Rernin, for a zone change of +1.2 ac. from RR to RO for property located at 1530 Sullivam Ave. (Post Office site) Please be advised that the public hearing in the above matter has been scheduled for Tuesday, April 9, 1991 at 8:00 P.M. in the Council Chambers of the South Windsor Town Hall, 1540 Sullivan Avenue. Signs advertising the hearing must be posted for 10 consecutive days prior to the hearing, and must be clearly visible from the road. Please have them posted by Thursday, March 28, 1991 . Signs may be purchased for $5.00 at the Town Hall. Very truly yours, PLANNING AND ZONING COMMISSION Louise Evans Chairman cc: M. Banach, Dir. of Planning POST OFFICE ZONE CHANGE 1 . Site is approximately 1 . 2 AC. The post office occupies the building currently on the site. The site is surrounded on all sides by the RR zone. The applicant is proposing to change its zone to an RO zone. 2 . The Town Plan depicts this parcel as remaining in a residential capacity. 3 . Water is available; currently the site is serviced by a septic system. WPCA approval is not required with this application. However, Fred Shaw, Sup't of WPC has indicated that replacement of the existing septic system with a designed system or connection to sewers will be necessary in the future. 4 . This application brings up the question of how the entire 5- corners/Sullivan Ave. area should be zoned. A zone change request is the most appropriate time to consider all of the impacts on the infrastructure. For this application, the main impact is traffic and the capacity of the septic system. Once the site is rezoned, the applicant has a right to develop his site for uses that permitted in that zone. The reality of this site is that it is not a residential site and will never be used as a residential site. Because of the high intensity use which is currently operating out of this building, it adds greatly to the traffic currently overburdening Sullivan Ave. - particularly during the peak hours. 5 . Under the RO zoning, the primary use which would be allowed would business, professional, corporate or financial offices. All of the uses can either be low- intensity or high- intensity as far as traffic generation is concerned. In this case, the intensity of use might be controlled by the small site size and inability to provide a lot of parking. It is hard to envision a scenario under the RO zone that would have the intensity of traffic that the existing use has . The police department has a long standing concern over the traffic movements at this location. They would not object to the proposed zone change as long as the new use would be of low intensity office space. 6 . The proposed RO zone would limit its uses to professional offices and the applicant would be required to submit a site plan at the time the use of the building were to change. It should be noted that the current lot size does not meet the minimum 2 acre lot size required in a RO zone. The applicant has recently received a variance from the Zoning Board of Appeals for the front yard set back which will become non- conforming when the state takes the property needed for the widening of Sullivan Ave. 7 . Planning Dept. recommends to the PZC that the applicant consider, with any change of use of this site in accordance with a zone change, exploring the feasibility of an access easement to the Town Hall driveway and elimination of the exisitng curb cut. oa v DESIGN PROFESSIONALS INC, RECEIVED civil engineers . planners . surveyors . gis APR 2 2002 SOUTH WINDSOR PLANNING OEPT April 24, 2002 Marcia Banach, Director of Planning Town Hall 1540 Sullivan Avenue South Windsor, CT 06074 Dear Marcia, Re: Office Use 1530 Sullivan Avenue South Windsor, CT DPI Project No. 02-9 62 7 As you are aware, the old post office site at '530 Sullivan Avenue is in the Restricted Office zone, and contains an existing building and two parking lots. The existing building and parking lots are non-conforming to a buffer requirement against the RR Zone (all four sides). Please present before the Planning and Zoning Commission at the April 3e meeting, the question as to whether or not this developed site is existing non-conforming as to the buffer requirement, or would require a zoning variance for the buffer for an office or any other use change. The site cannot support a buffer. Thank you, Peter R.
