TOWN COUNCIL MONDAY, JANUARY 3, 1983 cs
Councilman Mitchell asked if an additional report will be forth-
coming on the stop sign at Avery Street and Orchard Hill Drive.
Mr. Sartor said a preliminary report had been received and that
additional concerns had been indicated. The report has gone black
to CRCOG and we should be receiving additional information shortly.
Councilman Nicholson questioned the shortened hours at the Library.
He indicated he had read somewhere that the shortened hours were
due to budget constraints. He asked if the manager is aware what
the constraints are.
Mr. Sartor said if there is a budget problem he has never been
made aware of it.
Councilman Nicholson asked if it could be determined what the
problems are. He said it was his understanding during the budget
process that the Council had approved sufficient monies to allow
the library to operate at its previous level.
Mr. Sartor said he would ask for a report.
Councilman Nicholson suggested it could be discussed at a Work
Session if.:necessary.
Mayor Havens read the following comments and asked for a report
from the Town Manager.
More than ten years ago, the Town of South Windsor acquired
nearly eighty acres of land situated at the northeast corner
of Sand Hill and Nevers Roads. Approximately one-half, or
forty acres, of this land was bought in part with federal and
state monies .
When the Town Plan was written (in. 1968) , and in subsequent
deliberations on the actual land acquisition, numerous future
uses were contemplated there. They included a municipal
recreation park (playground, ballfields) , and a new high school
complex.
lam To date, the only minicipal use of this vast tract has been
c through the installation of a baseball field. An exercise
trail has been proposed.
I believe it is time for an in-depth look at this resource,
toward the objective of generating a plan for its use, both
in the near and long-term.
Today, we have unmet recreational needs . These apparently
include baseball, soccer and softball fields . We will have
greater needs in the future. The needs envisioned 10 years
ago may or may not be valid today.
I propose that the Town Council request a report from the Town
Manager on the potential for this tract, drawing upon the
resources of the Recreation, Public Works , and Planning Depart-
ment staffs . The report should comprehensively address cost-
effective development alternatives , and indeed development
limitations (e. g. statutory and environmental) . In essence, it

should be a plan for the site ' s improvement within reasonable
cost parameters .
This report, or draft plan, could then be reivewed by the ,
Council and then transmitted to other bonds and commissions
for their comment.
The children (and adults) of our community expect, and deserve,
excellent active recreational facilities within reasonable
proximity of their homes . I believe this eighty acre parcel,
which has remained relatively dormant since its purchase, has
the potential to bring South Windsor closer to meeting our
recreational goals. I urge movement on this matter now.
With a concensus of the Council the Mayor asked Mr. Sartor to
report back to the Council on this.
Councilman Ryan questioned the traffic signal at the Mobil station
where Route 5 and Route 30 meet. He said it appears to hang up at
times .
Mr. Sartor said he would look into it.
Councilman Mitchell said he believes that a study was done on
that signal in the past and that it is an old signal with
admitted problems. Replacement is a costly item and the state
was unable to address the problem in the past.
14 . New Business

Mayor Havens asked for comments from the public or the Council.
Mr. Edward Pastula, 2061 Ellington Road asked how certain we can be that we Y11:

Mr. Sartor said there is no certainty. The reason for splitting the project "+C,
enhance our chances or getting funding now or in the future. There is also a
ymechanism whereby we can proceed with work and receive reimbursement if tM frv"
approved.
Mr. Pastula said he's a7.member of the American Legion. He noted pares are rr
important to the Town. We only have two parks. Anything that would furnis'•

He said, speaking for the American Legion they would be in favor pro'vidint 01 •"

this purpose.
Mr. Dick Sheehan, 38 Scantic Meadow Road a member of the Youth Advisory
indicated that the Board for the last 2 - 3 years has tried to encourage fW
i that would offer to the young people of this Town the type of facilities t"1''
discussed. He said he thinks it would be well utilized by the people of tjri
sp"W
and would offer a chance for family recreation. It would address the fvt
of the Town.
TOWN MANAGER MONDAY, NNE 6, 1993
Gcancilman Mitchell asked if the current plan incorporates any of the concepts of
the Plum Gulley Park proposed in past years.
Mr, Arsenault said that in 1975 a study was done for the Nevers Road Park. The
present layout stays in the guidelines that were called for in that report. It
included passive and active recreation as well.
Mr. Mike Evans, 10 Valley View Drive spoke on behalf of the Little League. He
indicated that South Windsor has a very active Little League and with more and
better facilities could be even more active. He indicated the League's hope to
host a Regional Conference. He noted that the Little League donated $4,200 in
materials to the existing Nevers Road Park. He said from a baseball standpoint
you would have a great deal of support. The Little League alone involves some
600 families in Town.
Mr. Ralph McCarroll, 629 Deming Street, Chairman of the Park and Recreation
Commission said the plan is much the same as Plum Gulley with the exception of
the swimming pool and ice skating area. The thought of the commission is to
get started and do a little at a time. All the existing fields are used so
much that there is no way to maintain them by taking one out of service for a
period of time. We feel the way the Town is growing, this is a facility that
will be needed in the future. We should get started while we have the time
to do it right.
There being no further comments, the Mayor asked for a straw vote as follows:
Those in favor of applying for the grant in aid assistance - 12
Those opposed to applying for the grant in aid assistance - 0
The Public Hearing was adjourned at 7:45 p.m.

TOV,'N COUNCIL MONDAY, MAY 23, 2983
Councilman Mitchell said what you are saying is this will enhance current drain
in the area. Recognizing this, I would certainly favor this approach.
Mr. Sartor said, if there is a concensus, I will have a Resolution prepared ant
work with the Town Attorney for action at the June 6 meeting. If the Council
has no objection, could work begin prior to action at the risk of the developer
if that should be a necessity due to the timetable for the development?
Deputy Mayor Smith said she has no problem with that personally. The experts h
said this is a good idea.
Councilman Ryan said if you want a concensus to prepare a risk agreement he
cannot see a problem with that.
Councilman Mitchell said we cannot vote tonight but we can give a concensus.
Councilman Champagne said as I see it, this will do nothing for the drainage on
Rye Street.
Mr. Sartor said it will give us an outlet to connect to.
Mr. Arsenault indicated plans are being made to correct that and this will be
an asset.
c. Sand Hill/Nevers Road Park
See report attached.
This item is for consideration for development of an additional park. said Mr. S.
mr. Arsenault said what they are asking for is the Council to appropriate $26,5'
and give support to the barter deal thereby waiving competitive bidding.
Deputy Mayor Smith questioned what the base will be for the par course.
Mr. Arsenault said at first it will be left natural.
Councilman Mitchell said he would like to exclude himself from discussion becaus
it involves his brother. At this point (9:20 p.m.) he left the meeting.
Councilman Champagne said if we were to go ahead with the agreement with Mitche:
how does it impact the grant application?
Mr. Arsenault said we should hear fairly soon whether or not we stand to get it.
The final application has to be in by September 1. If we receive a go ahead for
the final application, we can file for a waiver of retroactivity. With this in
place we will not be penalized if work is beg-an prior to fiaal approval .
Mr. Sartor said he would recommend going ahead with the barter arrangement.
Councilman Champagne said what you are saying is the grant application would on:

Mr. Spring said we will be coming to the Council for fencing for the existing
ballfield. There will also be a Resolution for some funding to begin the projec
Based on the application for the grant, as long as we receive waivers on monies
expended, we will be reimbursed. The waivers will have to be received before we
is done. We should know prior to June 30.
Deputy Mayor Smith asked if we receive any reimbursement for in-kind services?
Mr. Spring said he believes that is possible. Nothing would be done to danger
the project.
Mr. Sartor said prior to finishing the project we can negotiate any differences
that might occur. As long as it is not a substantial change we can modify the
project.

TOWN COUNCIL MONDAY, MAY 23, 1983
It would open the park and allow it to be used. In the Spring of. 1984 you
would have options to use any money in the current operation budget, appropri
of money in the 84-85 budger or using any grant monies that right be-received
Mr. Sartor said it would create a park complex that would be h million dollar.-
in value. I believe it would be extremely beneficial to the community.
Councilwoman Bouley said for $26,5000 we would have a useable ball field,
graded areas and one half of the exercise trail. It sounds good.
Mr. Arsenault went over the agreement proposed by Mitchell Trucking.
Councilman Ryan said I like the idea. People may be difficult to convince. T
voted down Plum Gulley Park. He asked if P 4 Z approval is required?
Mr. Arsenault said it will be discussed with P & Z tomorrow night. The only
other requirement would be an excavation permit.
Councilman Ryan asked if there is sufficient justification to waive competitiv
bidding?
Mr. Arsenault said we have an interested contractor that is willing to perform
the work at a good price.
Councilman Ryan asked about the legal status of Mitchell Trucking in this' cas
Mr. Sartor said it would be similar to other contract work.
Councilman Ryan said would he be a sub-contractor?
Mr. Sartor said similar to other sub-contracting jobs. It is very difficult tc
structure a bid environment around a barter arrangement. The contractor is
willing to go whether or not he gets the amount of gravel he believes he will
get. We are dealing with an uncertainty.
Councilman Ryan said it could be put out to bid. Do we reall% have a good bas.,
for waiving? You are talking about alot of dollars here.
Mayor Havens said he thinks it is the first step in something we should have
started long ago. I think if we don't get started soon, we nay neveer have a
park. I think it is something, that, if all the phases are co=pleted, will
see a good reception. You are refight about the competitive bid. We should mak
absolutely sure. We may not be able to avail ourselves of this in any other na
We should go with the first phase, get started, and continue to fund it over th
years.
Councilman Ryan said this should be well documented. Why we want to do it with
Mitchell Trucking and why now?
Mr. Sartor said the reasons for waiving would be incorporated into the Resoluti
Obviously a number of technical areas need to be worked out.
Mayor Havens asked what kind of action is needed?
Mr. Sartor said a Resolution will be prepared to allow the consumation of a
contractual agreement with a barter arrangement. We would need a transfer from
Contingency in the amount of $26,500 which would fund it until next fall .
Waiting until the grants are funded will lose a year. The third part is fundinj
for fencing of the existing ball filed. The cost is 513, 000. There would be
an additional transfer of funds sufficient to pay for the fencing. There is
not sufficient money in the contingency fund for this. We believe we will be al
to find sufficient monies within this eyar's budget in order to provide for a
transfer from various accounts.
Councilman Nicholson said he has questions about waiving competitive bidding. 1
we ;ant to go ahead, we should contact people in the business and offer the
proposal and see what might develop so that we have at least gone to other

