.7% impervious coverage. It
would seem that this has been reduced slightly and the
figure should be adjusted if appropriate.
n 20 ',l•r 1 A plan should be submitted for the long term maintenance of
G"'•I aA the proposed 4 .86 acres of open space.
t I- dvokc Note #1 of the construction schedule ,on sheet 7 of 10,
should be modified to reflect new proposed commencement
dates .
10
Mr. James Lombardi Page 4 December 20, 1990
Application #90-80P
22 . The Agency was once shown a plan which represented the
elimination of building "H" . The square footage was added
between buildings "C" and "G" , with a small portion also
being added to building "D" . This should be considered as
t slightly reduces the wetland impacts in that area.
23 . These comments should be addressed before final action or
decision by the Agency.

At the regular meeting of the Inland Wetlands Agency/Conservation

RE: APPLICATION #90-80P, CLARK CORNERS AND PENDING LITIGATION
In response to your Memorandum of January 16 , 1991 concerning the
above , it is my opinion that you can hear and act upon application
90-80P, Clark Corners, notwithstanding the fact that application
89-54P, Clark Corners, was denied and is currently in litigation.
This is true in particular because the applications are separate
and distinct .
However, even if it concerned the same premises totally that
is involved in application 89-54P, you could still hear and act
upon it as a settlement of pending litigation. We have already
had one meeting to consider possible changes in application 89-54P
even though it was the subject and is the subject of pending liti-
gation.
I would have the applicant sign the statement that was signed
before we had that previous settlement meeting, namely, a statement
to the effect that anything stated by the members of the Agency
at the hearing should not be taken as a commitment in regard to
application #89-54P which is the subject of pending litigation.
In sum, you are free to proceed to hear and act upon applica-
tion #90-80P regardless of the fact that there is pending litiga-
tion concerning application #89-54P.

Dear John,
Although I would like to see our town keep the rural atomsphere
that prompted me to move my family here, I do realize that time
does bring about constant change.
I have seen some proposals for developing the parcel that you
call Clark Corners and was more than a little astonished at the
total disregard their obvious detrimental impact on our town.
I came away from your presentation last night feeling that at
last someone wants more than a fast profit, regardless of what
effect it may have on the neighborhood. I'm convinced that the
town will have to go far to equal your proposal. Just as
improtant, when I look at what you have just a short way further
down Deming Street, I have no reason to doubt that Clark Corners
will continue to be an asset to this neighborhood for many years.
Thank you again for allowing me to attend your presentation and
Good luck.

Chairman and Members
Inland Wetlands and Conservation Commission

Dear Chairman and Members,
I am the property owner of the property on 859 Clark Street
immediately across the street from the land owned by John Samsel,
Jr. and his partners. I believe an application is pending before
your commission on what is to be Clark Corners.
Recently, everyone in authority in the Town of South Windsor has
considered Wapping Center to be the commercial center of South
Windsor. The master plan adopted by the town and reaffirmed
repeatedly shows that site as being considered ideally suited for
commercial use. I agree 100% that the property should be
developed on that basis. I can conceive of no reason in the
world why there will be any problem so long as commercial water
and sewer are available for its development.
I farmed that land for years, the water drains naturally, and
reasonable safeguards for the elimnination of excess water should
not prohibit the development of that land. About the year 1946,
my brother and I, blasted the present man-made swale to better
drain what was then a swamp near Clark Street. Again, with the
approval of the State Soil Conservation Service, about 1976, I
established a pond and improved the drainage swale to Ellington
Road with a drag line. Thus, the man-made pond and swale. The
wetlands map adopted by the Town of South Windsor was not truly a
wetlands map. A large percentage of that soil conservation map
covered an area that was not truly wetlands.
Everyone who bought property surrounding that tract, was well
aware of the fact that they had bought adjacent to future
commercial use. They should have no complaints with its
development. The additional revenue to the Town of South Windsor
in the form of additional taxes, services to be provided, and the

use of the land according to its maximum capabilities, would be
in the best interest of the town and its taxpayers. Unreasonable
restrictions, and denial of reasonable plans based upon
professional advice, makes me wonder what is happening.
I am in favor of and strongly urge you to approve the plans
submitted.

