Dear Mr. Kelley:
Re: ZBA Application #1796-88 - Mother Goose Children ' s Center
At the meeting held by the Zoning Board of Appeals on April 7 , 1988 ,
a variance was granted to Section 4 . 4 of the Zoning Regulations to
allow continued operation of use of a child care facility on property
located at 1742 Ellington Road in the Restricted Commercial Zone.
The Board noted that the hardship is that the school is presently
existing at that location and has been in that complex for many years.
It was also noted that a site plan was approved by the Planning &
Zoning Commission last year with full knowledge of the school in that
location. The Board also felt that a variance may have been granted
years ago, however, the records were unable to be located in the
Town Hall.
This action is effective April 22 , 1988 and upon your filing of
the enclosed form in the Town Clerk' s office at your own expense.
Very truly yours,
Richard H. Eriksson, Chairman
Zoning Board of Appeals

RE: 1559 SULLIVAN AVENUIE/RICHARD KELLY
Dear Ms. Banach:
A question has been raised as to whether 1559 Sullivan Avenue conforms to
subdivision and/or zoning under the South Windsor regulations.
I have searched the town land records and find that the Lot comes from a 10 acre
parcel of land formerly owned by William J. DeScalco White. The first parcel
conveyed by White when he divided up the frontage into lots was 1559 Sullivan
Avenue. This first sale was by Deed dated 6/20/57 and recorded in Volume 59, Page
272 of the South Windsor Land Records. (Mr. White also filed a map showing this and
other lots on December 4, 1956 Map # 395A) .
I have looked at the zoning maps and regulations and the minutes of the South
Windsor Planning and Zoning Commission, kept by the Town Clerk, and find the
following: The zoning map that appears to have been in effect in 1957 (dated 1955) ,
shows this area of Sullivan Avenue to have been zoned residental. The regulations
in effect until 1959 appear to have provided only one residential zone. An
Amendment in January of 1957 continues to provide that residential lots must have
100' of frontage and 20,000 sq. ft. of area. The lot in question, 1559 Sullivan
Avenue, is a rectangular, 100' wide on the street and 203' deep (20,300 sq. ft.) .
It, therefore, appears from the record that as 1559 Sullivan Avenue was the first
piece conveyed from the larger tract, subdivision was not required and that it
conformed to the applicable zoning regulations.
I hope the above is helpful in your deliberations in regards to this property.

RE: Colonial Cornere - Mother Goose II As Builts
Last fall, Mr. Kelley sought and obtained the appropriate
approvals for the development of a nursery school a.k.a. Moth r
Goose II subject to a number of conditions and/or concerns which
were to be addressed in the letters of approval or at the prejob
meeting. Work progressed and a Certificate of Occupancy was
granted on 12-30-88 with the assurance by Mr. Kelley that all of
the concerns would be cleared up momentarily. In the four months
since the Certificate of Occupancy was issued, we have received
nothing towards the approval conditions of 9-29-88.
This certainly exceeds any courtesy time frame which Engineering
has granted on this site. It should be forwarded to Planning &
Zoning for their disposition.

Dear Marcia:
This letter is a formal request to seek permission for Mother
Goose Childrens Center to occupy another building in Colonial
Cornere. Mother Goose has a waiting list of children and has asked
permission to expand. Meetings have already been held with State
of Connecticut, the fire marshall and chief building officer in
South Windsor. - All reported positive reaction and offered
suggestions in changing the use from office to day care.
Building #9 is primarily vacant with a remaining office
prepared to move to another one of our buildings. This building
is ideal for its location for day care and its interior needs very
little remodeling. We can easily meet the requirements of
4.4 .2 .9. 1 of the South Windsor regulation.
Colonial Cornere was given permission by Planning and Zoning
Commission and Zoning Board of Appeals to use, and continue its use
of day care. We ask permission this use be extended to include
Building #9. It will be a good use of this building and will
assist Mother Goose in a continual effort to provide a much needed
service to South Windsor residents.
Time is of the essence for the parents, and for Mother Goose.
Your positive response is most appreciated.
I have enclosed a site plan of Colonial Cornere identifying
existing buildings occupied by Mother Goose and the proposed
building with play area.
Sincerely,
K