NEVERS ROAD RECREATIONAL PARK FACILITIES
A conceptual plan has been prepared for a long-range project to construct
a park on the Town-,-owned parcel of land at the northeast corner -of Sand
Hill and Nevers Roads. The facility would offer both active and passive
recreational programs , and would encumber approximately 35 acres of the
overall 80 acres at the site.
The types of programs proposed are as follows:
ACTIVE RECREATION:
Ballfields (softball, football, and/or soccer)
Exercise Trail (previously purchased by the Town, to be used
for Cross-Country Skiing during winter months)
PASSIVE RECREATION:
Sheltered Picnic Areas
Children' s Play Areas
The site location is fairly centralized within the community and will
be directly across from the new Police/Ambulance Facility, thus offering
excellent security.
The Staff members of the Public Works and the Recreation Departments
are presently combining efforts to prepare all documents required to
obtain Grant-In-Fs d Assistance through The Land and water Conservation
Fund Program being offered by the National Park Service, and adminis-
tered by },fie State Department of Environmental Protection. Three
sepa'ate applications are being submitted for Nevers Road Park I,
Nevers Road Park II , and Nevers Road Park III . As always, we are
seeking all avenues of potential outside funding sources to offset
local costs of construction projects. The procedural timetable for
making applications under this grant program is as follows:
1 . ) Resolution of support from the Town' s Park and Recreation
Commission -- Received April 21 , 1983.
2. ) Resolution of support from the Town ' s Conservation Commission--
Presentation made May 16 , 1983.
3 . ) Resolution of support from the Town' s Planning and Zoning
Commission--Presentation to be made Flay 24 , 1983.
4 . ) Informational Public Hearing--Scheduled for Monday, June 6, 1983
at 7 : 30 p.m. in the Council Chambers .
5. ) Application Deadline -- June 10 , 1983.
As previously mentioned, the overall plan, as presented, is a long-term
conceptual layout of the ultimate development for this site. At present,
we anticipate only work to be done -on p=-tions of Park I. As funds are made
available in the future, either through Town funding or Grant Assistance ,
Park I can be completed and work can begin on Parks II and III . The
anticipated costs of Park I are shown on the accompanying handouts.
X Z., 1983
Mr. Sartor said he concurs with that approach.
Mayor Havens said he had reservations about the waiver. Funding for Park I
would be first. Why the fencing for the existing field?
Mr. Sartor said the Little League had expended its own money for a sprinkler
system. This would provide protection for the sod. The field cost in excess
20,000 to build originally. That did not include $3,000 for -the backstop.
Councilman Ryan said he feels the same about the priority for funding. This w
generate a lot of discusison. We should have an informal public hearing.
Mr. Sartor said one is scheduled for June 6. This is required by the grant
process. It has already been advertised.
Ins. Snow indicated he will be contacting the vai:ious organizations in town for
input just as he did on VMP.
Mr. Walter Pekala, 7 Carriage Drive suggested that most people will say it is
about time something was done. The people in the Lipman Drive area may well
oppose it.
7. Adjournment
Deputy Mayor Smith mov&dto adjourn the Work Session at 10:00 p.m. ,
seconded by Councilman Ryan and voted. unanimously.

1. Applications to be officially received
a. Pleasant Valley Realty, Sec. 8 of Pleasant Valley Homes, A-20 zone
b. Wayne C. Gerlt, Site Plan, n/s Deming Street, RC zone
c. Anthony D. Russo, Subdivision, RR and MF-A zones
d. Tobacco Sanitation, Inc. , Site Plan, S/S Strong Road, I zone
e. S. W. Police Assoc. , T & C permit to. hold annual picnic at Veterans
Memorial Park
Mr. DeMallie, Planning Director, reported as follows:
a. Pleasant Valley Homes currently has 27 acres of open space, but none
has been developed for parks and recreation. Under the regulations 4 acres
of open space is required. The attorney for the applicant is aware of this
situation.
b. Site plan for Wayne Gerlt, needs several minor corrections. Also,
the applicant has not yet obtained approval from Inland Wetlands.
c. The Russo subdivision is a situation where proper subdivision approval
was never granted when Burr Meadow Condominiums acquired this parcel. This
application is to clear up that technicality.
d. The Tobacco Sanitation site plan is all right, but they indicate 10
parking spaces and there are only 9 shown on the plan.
e. S. W. Police Association - this is for a temporary and conditional
permit to hold a picnic on June llth.
Mr. Sorenson made a motion to officially receive the above applications and
Mr. Conde seconded it. It was unanimously voted in favor and so ordered.
2. Town of South Windsor, Nevers and Sand Hill Road, Park
Public Works Director Robert Arsenault pointed out on a map the 80 acres owned
by the Town located at Sand Hill Road and Nevers Road. The Town has the
opportunity of receiving some aid through the National Park Service of the
Department of Interior. The program is being administered by the land
acquisition section of the Connecticut Department of Environmental Protection.
Mr. Arsenault said the plan shown tonight is a preliminary plan. In order
to submit the application, resolutions are required by various Town agencies
and commissions, including the Planning & Zoning Commission. Mr. Arsenault
noted that the Town Council is holding an informational public hearing on
Monday, June 6th, and the application will be submitted to the State by June 10.
Planning and Zoning Commission 2- May 24, 1983
Mr. Arsenault said the plan shown tonight is a conceptual plan for the park
which is pretty much in accordance with the site study which was done in
1975 calling for passive and active types of recreation. The park is in
three sections, each of which will have softball fields which can also be
used for football or soccer. There's a par course, which is an exercise
trail, going through the parks, as well as picnic areas and shelters, and
childrens' playgrounds are also planned. Mr. Arsenault emphasized the
plan shown is a conceptual plan and when actual layouts are considered the
Town will come back to this Commission for further approvals.
Town Manager Sartor was present and told the Commission that three separate
applications are being submitted for the three parks, and the Town could
receive funding for only one, rather than all three. The Commissioners asked
how much of the cost would be funded by the National Park Service and
Mr. Sartor said 50 per cent would be federally funded, 25 per cent by the
State and the remaining 25 per cent locally. Mr. Sartor noted that Section
8-24 of the Connecticut General Statutes also requires endorsement by this
Commission for municipal improvements.
Mr. Arsenault said the proposed location of Abbe Road Extension will be
utilized, and the site is centrally located and near the high school as well
as the new police/ambulance complex. A presentation has been made to $he
Town Council and the Council endorsed this project.
Chairperson Montana said that she thinks everyone on the Commission agrees
that this is an ideal place for such a recreational facility.
Commissioner Hallowell made a motion that the three Resolutions attached
hereto, marked Exhibits A, B and C, for Nevers Road Park I, Nevers Road Park II,
and Nevers Road Park III, be adopted. Mrs. Evans seconded the motion and
it was unanimously voted in favor and so ordered.
Commissioner Evans said she is not happy with the road layout as shown since
people would be able to cut through the park to get to the high school.
Mr. Hallowell noted that the Town could use some more tennis courts, and
several Commissioners said they did not like the locations of the proposed
parking areas. Mr. Hallowell said there appears to be too much area
designated for parking and it's not necessary to have the parking areas so
close to the ballfields. It was also noted that more areas with shade trees
would be desirable.
Chairperson Montana said it appears a great deal of earth will have to be
moved in Phase I. and questioned how theproject would be completed if funding
is not granted for Phases II and III. Mr. Arsenault said that while the
Town is waiting for the grant, it intends to do some work on the site and
if it gets the grant it can be reimbursed. If it doesn't get the grant, it's
on its own. He said they have the opportunity of getting some of the
grading on Park I done, and they hope to have the park operational by Spring,
1984. He said they hope to have it graded, seeded and irrigated, and will
probably come back to the Commission shortly for an excavation permit.
Planning and Zoning Commission 3- May 24, 1983
Mr. Sartor said they presented a plan to the Council last night whereby
they can begin to grade and seed the area. They proposed a barter arrange-
ment whereby gravel can be removed and grading done. The Council has
indicated a willingness to put up $26,500 and it is anticipated the field
will be graded by next Spring. Upon questioning by the Commissioners,
Mr. Sartor said that Mitchell Trucking is willing to strip the top soil
and set it aside, remove the gravel and grade the land to the Town's
specifications, and then replace the top soil. The Town will do the
seeding or sodding. Mr. Sartor noted that there are still some technical
problems to overcome, and said he would also like to talk to other people
who may be interested besides Mitchell Trucking Company.
The Commissioners discussed the subject of sidewalks, and Mr. Norman said
when the Town comes in with a more detailed plan the Commission would like
to see more consideration given to sidewalks and added that the Commission
is now requiring developers to install sidewalks other than just in the confines
of their projects. The possibility of sidewalks being constructed along
Sand Hill Road to connect with those opposite the police station was discussed,
and Mr. Sartor said that would be about a thousand feet of sidewalks which
could be expensive. He raised the possibility of stonedust sidewalks, which
are less expensive, and after a discussion most of the Commissioners felt
concrete is preferable. Mr. Hallowell pointed out that what the Commission
is talking about is about $9,000 worth of sidewalks next to a park which will
cost half a million dollars. Mr. Sartor said that may be true, but pointed
out that money is not available. Mr. Hallowell said that the Council just
appropriated $29,000 for grading, and he doesn't think the Town should hedge
about sidewalks. Mrs. Montana said there is currently another application
pending before the Commission in this area, and it's possible that developer
can bear some of the cost of-installing sidewalks.
Mrs. Montana said the Commission is going to want to review the site plan in
more detail before it is finalized.
3. App. #904 - Phase III of Wood Ponds Subdivision
Town Engineer Page said there is a sightline problem on Abbe Road and he's
talked to both Mr. Gerlt and Mr. Lucek and they've agreed to improve this
situation. Mr. Page said the Commission may want to include this in its
approval letter.
Mr. Conde made a motion to modify the Commission's approval which was granted
on May 17, 1983, by adding the following paragraph:
22. Beginning at the proposed intersection of Wood Pond Road and
Abbe Road, the sighline to the south on Abbe Road shall be
improved by regrading and other means, subject to the satis-
faction of the Town Engineer. The plans shall be modified
prior to filing to show this improvement.
Mrs. Evans seconded the motion and it was unanimously voted in favor and so
ordered.
Planning and Zoning Commission 4- May 24, 1983
4. The Balf Company - Savin Woods Subdivision
Mr. Hallowell made a motion that the following amounts of surety bonds
be required for the Savin Woods subdivision:
20, 000 to ensure that no damage will be caused to open space and
detention areas from erosion or encroachment and to ensure conformance
with the open space improvement plan to be approved by this Commission;
110, 000 to ensure completion of all subdivision improvements including
roadways, sidewalks and sewers;
75 , 000 to ensure completion of grading on individual lots ($5,000 per lot
Mr. Sorenson seconded the motion and it was unanimously voted in favor and so
ordered.
5. Faith Tabernacle Church, Site Plan and Special Exception, John Fitch Blvd.
Mrs. Evans made a motion to grant the above applicant a 90 day extension of time
in which to file the final plans. The extension is from June 6, 1983 to
September 4, 1983. Mr. Sorenson seconded the motion and it was unanimously
voted in favor and so ordered.
6. Indian Ridge Condominiums, Special Exception and Site Plan
Mrs. Evans moved the above applicant be granted a 90 day extension of time in
which to file the final plans in this matter. The extension is from
June 6, 1983 to September 4, 1983. Mrs. Sorosiak seconded the motion and it
was unanimously voted in favor and so ordered.
7. Section IV, South Ridge Subdivision
Town Engineer Page reported that the builder is doing a good job and he has
gone through the subdivision and estimates that $100,000 would be sufficient
to complete the subdivision improvements. Mr. Hallowell said there are some
steep slopes and noted one driveway was extremely steep. Mr. Page said that
house has been sold, and his concern is with water in basements and erosion,
and that is under control. After further discussion Mrs. Evans made a motion
to reduce the bonds required for Section IV from $180,000 to $100,000 to
ensure completion of all subdivision improvements including sewers, drainage,
sidewalks, curbs and roads, and $10,000 to ensure grading on individual lots.
Mr. Sorenson seconded the motion and it was unanimously voted in favor and
so ordered.
8. App. #912, William Krawski, Open Space Subdivision
The Commissioners reviewed the plans and agreed that they did not like the
open space land to the rear of the lots. Mrs. Evans said she is concerned
with how the Commission can act on this application in view of the different
owners and inadequate plans. Mr. Hallowell said this Commission should just
consider the lots in Phase I and treat it as an application just for 16 lots
in an open space subdivision and disregard the proposed lots in other phases.
Mr. Sorenson said the Commission is talking about a small parcel, and the
remaining proposal is a1mcs t ridiculous. Mrs. Evans said the plan does not
conform to the regulations at all. After further discussion the Commissioners
3
Planning and Zoning Commission 5-May 24, 1983
agreed to consider only the lots shown as being in Phase I. They reviewed
the plans to determine the most desirable place for the Town to acquire open
space and agreed that Lots designated #9 and #10 on the plans should be
deeded to the Town for open space.
Mr. Sorenson then made a motion to approve 15 lots in an open space
subdivision in an AA-30 zone, located north of Bayberry Drive, between Felt
Road and Foster Street, as shown on plans prepared by Lucek Engineering
Assoc. , Inc. , dated 2/l/83, entitled Project No. 83-2.
1. The aforesaid plans shall be modified as follows, and said
modified plans shall be submitted to this Commission for
approval.
2. This approval is for lots #1, 2, 3, 4 , 5, 6 , 7 , 8 , 11, 12, 13,
14, 15, 16 and 17 as shown on the plans. Said lots will be
renumbered beginning with #5 and continuing on to #19 .
3. The area of lots #9 and 10 as shown on the plans, together with
the small parcel to the north of #10 , shall be deeded to the
Town for open space. Said deed is subject to the approval of
the Town Engineer and Town Attorney, and will be held in escrow
until such time as the subdivision is completed and the Town
Council votes to- accept this land.
4. Deeds for the proposed roadways must be submitted to this
Commission prior to filing the final plans and must be approved
by the Town Attorney and Town Engineer, and will be held in
escrow until acceptance of the roads by the Town Council.
5. All sewer and drainage easements shown onthe plans must be sub-
mitted to this Commission prior to filing the final plans and
must be approved by the Town Engineer, and Town Attorney. Sewers
must be accepted by the Water Pollution Control Authority prior
to recording the easements.
6. All drainage in this subdivision must be redesigned to the satis-
faction of the Town Engineer and this Commission.
7 . The key map shall be modified so that it reflects only the lots
herein approved and the open space area. Reference to other
proposed future lots on the adjacent property, or future open
space areas, shall be deleted. Remaining land of William Krawski
shall be designated Parcel A.
8. Water shall be provided to these lots by the Connecticut Water
Company.
9 . Location of fire hydrants and street names are subject to the
approval of the Fire Marshal.

