Warren : This proposal on the 2. 571 acre site could have a minimal impact on the wetlands , that are not shown . The erosion control notes appear mostly complete . I would perhaps modify the sequence to permit the building construction to proceed during the winter months and the parking area during a non frost period. If an approval were to be granted , the following conditions might be appropriate . 1 . Modify the drawings to show the wetland limits . 2 . Extend the culvert into the ditch on the South Windsor Conservation Trust Inc . land . This is the only access to their land north of the ditch and it should be dry . 3. Modify the plans to show how the well is to be abandoned , boards , concrete , etc . 4. If an approval were to be granted , a bond in the amount of $2 , 500 would be appropriate to assure compliance with their erosion control measures . Very truly yours , A. In addition the following comments are noteworthy . 1 . As per Item #7 of the SEA review letter a more detailed hydrologic analysis is needed ( detention? ) . A concentrated point discharge to existing "ditch" would necessitate additional detail such as a. where ditch drains b . hydrolic capacity of ditch C . stabilization of ditch . Also most significant here is that the right—to—drain and the drainage easement have not been secured , therefore the proposed scheme may not be viable . 2 • If this project is approved a DOT construction permit would be needed prior to the issuance of a Town building permit . 3. Spot elevationsshould be provided along the eastern , northern and southern sides of the driveway/parking area . 4 . Radius detail will be required for the entrance drive . A note should be added to the topographic plan concerning the removal of the pavement to the existing driveway. 5. The drainage and grading easement should be labeled as proposed and include bearings, dimensions and grantee. 6. A maintenance drive should be provided for the proposed 15" RCP outlet. 7. A more detailed hydrological analysis of the site should be provided to determine pre- and post-development conditions.