REF: Clark St Project
I would like to take this opportunity to personally express
my opinion on the pending application for the Samsel Properties
Group to build an, office building within the Town of South Windsor.
As both a resident and businessowner here in South Windsor, I
share the community concern on growth and the quality of life in the
town. For that reason, and as a result of knowing the quality of
construction and maintenance performed on the Samsel properties on a
regular basis, I fully support their application for the construction
of the office building complex off the Clark St. area of town.
Protecting the wetlands and the character of the town are not
solely the responsibility of the commission but rather it belongs to
all those who live in the town. I can think of no other individual or
businessowner in this town who has shown as high a regard for both the
quality of life and concern for all aspects of the environment than
the Samsel Properties group. Their actions speak well of them and
I trust and hope that you will support their pending application

Re: Request for meeting to discuss part of Clark Corners Project.
Dear Mrs. Warren,
This letter is a request to meet with the Inland Wetland
Agency/Conservation Commission on April 8, 1991 to discuss some
minor changes to the site plan for a portion of the Clark Corners
Project.
I am interested in developing the Northeast section of this site.
The changes to the site are necessary to improve traffic flow and
parking. Any additional encroachment on the wetland areas should
be minimal.
I reviewed the changes with John McCahill and he recommended
discussing them with the Commission. We are planning to submit to
Planning and Zoning shortly and would appreciate the opportunity
to discuss our site plan with the Commission.

RE: New Site Plan - East Side of Clark Corners
Dear John:
I am writing per your request to outline for you the changes to
the above referenced plan as they affect the concerns of the
wetlands commission. As you are now aware, Kirby Holcombe is
developing the portion of the Clark Corners parcel roughly east
of the north south swale. This parcel as proposed consists of
3.97 acres out of the total 15.29 acres that comprise Clark
Corners. Of this 3.97 acres, your original design approved for
Samsel called for total impervious coverage of 41.2 percent of
which 32. 5 percent was pavement and sidewalks and 8.7 percent
was building coverage. Under Kirby Holcombe's proposal, the
total coverage increases minutely to 41.4 percent of which 33.3
percent is pavement of sidewalks and 8.1 percent is building
coverage. Under Samsel's approved plans, .78 acres of wetlands
in this area would be covered by impervious surfaces, including
buildings. Under Kirby Holcombe's proposal, the impervious
coverage of wetlands would be approximately .86 acres.
In all cases, the layout for Kirby's plan allows for disturbance
no closer to the swale, wetlands enhancement area or pond than
the currently approved plan. The concept for the site remains
the same. Landscaping remains virtually unchanged.
I hope this addresses your concerns in this matter, if you have
any questions or require any further information please do not
hesitate to contact me.
Yours truly,
Christopher O. Stone, P.E.

Re: Site Plan - East side of Clark Corners, Application #90-80P
At the April 8, 1991 regular meeting of the Inland Wetlands
Agency/Conservation Commission, the Agency made a motion to "approve
the request for building reconfiguration" . The reconfiguration
approved was based on the "Preliminary Site Plan, Proposed New
Professional Office Bldg" ; as prepared by Gregory Louis Montana and
Associates, dated March 27, 1991 .
Based on the discussion which took place you will not be required to
submit this as a separate application. The proposed activity can be
carried out as part of that approved in application #90-80P.
If you have any questions as you prepare your detailed site plan feel
free to call me at 644-2511 .

March 11, 1995 .
If you plan to extend your project beyond the above expiration date,
you must apply for an extension at least sixty-five ( 65 ) days prior
to the expiration date. There will be a thirty-five dollar ( $35 ) fee
required for an extension of the permit. This includes a ten dollar

An application for an extension shall be made in accordance with the

regulations and grant the application as filed, grant it with
any terms or limitations, or deny it; and shall state upon the
record the reason(s ) for its decision.
In the event that you are requesting an extension, section 8 . 1 . 6 of the

from the applicant' s engineer verifying that erosion and sedimentation
control measures have been installed and maintained in accordance with the
approved conservation plan. This verification report shall also be

Dear Ms. Banach,
Mechanics Savings Bank is the owner of 15.07 acres of commercially zoned land in South
Windsor known as Clark Corners. The bank took title to the property on April 7, 1993,
from the previous owner/developers, John G. Samsel and the Melvyn B. Marks Estate.
Mechanics Bank requests a three year extension of the Inland Wetland approvals of
application #90-80P, dated March 11, 1991. The requested extension will not alter the
approvals in any way, with all original and standard conditions remaining unchanged.
As Mechanics Bank is not a developer, our goal is to market and sell the property with all
approvals in place. The bank is actively marketing the property but due to the sluggish
economy, has been unable to consummate a sale to date. We are not requesting any
changes to the existing approvals. The bank is looking to maintain the existing approvals
in order to better market the property.
Please feel free to contact me with any comments or question at 293-4015. We look
forward to your favorable consideration on this matter.
Sincerely,