the time the modified plans are submitted to this Commission
for approval.
17. Approval must be obtained from the Inland Wetlands Agency and
this approval is subject to the conditions of approval of said

19. Black and white transparent mylars of the key map and plot plans
shall be submitted to this Commission to be stamped and signed,
and filed in the Town Clerk ' s Office prior to August 22, 1983.

Wetlands Agency must be reproduced on the mylars prior to filing.
Mrs. Sorosiak seconded the motion and it was unanimously voted in favor and so
ordered.
Chairperson Montana excused herself and did not attend the remainder of this
meeting. Mrs. Evans chaired the meeting for the remaining items on the agenda.
9. South Windsor Police Department, Annual Picnic
Mr. Norman made a motion to approve the above application for a Temporary and
Conditional Permit to hold a picnic at Veterans Memorial Park in accordance
with Section 3.17.1 of the Zoning Regulations. The picnic will be held on
Planning and Zoning Commission 7- May 24, 1983
Saturday, June llth, from 10 A. M. to 6 P. M. Mr. Conde seconded the motion
and it was unanimously voted in favor and so ordered.
10. Tobacco Valley Sanitation, Site Plan of Development, Ident Road
Gregory Montana, the architect for this project, referring to the plans,
said the applicant is planning a new office addition which will be their
headquarters. The existing building A 11 remain and the existing berm
will remain, but will be shortened. Currently there are the three owners,
plus 6 employees located in the building. Mrs. Evans noted that the plans
show two more driveways in addition to the existing two driveways. Mr.
Montana pointed out the areas to be landscaped and said the building has
been designed to be maintenance free and the parking area will be bituminous.
Mr. Emil Lucek said they have existing sanitary sewers flowing towards
Route 5, and catch basins will be installed at the intersection of
Ident and Strong Road. Mr. Page reported that they looked at all the entrances
closely, but it was difficult to do it any other way. After further discussion
Mr. Sorenson made a motion to approve this application as shown on plans
prepared by Gregory Louis Montana & Associates, dated May 10, 1983, and
Lucek Engineering Assoc. , Inc. , dated April 30, 1983, subject to the following
modifications:
1. The plot plan and topographic plan shall be combined onto one
sheet which should be entitled "Plot Plan and Topographic Sheet".
2. The existing berm shall be modified on the plans to show what will
actually exist.
3. The landscaping plan shall be modified to show the correct number of
parking spaces and shall bear an A-2 certification.
4. This approval is subject to approval of the Inland Wetlands Agency.
5. No building permits will be issued until the final plans have been
filed in the Town Clerk's Office.
Black and white transparent mylars of the combined plot plan/topographic
map and landscaping plan, with the letters of approval of this Commission
and the Inland Wetlands Agency, reproduced thereon, must be submitted
to this Commission to be stamped and signed, and filed in the Town
Clerk's Office prior to August 22, 1983.
Mr. Norman seconded the motion and it was unanimously voted in favor and so
ordered.
11. Burr Meadow Condominiums - Phase II
Mr. Hallowell made a motion to continue the meeting beyond 10:30 P. M. Mrs.
Evans seconded the motion and it was unanimously voted in favor and so ordered.
Mr. Ray Alexander pointed out on the plans Phase II which consists of 32 units.
He noted it will be as originally shown on the plans, however, the two-bedroom
town house is not selling as fast as they anticipated. Therefore, they
would like to change the town houses to two-bedroom flats. They will have
the same number of units, but the buildings will be shorter. The flats will
be one on top of the other, rather than two town houses adjacent to each other.
Planning and Zoning Commission 8-May 24, 1983
The second floor units appear to sell better than the first floor units.
Mr. Alexander said they are requesting that the $100,000 bond currently
being held by the Commission be rolled over to cover Phase II.
Mr. Page, Town Engineer, reported that the Town has had tremendous cooperation
from these builders. The Commissioners questioned the fact that some of the
landscaping has not been completed, and asked about the recreational facilities.
Mr. Alexander said that weather has been a problem, but they hope to complete
as much of the landscaping as possible by the end of June.
Mr. Sorenson then made a motion to approve Phase II of Burr Meadow Condominiums
consisting of 32 units located in Buildings #8, #9 and #10, as shown on plans
prepared by Palmberg & Russo, dated 8/15/81, revisedto 12/4/82, entitled
Proj. No. 2381, subject to the following modifications:
1. The plans shall be modified to show the correct size of the buildings.
2. The $100,000 bond currently being held by this Commission shall be
amended to indicate that Phase II, as well as Phase I, of this development
is covered by said bond.
3. No certificates of occupancy will be issued for any units in Phase II
until all major recreational facilities are completed subject to this
Commission's approval.
4. The revised plans showing Phase II must be reproduced on mylars and
submitted to this Commission to be stamped and signed and filed in the
Town Clerk's Office. The letter of approval of this Commission must be
reproduced on said plans before filing same.
5. A drainage assessment fee in the amount of $1,600 must be submitted to
the Town of South Windsor.
Mrs. Sorosiak seconded the motion and it was unanimously voted in favor and
so ordered.
Mr. Sorenson moved the meeting be adjourned at 10:50 P. M. Mrs. Sorosiak
seconded the motion and it was unaniomously voted in favor and so ordered.

May 16, 1983. and the Work Session held May 23, 1983, seconded by Deputy Mayor
Smith and voted unanimously.
Councilman Nicholson questioned the d.ispostion of the May 2, 1993 Regular Meeting
Minutes which had been tabled. The Clerk of the Council indicated they had been
sent to the Town Attorney after the last Regular Meeting and had not been returned.
S. Public Petitions

7. Town Manager's Report
Mr. Sartor indicated that Mr. Deptula would report on the result of the
contamination samples.
Mr. Deptula said they have basic results on the testing for heavy metals. Lead
levels were elevated fairly high, about 10 times higher than would be acceptable.
A p=zling fact is there were no detectable levels of chromium. The second
set of samples was for hydrocarbons. The results have not as yet been receiv d.
Mr. Deptula indicated the site was physically inspected. The wells are 2-4"
pipes, capped and extending two -.feet above grade. There are no open pits.
Fencing around the site has not been deemed necessary as the entire dump site
is considered hazardous. When excavation begins DEP will take proper precautions.
Deputy Mayor Smith asked if any further information is available on the
direction of the flow of the awuifer. She said it is her understanding that no
contaminated wells have been found in South Windsor or Vernon.
Mx. Deptula indicated one had been found in Vernon.
Deputy Mayor Smith asked where the contamination is going.
Mr. Deptula said the best bet is into the Hockanum River.
Councilman Pitts asked how many well points are there?
Mr. Deptula said -seven, two used for monitoring and the other five to determine
the direction of the flow. The ground water flow is toward Vernon and -Manchester.
Mayor Havens asked if the wells in Avery Heights are safe and when they were tested
last? He said we have to assure the public that the water is safe.
Mr. Deptula said they were tested when the Town was first made aware of the site.
All samples came back negative.
Mayor Havens suggested they should be retested to be sure.
Mr. Deptula said the Avery Heights Water supple must be tested quarterly by the
State Health Department as it is a public water supply.
Mr. Sartor said'we can pull interim samples if the Council so d sires.
Mayor Havens said the Council feels it is necessary that it be tested on a r gular
basis to insure the safety of the citizens.
Mr. Sartor indicated it would be done.
C nl.
t1NCIL MONDAY, JUNE 6, 1993
Councilman Tarr asked if the quarterly tests test for heavy metals and hydrocarbons?
Mr. Deptula confirmed one of the tests is for metals. He said if they were not
to cover these things he would have it done.
Councilman Tarr asked if we know if the barrels were full when buried?
Mr. Deptula said there is no way to know for certain.
Councilman Champagne questioned the Connecticut Water Company stand-by well.
Mr. Deptula indicated it has not been used for four to five years.
Deputy Mayor Smith left the meeting at this point.

in a Thanksgiving Day Football Game.
Councilman Mitchell noted that there is a mosquito, problem at Rye Street Park.
Mr. Sartor said the Town has been notified by the State that there will be a
significant mosquito problem this year. He indicated that the Town had a
limited spraying program for several years but it has been discontinued. Town
staff attempts to spray in the park areas and hopes to purchase equipment to do
a somewhat better job.
Councilman Tarr mentioned that tree growth has obliterated at least one stop sign
on Foster Street. He also questioned the trimming of the tree belts along
Bayberry and part of Felt road.
Councilman Pitts referred to the sinking manhole on Avery Street.
Mr. Arsenault said it is in Manchester but it is our sewer. They did patch it
South Windsor) .
Councilman Pitts said there appears to be a drainage problem in that area.
Mr. Arsenault acknowledged there is a problem and that some work will be done.
He said the sewer line does not appear to be in danger.
s TOWN COUNCIL MONDAY, JUNE 6, 1983
an Nicholson questioned whether an response hadCouncilorqyph been received fT4L
Community Service Council to the Town Manager's letters regarding the trans_,
of services to Human Services.

over. As yet they have been unable to meet with me. I expect to hear this week.
Councilman Nicholson indicated his concern that the transition be an orderly one.
Mr. Sartor noted that he and the Human Services Director have met with FISH and
made arrangements for the handling of their calls. He said staff is prepared to
arrange for transition of all the services being performed by the Community
Service Council .
Councilman Mitchell questioned what action had been taken regarding a problem
with cars cutting across a resident's lawn at the Troy Road -and Brookfield St
intersection.
Mr. Arsenault said it is being looked into and a possible solution is hoped
for soon.
Councilman Mitchell questioned what progress is being made on the Strong Road
bridge.
Mr. Arsenault said the Town will be going out to bid shortly.
Mr. Arsenault also noted that a solution to a problem with the turn onto
Buckland Road at the Society for Savings Bank may shortly be rectified as the
Bank has agreed to give the small amount of land needed to the Town to make
the necessary change.
Attorney 6erlt reported that his office recently received a decision in the
Tauscher case. The judge decided the Tauscher's should be awarded $12,000 but
none of that should be paid by the Town of South Windsor. The Town was also
awarded attorney's fees. There will be a further hearing on that. It could be
appealed.
14. New Business
a. Authorization for Torn Manager to enter into Agreement with Richard Carabillo
for installation of a storm drain on Town Property located in Rye Street Park
The following Resolution was approved as part of the Consent Agenda:
BE IT RESOLVED that the South Windsor Town Council authorizes the Town Manager
to enter into an Agreement with Richard Carabillo permitting the installation
of a storm drain on Town Property located in Rye Street Park subject to the
following conditions:
1. The proposal for the layout, design and construction of the proposed storm
drain must be approved by the Town Engineering Department.
2. Richard Carabillo will maintain Liability Insurance and Workers' Compensation
Insurance, in amounts specified by the Town Manager, that will insure the
Town of South Windsor as an additional insured.
3. - The Town will be held harmless from all claims, and costs and expense thereof,
arising from Richard Carabillo's work on Town Property.
b. Authorization for Town Manager to enter into Agreement with Mitchell Trucking
and waiver of competitive bidding at Nevers Road Park Complex
Councilwoman Bouley moved the following Resolution, seconded by Councilman
Ryan:
vVa.V iL/ MONDAY, NNE 6, 1983 iJ
VIA
BE IT RESOLVED that the South Windsor Town Council authorizes the Town Manager to
e enter into an agreement with Mitchell Trucking, Inc. of South Windsor for an
exchange of materials and labor services for the Nevers Road Park Complex; and
WHEREAS, Mr. William Mitchell of Mitchell Trucking, Inc. as a local r-esident and
businessman, has expressed interest in the creation of the Park Complex; and
WHEREAS, Mitchell Trucking, Inc. will be able to perform the required services
in a time frame suitable to the needs of the Town in having a usable recreational
area at the Nevers Road Park Site by the Spring of 1984; and
WHEREAS, Mitchell Trucking, Inc. has expressed an interest in obtaining the
excavated gravel material from the site in lieu of payment for various services
to be provided by them for the Town of South Windsor at the Nevers Road Park
Complex; and
WHEREAS, Mitchell Trucking, Inc. has all the necessary excavation and trucking
equipment required for the project in close proximity to the Nevers Road Park
Complex Site; and
WHEREAS, it is apparent that competitive bidding on the trade-off proposal would
not be fruitful; therefore
BE IT FURTHER RESOLVED, that the South Windsor Town Council hereby waives
competitive bidding in the exchange of services for the work to be done at the
Nevers Road Park Complex, because competitive bidding will not be in the best
interests of the Town of South Windsor in this circumstance.
Councilman Mitchell requested at this time to be excused from the discussion
because of- family involvement and left the room.
Councilman Nicholson said at the previous Work Session he raised the question
about approaching other vendors to see what their interst would be. Is there
a report in this regard?
Mr. Arsenault said he appraoached three other contractors in the area. None
of them expressed an interest in a competitive bid. They indicated that going
to competitive bid would be difficult to administer in an arrangement such as
this. They indicated they thought it was agood deal for the Town and the Town
should go ahead with it. Mr. Arsenault said he discussed the terms of the
agreement as Mitchell proposed it with the contractor and none had a better or
equal offer to make.
Mr. Sartor said without an exchange of dollars they were very hesitant to
enter into an agreement such as this.
Mr. Arsenault said we are saying it is good gravel but that is really an unknown.
Mr. Mitchell is familiar with the area. An important factor is the time frame.
We would like to have a usable field by spring. Mr. Mitchell is the only one
that has indicated he can meet the timetable.
Councilman Nicholson questioned the wording of the Resolution as it pertains
to "excavated gravel". He asked if it should not include wording regarding
the topography necessary.
Attorney Gerlt said this is not a contract. It gives the Town Manager the
authority to enter into a contract.
Mr. Arsenault said the agreement is with the understanding that Town Staff
will lay out the grades in the field.
Mr. Sartor said the final grade would be approved by P & Z. The agreement will
be limited to that which will allow us to make the grade shown in the plan.
Councilman Nicholson questioned the dollar value of the gravel and the cost for
the topsoil.
J REGULAR MEETING
TOWN COUNCIL MONDAY, JUNE 6, 1983
Mr. Arsenault said about $1.00 a cubic yard for the gravel and $1.50 far .the
topsoil.
Mayor Havens said although he is very hesita-nt to waive competitive bidding
in this case he will vote in favor of it. Out of this agreement we both benef.
He said he knows Mr. Mitchell personally and believes he will give us more tha..-
any other contractor would. It is unusual today that we can barter. It is to
the Town Isadvantage. This is a step in the direction of a park that may take
many years to complete.
In a call for a vote on the Resolution those present approved it unanimously.
Councilman Mitchell was not present for this vote, and returned shortly afterward:
c. Appropriation transfer for Nevers Road Park Complex

Bouley and voted unanimously:

of South Windsor Charter Book of Ordinances.
A discussion ensued regarding what the contract entails.

Planning and Zoning Commission on Tuesday, October 4 , 1983 ,
at 8 : 00 P. M. in the Council Chambers of the South Windsor Town
Hall, 1540 Sullivan Avenue, South Windsor, to consider the following:
1. Application of William F. Myette, for a resubdivision of
4 lots located on the northerly side of Sullivan Avenue approxi-
mately 1500 ' west of West Road, in an I zone.
2. Application of Savin Brothers, Inc. for a resubdivision of
2 lots, known as Lots 5 and 6 on plans prepared by Palmberg &
Russo, dated September 1979 , revised to 8/16/83, located on
the easterly and westerly sides of Connecticut Avenue , north
of South Satellite Road, in an IP zone.
3. Application of The Town of South Windsor for a Special Exception
to Section 4. 1. 8h2 of the Zoning Regulations and approval under
Connecticut General Statute 8-24, to permit a park to be located
on the northeast corner of Sand Hill and Nevers Road, as shown
on a plan prepared by the Dept. of Public Works, Bureau of Engineer-
ing, Town of South Windsor, dated August 31, 1983 , in RR and FP zones.
Copies of these applications and maps more clearly defining the
properties are on file in the Office of the Town Clerk of the Town
of South Windsor. At this hearing interested persons may appear and
be heard and written recommendations will be received.
PLANNING AND ZONING COMMISSION
Marshall Montana, Chairperson
Raymond F. Hallowell, Jr. , Secretary
Planning & Zoning Commission 3-10/4/83 -
Mr. Conde asked if Inland Wetlands approved the whole concept,
and Mr. Lassman said they did, but individual lots will have to
go back to them for approval.
2. Application of the Town of South Windsor for a Special Exception
to Section 4. 1. 8h2 of the Zoning Regulations and approval
under Connecticut General Statute 8-24 , to permit a park to be
located on the northeast corner of Sand Hill and Nevers Road,
as shown on a plan prepared by the Dept. of Public Works,
Bureau of Engineering, Town of South Windsor, dated August 31,
1983, in RR and FP zones.
Director of Public Works Arsenault made the following statement:
The South Windsor Town Council has proposed and endorsed the park
plan for the 8 acre parcel of the total of 80 acres owned by
the Town of South Windsor which is located on the corner of Sand
Hill and Nevers Road. The plan the Commission is reviewing is for
an 8, acre section of the total. Forty acres of this land was
purchased through Bureau of Outdoor _recreation grants in 1969 which
was a combination of Federal, State and local monies. On the -sheet
that was handed out, those areas are denoted as open space.
There' s an area on the Northeast corner consisting of 28 . 132 acres,
and another 11. 636 acre parcel at the southwest corner of the site.
The "8 acre parcel up for site plan approval this evening is within
the 11. 636 acre parcel which was purchased through the grant money.
There are certain restrictions placed on the use of land acquired
it this manner, and one is that if used for recreation it has to
be used for outdoor type recreation. Following approval of
the PZC, approval must be obtained from the Dept. of Environmental
Protection because the property was purchased through grant funds.
The Land and Water Acquisition Management section of DEP has assured
the Town , there should be no problem getting approval from them
since it does meet the guidelines.
This matter was brought to Town Council in early Spring and they
authorized us to proceed with this project. Parks & Rec Commission,
Conservation Commission, and the PZC, also approved overall
concept plans showing three individual parks.
The Town Council held a public hearing on June 6th of this year
to get public input into the overall c czcept of using this land
for parks. We then came back to PZC to get a permit to loam and grade
the area shown as Park 1. That is being done now and is fairly close
to being completed. The Police Department has informed us that we
have drastically increased the sightline at Sand Hill/Nevers.
We are showing three types of playing fields: Softball, football and
soccer. Having this triple type of use will extend the use of the
facility throughout most of the months.
The Board of Education has approached us for their girls ' softball
program and next year they plan to start a 9th grade soccer program.
At present they have no place for those teams to practice and play.
Planning & Zoning Commission 4- 10/4/83
An exercise trail is shown around the perimeter of the field
areas. Both the Police Department and Board of Education
will be able to use this trail. There will be a picnic shelter
located in the upper left corner which will be a wooden shelter
about 20 ' x 50-60 ' . Parking is adjacent to Nevers Road
and will accommodate 48 autos. It will be plowed in the winter for
people wishing to use the hill for sledding. Landscaping is shown
along Sand Hill Road, and the trees could eventually create a
boulevard" effect on Sand Hill. Sidewalks are being installed and will
run across approximately three-quarters of the site. A 6 ' stockade
fence will be installed on the north to shelter the residential
property to the north.
Because of the security of the police department across the
street this site can be developed more fully than other sites in
Town.
A private developer is building a retention basin to the east and
we may be able to get water to back up for about one foot, which
may freeze, and be used for ice-skating in the winter. "
Planning Director DeMallie reported that this land is in both RR
rural residential) and FP (flood plain) zones. Public parks are per-
mitted in flood plain zones. He noted that the ' 69 Comprehensive
Plan of Development recommends this site be dedicated to park and
recreational use. On June 7th this Commission approved a preliminary
plan including strong recommendations that the site be graded and
seeded prior to October 15th. He further reported that the landscaping
is consistent with what is taking place at the police facility.
He said it appears to make sense to locate this park across from
the new police station.
Mr. DeMallie said he hopes the Commission will address the issue
of where the other parks can be located sometime this Fall.
Chairperson Montana asked if anyone in the audience was in favor of
this application and the following spoke infavor:
Priscilla Sanford of 1118 Ellington Road, stated she
is in favor of all the Town' s parks and some consideration
should be given to physically handicapped and blind people.
She said she would like to see trails marked with braille.
Ralph Giansanti of 82 Pine Knob Drive said there are
600-700 kids in soccer alone and about 500-600 in Little
League and more playing fields are needed.
Mrs. Kotchman of Abbe Road Extension asked what an exercise trail was
and Mr. Arsenault said that it is a jogging trail with stations telling
the jogger what type of exercises to do. She then asked who would
maintain it, and Mr. Arsenault said the Town would.
Mrs. Kotchman then went on to say that she thinks the proposed entrance-
way is very dangerous and too close to the house.
Planning & Zoning Commission 5- 10/4/83
Also speaking in favor were:
Gary Smutney of 177 Laurel Street, who supports the
facility, and noted that in the summer kids are
playing soccer in a field next to the men' s softball
and it' s extremely dangerous and more fields are
needed.
David Perkins, 224 Scott Drive, said he is a member of
the Recreation Commission, but is speaking personally
tonight, and is in favor of the proposed park, especially
the par course.
Mike Evans, 10 Valley View Drive, said the Town needs
a central, or "core" type park with multi-uses.
Speaking in opposition to the proposed park were the following
persons :
Robert Skilton, 92 Nevers Road, said he has been a resident
for over 30 years, and has never seen such poor planning.
The field behind his house is never used, and the driveway
is only 10 ' from his property line. He said all of
a sudden bulldozers were there, and now there ' s a
wicked" looking snow fence, and he asked where all this
money is coming from.
Town Manager Richard Sartor stated that the Council appropriated
26 , 500 this past Spring. Mr. Skilton noted that that money must
already be spent just on the new fence around Nevers Field. Mr. Sartor
replied that that was not the same project, and money for that was
appropriated by the Council in the budgetary process. Mr. Skilton
said the Town must have a lot of money.
Wilke Jones of 304 Sand Hill Road said everyone is speaking
about the park, but no one has mentioned traffic. He
said the traffic is terrible, and will be worse with the
new police station. He said no consideration has been given
to the people who live in this area, and that he has no
objection to a park, but there are ballfields all over Town.
He said they are now talking about a "boulevard" on Sand
Hill Road, and what about the traffic. He said the $26 , 500
appropriated by the Council must have been spent in one
day, and where is the rest of the money coming from?
He noted also that the Town went ahead and did a lot of work
on the site, so now they can say they can' t pull back because
so much has been done.
Mrs. Montana asked the Town Manager if he would like to address the
question concerning the cost of the project.
Mr. Sartor said that none of the $26 , 500 has been spent except for
about $4 to $5, 000 for the hydroseeding. The grading was done on a
barter arrangement with a contractor. The contractor gets the fill
material and in exchange for that he provided the Town with the grade,
Planning & Zoning Commission 6- 10/4/83
loam spread on top of it, trucking services to bring in any
additional material that was required. That agreement was passed
by the Town Council after several contractors were contacted and
none would offer terms as favorable as the one they finally dealt
with. The material they are removing is valued at approximately
1 per cu. yd.
Mr. Jones asked what happens after- all the sand is removed, and
Mr. Sartor said they will regrade the land so that it is suitable
to place fields upon it, and it is being seeded now so that by next
spring, if all approvals are obtained, they will have fields.
Mr. Jones said this is only one small section of the 80 acres .
and after the Town runs out of sand to trade, what then? He concluded
by stating that there are ballfields all over Town.
Mr. Arthur Verrier of 21 Saginaw Street said he was
speaking in opposition, in behalf of Althea Karvelis
of 16 Nevers Road. He said there is an underground
water -problem and the house at 16 Nevers has water
pumped out of its cellar from January through June or
July. He said they are concerned with what the excavation
out back has done to the water level. The field in back
is never used and there' s only a dirt road to it, but
there' s money for this field. He noted that the Duprey
Field is not finished. Main Street has no facilities
at all, and he questioned why another park is in this
part of Town.
Mr. Verrier said that Mrs. Karvelis would like the
driveway moved to the south away from her house. He said
it would have been nice if someone had bothered to contact
them about what was going on. He suggested that perhaps
money should be put in escrow until Spring in case there' s
a problem with water.
Mrs. Judith Verrier of 21 Saginaw said traffic is fast
at this corner and with the police/ambulance facility
as wellas the park traffic, it will be dangerous for the
children. She also noted that there ' s a school right there
also.
Jan Nichols of Nevers Road said Mrs. Karvelis is right next
door to this park and the Town never told her what was
going on or what was proposed. She pointed out that
South Windsor' s population is about 17 , 500, and only 3, 600
are school age, and of those perhaps half play sports.
The Town is already paying for physical education in its schools.
She said South Windsor has 24 ball fields, 40 teams and it
doesn' t need more. She noted the Town has already given a
lot to its youth.
Planning & Zoning Commission 7-10/4/83
James Snow, of the Recreation Department, said the Town has 13 fields,
and only four are for softball. He noted 763 adults play softball
and they pay $200 per team. He said they can only schedule a
14 game schedule and there are 40 adult teams. They play 6 games
a night utilizing four fields. According to National Park
standards a Town of this population should have 7 softball fields.
He said there are as many adults as children participating in these
programs.
Mr. Ralph McCarroll of Deming Street said he is chairperson of
PARC but is also a physical education teacher at the high school.
He pointed out that many fields in Town are in difficult condition
right now from overuse. He said he is in favor of this proposal.
Mr. Leonard Sorosiak of 236 Scott Drive said he would like an
explanation of exactly what it is the PZC is considering this
evening. Mr. DeMallie explained that under the Rural Residential
zone a special permit is required. Mr. Sorosiak asked what the
permit or exception is, and Mrs. Montana quoted Section 4 . 1. 8h2 of
the Zoning Regulations .
Mr. Sorosiak said his comments are not anti-sports, but he has
concerns about how this facility fits in with everything else in
the area. He noted that the plan submitted does not show the
police/ambulance facility across the street, or the commercial
buildings down the street, or the condominiums up the road or
what' s happening with the subdivision next to it. He raised a
question about whether this park fits into that area, and
when looking at the entire area if this is the proper usage -for
that land. He asked if the Planning & Zoning Commission had looked
into any alternatives, and Mrs. Montana said according to what
Mr. Arsenault explained, this land has very limited use. Mr. Sorosiak
said that is correct, and perhaps the reason the use is limited is
because someone might have thought it was more appropriate to leave
it in its natural state.
Mr. Sorosiak said he would like to know exactly what resolution the
Town Council passed after the public hearing on July 6th, and
Mrs. Montana read a portion of it. Mr. Sorosiak said
that apparently the meeting of the Council on June 6 was not to
proceed with this particularly project but to obtain grants for
a project, which could later be defined.
Mr. Arsenault said the public hearing served two purposes; to meet
the guidelines of applying for the grant, and to get a consensus on
the overall concept of what was going to be proposed. Three
areas were outlined over the entire 80 acres, and this park was one
of them. He said the Council agreed to proceed with the idea of a park.
Mr. Sorosiak pointed out that a consensus is different from an
authority to proceed with the project as described. He said
the Council agreed to the idea, and not the physical thing.
Planning and Zoning Commission -8- 10/4/83
Town Manager Sartor said the Council appropriated monies to
complete this specific park - the amount of $26 , 500 . After an
appropriation is made, if nothing else is done, that certainly
constitutes authorization to spend those monies to comply
with the policy as established by the Council. At the time
the parks were discussed both by PARC and Council, the concept
i for the development of the area was discussed in terms of three
specific parcels all abutting or adjacent to each other, which
was basically a park to the east, one to the north and south
of the existing ballfield. It' s similar to the Plum Gulley
I consideration. The Council determined as a matter of policy that
ibased upon the requests of the PARC and other citizens that it
would begin to develop that area as park lands, and that it would
do it out of existing resources. In other words it would attempt
to obtain any grants that might be possible; the Council would
provide some seed money, and it would proceed in a piecemeal fashion
to develop that area. The first two areas would inc.lude sportsfields,
j and the third area, at some future time, would include passive
recreational facilities.
Mr. Sorosiak said he strongly urges the Commission to look at
this application in light of everything that is going on in the
area, and added that the people deserve to see the whole thing
as it ' s planned for the future to find out if they agree with the
whole thing. He said the people should decide if they want to
come up with money in a piecemeal fashion, which will end up
totalling a very large amount of money, which they may not have
agreed to spend in a lump sum.
He concluded by stating that the Town has trouble maintaining
the facilities it currently has , and cited the tennis courts on
Rye Street as an example, and noted that the gates don' t close
properly and there ' s not even a trashcan to throw the lids from
cans of tennis balls.
Georgia Spilka of 92 Nevers Road said she agrees that if the
people saw the whole concept they might feel differently. She
said it takes a lot of time to maintain these fields and there
were at least two to six men up at the field in back of her house
everyday from 7 : 30 a. m. until 3 : 00 p. m. She said she ' s gotten
used to picking up the beer bottles from the school, but this will
be worse. She added that taxes have gone up enough, and paying
people to maintain all these fields is expensive.
An unidentified person raised a question about the danger involved
in children walking on the roads going to the park.
Ann Loft of 210 Felt Road said there seems to be a lot of misconception.
and people are confusing the Board of Education fields with Little
League and Recreation Department fields. She pointed out that the
field on Nevers Road that everyone is talking about is a Little League
field.
Planning & Zoning Commission 9- 10/4/83
The PZC Commissioners then proceeded to ask questions.
Mr. Sorenson asked how the 48 parking spaces were determined,
and Mr. Arsenault said they felt that would be sufficient for the
proposed facility and at some future time when the interior of
the site is developed more parking could be developed.
Mr. Sorenson ask if the area would be lined, and Mr. Arsenault
said it will be processed stone and could be lined. He then
asked about the water table and Mr. Arsenault said the Karvelis
property is up-hill from this site and will not be affected.
This site is mostly gravel and will flow to the southwest corner
and there is a culvert under the road which will carry surface
water away.
Mr. Sorenson also raised questions about the location of the
stockade fence with the trees and the location of the driveway
and sightline problems that may occur, and noted that the par
course appears to be off the site in some spots. Mr. Arsenault
said the location of the course will be better defined.
Mrs. Sorosiak questioned landscaping at the corner of Nevers and
Sand Hill and Mr. Arsenault said they wanted to be careful not to
put- too many plantings at the intersection. Mrs. Sorosiak then
asked about the par course, and Mr. Arsenault said the Town has
had it for a couple of years and it is in storage.
Commissioner Conde asked whether the Federal money came through,
and Mr. Arsenault said they received a negative response, but the
Town is automatically reviewed again on the next round in December
and may have a better chance then.
Mr. Conde asked if the grading plan that was submitted in June
coincides to this grade and Mr. Arsenault said yes. He asked
if any test borings were made on the site and Mr. Arsenault said
they were and no water was found. Mr. Conde concluded by saying
that some good comments were made this evening and no one is
questioning good recreation, but the question is where it will be.
He also suggested the traffic study that was made for the police/
ambulance facility could supplement this application.
Commissioner Hallowell said that no attempt was made to address
pedestrian traffic. A parking lot for 48 cars is in excess of
15, 000 . No one addressed the desirability of bike trails , or
walking trails and the Town should look into this. Possibly there
should be bicycle trails connecting the grammar school and high
school to this park. The park is supposed to be for the youth in
Town and they all don' t drive cars, and the safest way to get there
is on a designated walkway or path.
Mrs. Montana said she has already suggested that unfinished stretch
of sidewalk between the development at the top of Sand Hill Road and
opposite the police station be completed. She asked if Mr. Collins
has been consulted about a parking lot for people sledding on his
property. Mr. Sartor said the Town has a lease with him for $1 a year,
to use his property.
Planning & Zoning Commission 10- 10/4/83
Mrs. Montana said she understands the par course is not very
imaginative or difficult and perhaps consideration should be given
to revising it. Mr. Sartor said that as the park develops
it could become more elaborate.
Mrs. Montana said it is unfortunate the Karvelis ' weren' t contacted,
and more consideration should be given to landscaping around their
property, and perhaps the driveway should be moved farther away
from their property.
Mrs. Evans asked if teams from outside of South Windsor use any
of the fields and Mr. Snow said yes, but they work in Town.
Industronics, for example, sponsors a team and only three of its
members live in South Windsor. Non-residents pay an additional
fee of $6. Mrs. Evans raised questions about how a family group
could have access to some of the ballfields, and Mr. Snow said
a request could be made at the Rec Dept. , and if the field is
not reserved it could be used. She then asked about bathroom
facilities, and Mr. Snow said they provide portable toilets.
Mr. Arsenault said sewers are being provided to this site as
part of the police project and at some future time perhaps restrooms
could be built.
Mr.' Sartor pointed out that the reception area in the police station
will have public toilets, for use by anyone.
Commissioner Mainelli noted that the main reason the Commission is
holding this meeting is to determine whether the use is suitable for
this area. He asked if a study was ever done. Mr. Arsenault said
that this is a large 80 acre parcel, and half of it must be used
for recreational purposes. Mr. Mainelli asked if it makes sense
to build this field directly across from the high school, and Mr.
Sartor said they are developing this field in accordance with plans
that were' previously" developed.
Mr . DeMallie pointed out that the Comprehensive Plan calls for a
large park development on this site.
Mr. Mainelli said the Karvelis family should be contacted
and possibly the pavillion should be moved. This is the only
house in the area and the pavillion is right next to it. He asked
if on-street parking would be permitted, and Mr. Arsenault said no.
Mr. Mainelli said he thinks there sould be a walk around the entire
perimeter of the field for jogging or walking.
Mr. Conde said there should be a much larger buffer around the
Karvelis house if this is approved. He then asked if the existing
facilities are getting run down because of lack of money or people,
and Mr. Snow said the existing facilities are in excellent condition.
When asked about the tennis court on Rye Street, Mr. Snow said if
he is aware of a complaint it is corrected.
Planning & Zoning Commission -11- 10/4/83
Mrs. Montana noted that all of the park area is structured, and
asked if there will be a place available for an informal game
among a group of kids. Mr. Sartor said that as the facility is
developed areas will be made available for informal play.
There being no other comments, the public hearing was adjourned.
SPECIAL MEETING
1. T & M Country View Estates, Phase II
Mr. Hallowell moved the applicant be granted a 90 day extension of
time in which to file the final plans. The extension is from
October 9 to January 7, 1984 . Mr. Conde seconded the motion
and it was unanimously voted in favor and so ordered.
2. South Windsor Child Development Center, 91 Ayers Road
The Commissioners concurred they had no objection to the proposed
playscape on the grounds of the Wapping Community Center.

Re : App. #945 - Town of South Windsor
Special Exception for Nevers Road Park
As you may know, the Commission has pending before it an applica-
tion for a special exception/site plan for the Nevers Road Park,
and the matter was discussed at our meeting last night. Before
making a decision in this matter, the Commission would like to
further review the conceptual plan for the entire 80 acre site,
and have input from the Park & Recreation Commission and
Town Council.
According to State Statute, we must make a decision by December 8th,
or secure an extension. We are, therefore, requesting a 65 day
extension of time in which to decide this matter.
Would you please let us know by December 5th whether the
Town will grant such as extension, and also if members of the
Council are interested in meeting with us to discuss the park?
Yours very truly,

C 5. own Manager's Report
Mr. Sartor said regarding the Nevers Road Park Proposal, he attended tuesday
nights meeting of Planning and Zoning anticipating some action would be taken.
That was not the case. Additional concerns were raised including a desire to
further communicate with the Town Council and, in addition , to go back and
review again the concept plan. Based on that he and the Mayor determined to
invite Planning and Zoning and the Park and Recreation Commission to a
Work Session following next Monday night's meeting. This will give everyone
the opportunity to go er it again and any other specific questions they might
have. He indicated that P & Z has asked for a 65 day extension of the deadline
for action and he has withheld granting the extension until Council has time
to meet and determine whether this is the proper action to go ahead with.
Mayor Mitchell indicated he feels it is important to clear the air. With both
P & Z and Park and Recreation present all concerns should be able to be addressed.
6. Items for Discussion
The items were taken out of order due to the fact that the auditor had not
arrived.
b. Conndot Project - Route 5 including traffic signalization
Mr. Sartor said this project includes improved-signals and intersections for Route 5.
Also included is a determination of where (what intersection) a traffic
signal will .be installed.
Mr. Arsenault said the funding is for resignalization and intersection improvement
of Route 5 all the way to the Massachusetts line. $2 million is for improving
signals and $1.6 million for related construction activities. The improvements
will include additional turning lanes and computerized synchronization _ of
traffic signals. Pre-emption of signals will occur along the railroad.
Pedestrian crossings will be installed at Strong Road, Governor's Highway
Pleasant Valley Road and Chapel Road. A traffic signal has been
suggested for either Newberry or south Satellite Road. Staff (Town) is
suggesting that the signals be located at South Satellite Road because- it
better fits into the Town Plan of Development.
Mr. Arsenault presented a plan showing the redesign of Nutmeg Road South,
Newberry Road to Governor's Highway.
Mr. Arsenault indicated the State requires a decision on the final location
by January 1 of the coming year. He said until a determination is made
by the Town the State cannot go ahead. They are looking to go out to bid
in April with construction to commence in July.
Mr. Arsenault said because of Section 8-24 of the Statutes, the proper
approach would be for the Town council to pass a Resolution referring the
matter to Planning and Zoning for a reprot. Planning and Zoning-would
have 30 days to come back. There is no requirement for a Public Hearing.
It is up to the Council to decide if they want to hold a Public Hearing
to inform the public of the closing.

Mrs. Roberta Mathewson, Graham Road also spoke for the establishment of such
a force.
Mr. Robert Allard, 360 Diane Drive submitted a petition (copy contained at the

Mr. Vicino questioned what sort of provisions have been made in event of a town-

BOARD OF EDUCATION
Town of South Windsor
Connecticut
February 14 , 1984
The South Windsor Board of Education met at the Timothy Edwards School on
Tuesday, February 14, 1984. Chairman DeGiacomo called the meeting to order
with Members Deming, Devney, Giordano, Kerensky, Van Horn, and Woodard
present; Members Hankard and Shields were absent as was Student Council
Representative Rossley. Administration was represented by Superintendent
Goldman, Assistant Superintendent Perry, BUsiness Manager Mercure, and
Principals Eisenberg and Rowley.
Minutes were accepted as presented for the following meetings:
Regular Meeting, January 24, 1984
Special Budget Meeting, January 31 , 1984
Special Budget Meeting, February 2, 1984
HEARING OF VISITORS
No one in the audience wished to address the Board on a nonagenda item.
COMMUNICATIONS
Mr. DeGiacomo acknowledged receiving a letter from Commissioner of Education
G. N. Tirozzi concerning education aid in 1984-85 which indicated South
Windsor's future grant monies would be dependent on how much is allocated
to the Board's budget in South Windsor. What is allocated this year will
help South Windsor three years ahead. In answer to a question by Mr.
Giordano, Dr. Goldman clarified this is the local effort portion of the
money and the Commissioner was reminding communities about this using
statistical charts along with his informational message. There is a
relationship between the money spent and the revenue shared. Mr. Giordano
seemed surprised that there is a three-year cycle.
Mr. DeGiacomo remarked a letter had been received from Mr. and Mrs. John
Kazmarski concerning the movement of the ninth grade to the high school .
Three specific things concerned them and he would ask that the high school
principal respond to this letter.
Continuing, Mr. DeGiacomo stated it was encouraging to receive a letter from
a parent of a student at Pleasant Valley School in praise of Ms. Susan Moskey;
it was nice to hear such remarks.
Dr. Goldman reported he had received a letter from Parent Barbara Cohen in
praise of the winter concert at Pleasant Valley School , commending Miss
Martha Harding on a job well done.
Field The Superintendent then shared a letter written to the Town Manager:
I have followed with deep interest the process by which the field's
use (located at the corner of Sand Hill and Nevers Road) is being
determined.
As you recall in previous conversations I have had with you, the
South Windsor High School sports program was looking forward to the
possible use of that improved area for at least practice fields for
our expanded high school program for next year. While that field is
Page 2 - Board of Education Minutes
February 14, 1984
not crucial for games, it will result in a smoother operation both
in terms of scheduling and where games will be played if that field
were able to be used as a practice field.
Since it appears at this time that this may not be possible, we
find that it may be necessary for us to request back the new base-
ball field built across from the high school but given to us for
the baseball season since we may have to take out the other base-
ball field and convert that area into soccer and field hockey space
in order to accommodate the seven teams that will be competing in
those sports during the fall . I have not been able to cost what
this will mean to the program, but I do know that there will be an
increased cost for grading as well as resulting in probable increased
transportation.
I certainly hope that this is not a final decision in regard to
these fields but rather that a decision is still in transition which
will eventually allow us the expected use which we did discuss."
Dr. Goldman emphasized he originally sent the letter with the figure of
five" rather than "seven" teams, but the correct number is "seven."
With seven fall sports teams, practice areas are a major concern. They had
been looking to this property for use in that manner. The alternative is
to take the high school junior varsity field and to grade it so that its
grade is consistent with the current football field so that it can be used
for practice areas. They would probably have to play some games of soccer
at Ellsworth; he did not know what the cost would be. There are no monies
in the 1984-85 Budget for this cost, and he did not feel it would be a
large expenditure but he wished to advise the Board he did not put this cost
in the budget because he expected to have use of that particular field.
If they do take that field and use it differently, the spring baseball program
would be at Ayers and the other games "on top. " It does not affect the high
school directly but does affect in some ways the senior league program in the
number of fields available for practice. He hoped some different solution
could be made on this field. So he wanted to communicate with the Town Manager
and let him know that decision has other implications for other property in
the Town. Dr. Goldman emphasized they have had excellent cooperation in the
use of Town- and school-owned fields in the school program as well as the
Town's recreation program. He had anticipated the same kind of cooperation
with this new field.
Mr. Woodard asked if he had heard from the Town Manager, and Dr. Goldman
answered he talked with High School _Principal Plunkett and Athletic Director
Sharos; the Town Manager received the letter today.
REPORT OF THE SUPERINTENDENT OF SCHOOLS
Review of the 1983-84 School Calendar
83-4 The Superintendent advised the Board that the number of snow days set asideCalen. for this school year has been used; school was to end no later than June 22
if all snow days were used. But according to Board Policy, for days beyond
the printed calendar, make up shall be within the April vacation.

Mr . Hath noted that the center pavillion possibly could eventually
accommodate bathroom facilities . Possibly the Town will plant
certain types of plantings or trees that bloom, such as azalea ,
which would attract people .
Commissioner Conde asked how many people the park could handle without
it being too crowded , and Mr . Hath said he ' d estimate several
thousand . Mr . Gilligan asked if there was a tentative implementation
schedule , and the Town Manager , Richard Sartor, said there is no
hard time-table , but they hope to begin as early as next Spring
and as resources become available they hope to take advantage and
implement the plan.
Councilman Larry Brown was present , and stated that there are groups
in Town who have volunteered to fund or partially fund various
portions . Once the road is in, these volunteer groups could go
in and do whatever they can .
Mrs . Montana asked if there were plans for a swimming pool , and
Mr . Hath said that is not shown on these plans , but it could be
incorporated at some future date since there is enough flexibility .
He said there is flexibility because needs change over a 10-15 year
period . Right now soccer is very popular , but something else may
come along .
Planning & Zoning Commission 2- 10/23/84
Mr . Hallowell said the Commission looks at this as a General Plan
of Development , and it looks good. He said it is not a plan
where tomorrow a crew could be sent out with bulldozers . After
a General Plan is approved, the engineering should be done and
then they should come back with their presentation .
Chairman Gilligan said that when the Commission discussed this
matter last June 19th , it wanted to see a general plan for the
area , and cannot reasonably expect a detailed site plan everytime
they wanted to put in a par course . He noted that the Minutes
indicate that the Commission wanted a General Plan. Mr . Conde
said he agrees that was the intent , and that the Commission only
wanted to see this once and would not require them to keep coming
back.
Mr. Hallowell said he ' s not totally sure , and for example , no
sanitation facilities are shown . The pavillion could be a long
way off , and he said he wouldn ' t want to see 300 kids playing in
the area with no sanitary facilities . Mrs . Montana noted that
what he is saying is that at some point when the park is accommodating
a certain number of people , there should be facilities for bathrooms .
Mrs . Rossi asked what the situation at Rye Street Park is , and
Mr . Sartor said there are no facilities there . At certain times
portable units are rented . He noted that as useage of the Nevers
Road Park increases , the Town will have to make permanent facilities
available . Nothing is planned in the near future due to cost .
Mrs . Rossi asked about water , and Mr . Sartor said there is a
possibility . There is a question of whether it should be year-round,
or just during the summer . Mrs . Montana asked if there were
State regulations regarding toilet facilities and Mr . Sartor
said the rented facilities could address that .
Mrs . Montana suggested planting flowering trees onthe Sand Hill/Nevers
corner since it would be more attractive than just planting pines
or maples . Mr . Hath said that could be done , and would give
the park its own character .
Mr . Gilligan said he thinks this plan has come a long way from
what was originally presented . Mrs . Montana made a motion to
approve the conceptual plan for the Nevers Road Park, as presented
by Mr . Hath this evening , and shown on a plan prepared by CR3 , Inc . ,
Landscape Architects .
Mr . Conde seconded the motion and it was unanimously voted in favor
and so ordered.
2 . App . #1011 - Sand Hill Associates , Zone Change and General
Plan of Development
The Chairman asked the secretary to read Mr . DeMallie ' s comments
from the Minutes of the public hearing on September 11 , 1984 . A copy
of that portion of the Minutes is attached hereto , marked Exhibit B .
Excerpts from Minutes of September 11 , 1984
Town Planner, Peter DeMallie, then gave the following report:
In his "Policy Analysis - Wapping" report, dated July 10, 1980, copies
of which he distributed, Mr. DeMallie said he wanted to start a
dialogue for establishing a growth policy for the Wapping area, and
the proposal tonight is located in that area. The final pages of this
report contained a concept plan for land use, recreation and transporta-
tion improvements. The minor road improvement at Sand Hill/Route 74
intersection has been completed. The Sullivan Avenue 5 curve project
has been salvaged and will go to construction in the Spring, or even
sooner. Horizontal and vertical realignment on Ellington Road above the
Town Hall in the vicinity of the southerly entrance of Sand Hill condominiums
will be required to safely accommodate traffic generated by this development.
It is unlikely the State will do this. This area is well suited for
multi-family development, particularly for the elderly. The northerly
half of the site (Sand Hill Road part) should be developed first since
traffic improvements are necessary for the Ellington Road side.
Sheet 010 of the plans indicate the un-named brook will be placed in
s i,f for about 390', and Mr. DeMallie said he believes the
integrity of the brook as a natural watercourse should be preserved.
He said he is not adverse to relocating it to the path shown on the plan,
and he noted that the )ietlands Commission approved placing it in a pipe.
There will be substantial filling in the southwestern portion of the
Sand Hill Road site,, as much as 14 feet, and slope rights will be
required from property' of Norman Priest.
The detention basin for the northerly site is Town owned, and applicant
must demonstrate the right to use this property. They plan to go
through the Town Manager and Town Council to secure these rights.
Unit types should be indicated on the plans. Sidewalks should be
installed on Sand HillRoad to the new Abbe Road Extension, in lieu of
concrete sidewalks on the south side of Sand Hill along this parcel's
frontage. The stonedust path connecting this site should be taken
into consideration since some other material might be better, and
consideration should be given to a crosswalk across Sand Hill Road to
the new Nevers Road Park. Detailed landscaping plans are not required
at this stage, but will have to address foundation plantings, buffers
on the westerly boundary complementing plantings of the police
complex, and buffers to screen the residential use from the police station.
Variances were granted along the CL d P line, and Mr. DeMallie said he
has no problem with that. He does not envision any development in the
CL d P right-of-way,i
Mr. DeMallie said he basically does not oppose the zone change and
general plan for the northerly (Sand Hill) portion of the site.
Regarding the southerly (Ellington Road) part of the site, Mr. DeMallie isaidthesanitarysewerlineonSheet #8 encroaches on land of Parkview
South and rights to do this will be required. If they take the alternate
route on Ellington Road, rights will be required. They will be encroaching
on property of Hills and CL 6 P, and rights will be required. Most
of the existing trees are in areas of new grades for buildings, and will
probably be removed. Mr. Montana interjected that the trees in the buffer i
along Parkview South can be saved. Mr. DeMallie said this subject will
have to be addressed in more detail with the site plan phase. Sheet V6
should have the detention basin outlined on it as well as phase lines.
Rights must be obtained to connect the stonedust sidewalk with the
existing sidewalk along Parkview South. An easement will be required
from where Parkview terminates its sidewalk to the Town property to the
south.
Regarding traffic and particularly the Wapping bypass road and Five Corners,
Mr. DeMallie referred to a xerox copy of a plan showing a bypass road
between Route 30 and Route 74, north and west of the Town Hall. The
original road was proposed in the 1968 Town Plan, but going to the north
through what is now Parkview South Condominium. In 1982 Town Staff
met with DOT, and Mr. DeMallie referred to a map and two letters from
DOT. Consideration was given to make Route 74 one way northbound from
five corners, but DOT suggested consideration be given to closing it.
It was recommended that Sullivan Avenue have an additional northbound
lane on the easterly side. CONNDOT did not seem to have problems with
the proposed bypass road but recommended it be signalized on Sullivan
Avenue, and possibly make a wider sweep through what is now proposed
to be Sand Hill Condominiums.
EXHIBIT B
Excerpts from Minutes of September 11 , 1984
Mr. DeMallie said he recommends as follows: 'The Town should continue
pursuing resolution of the five corners traffic problem . Provision
for the bypass road through the subject's parcel north of the Town Hall,
and secondly, closure of, the Route 74 leg c! the five corners intersection
should be pursued, and Route 74 should be c_'_-de-sacced south of the
Town Hall entrance. Third, a northbound lane on Sullivan from five corners to the
new bypass road should be pursued. The State should also determine
whether Route 74 will follow the bypass road, or as an alternate, Sand
Hill Road, terminating at a traffic signal on Sullivan Avenue. That
Sand Hill/Sullivan intersection will be redesigned and Sand Hill Road
may be redesignated as a State highway. If the Wapping bypass road
becomes Route 74, a larger arc might be required by the State than if
it becomes a Town road. If Route 74 at five corners is not closed,
the bypass road should bedpursued as a Town road.
Mr. DeMallie noted that the absence of a resolution to five corners
is a Town problem, and this development does contribute to it, but only
a small percentage. In the area of units 1 through 10, and 31 through
36, they could be granted approvals subject to further modifications
to accomodate the Wapping bypass road. He said the general plan
should be modified to portray a concept of a bypass road from Route 194
to 74, centered in a 50' right-of-way with a 36' wide pavement, and
the entrance drive teed off of it. Units 1 through 4 and 31 probably
should be removed from the plans, and the bypass road either constructed
through the westerly property line of this application, or at least
graded to the westerly property line. The 50' right-of-way should
be deeded to the Town once this problem is resolved.
Mr. DeMallie said he doesn't know how they can progress to a site plan
until some of these things are pursued. He noted that it is possible
to approve and file a general plan with the understanding that that
Particular area will be modified. The phasing should be modified
on the plans to reflect what was said this evening.
Mr. DeMallie concluded that he is not opposed to a change of zone for
either parcel, although his preference would be for elderly housing.
These are very large units, with low density, and Mr. DeMallie said
the applicants did a good job.
Town Engineer Rick Martel then proceeded to give the following report:
If the zone change is approved Sheet 02 should have Class D certifications.
Sheet #5 should show sanitary sewer right-of-way through the parcel, and
Sheet #6 should show the 50' easement around the stonedust path. The
dimension from the cul-de-sac to building {':0 should be given, and the
regulations require a minir„um of 65'. Sheet G'7 should show the same 65'
distance for building 073. Sheet 88 shows a detention basin, and there's
about a 10' drop fromthe street, and anyone running off the road
would have quite a drop and perhaps berming would be the solution.
The outfall on the storm sewer at the cul-de-sac on Sheet #8 should be
addressed, as well as grading onto CL d P property will require rights.
Sheet 09 should show the location of the CL 6 P poles and guide wires
in relation to the walkway when the site plan is prepared. Another
right-of-way for the relocation of the sanitary sewer is required on
Sheet 09 from CL 6 P. Sheet 410 should correct the direction of the
storm sewers in the northeast corner of the property, as well as the
direction of the sanitary sewers. Some of the arrows are pointed in the
wrong direction.
Mr. Martel said one of his major concerns is that basically this property
has been a large borrow pit and there's going to be a significant amount
of fill required. This must be addressed, as to what kind of fill, where
it is coming from and how it will be placed, and this should be done on the
site plan. Which existing tree stand will be preserved must also be
addressed.
Referring to the Wapping bypass road, Mr. Martel said if the Town takes
title, further consideration of slope rights on the north side of the
road must be considered, possibly 10-15' .

RE: SIDEWALKS INSTALLED BY -R.J. ALEXANDER, INC. ON NEVERS ROAD
Dear Bob:
As you are aware, 450 feet of concrete walk was installed by
stay-Alexander on Nevers Road. Subsequently, numerous vehicles
have both driven over, and parked on the walks , as people have
been utilizing the two new soccer fields at Nevers Road Park.
Mr. Alexander has expressed his concern to me relative to his
responsibility in maintaining the walk and the loamed/seeded
areas adjacent to the walk. Utilization of the area for parking
is out of his control; and therefore, he is questioning his
obligation to maintain and repair the walk area . I agree with
Mr. Alexander and recommend that the requirement for a one year
Maintenance Bond be waived.
In accordance with the recently approved concept plan for Nevers
Road Park, we will be constructing a gravel parking lot in that
area next spring. At that time, I will have Public Works Staff
effect repairs to the loamed/seeded areas as needed.
Thank you for your consideration in this matter.
Very truly yours,
