RE: K-F BRICK COMPANY APPLICATION REVIEW
Dear Mr. Moran:
The wetlands have been field located and appear to be over 200'
from this proposed activity. It appears that there isn't a
regulated activity for which a Inland Wetlands Permit is
required.
This is an on going business and it is my understanding that the
main plant will be removed when this one is operational.
The Sedimentation and Erosion control plan appears sufficient for
the construction of 2 acres of buildings within a paved area.
The installation of the silt fence should provide the appropriate
offsite protection. Modifications should include winter slope
protection, if required and a reversal of the haybales adjacent
to the 17 ,000 B.f . building.
If an approval of the conservation plan were to be given, a
5,000 bond to assure compliance with their Sedimentation and
Erosion plan should be sufficient.
Very truly yours,

Dear Mr. Hallowell:
I have reviewed the plans for the K.F. Brick plant expansion
dated April, 1988. The basement of the building and the roadway
as shown on the plans appear to be adequate from a fire protect-
ion standpoint. I would like to request the installation of a
dry hydrant at the rear of the building. This hydrant would be
connected to one of the ponds on the east side of the plant.

PLANNING AND ZONING COMMISSION 3 JULY 19, 1988
2. Appl. #88-45P, K-F Brick Co. , Inc. for a Site Plan of
Development and Sp cial Exception to Article 4 . 7 . 2 . 8 .b for
property at 1440 John Fitch Boulevard, I FP RR Zone.
Representing the applicant were Richard Wheeler, President of K-F
Brick, and Messrs. Peter DeMallie, Robert Arsenault, and Joe Perna of
Design Professionals. Mr. Wheeler reviewed the application, saying two
new buildings were proposed, one comprising 62,000 sq. ft. and the
oth r 17,000 sq. ft. , both located behind the existing buildings and
not highly visible from Route 5. The company's investment in the
proposed construction would be approximately $9 million. Mr. Wheeler
did not anticipate a traffic increase since the number of employees
would be cut from 92 to 57 . Considerable on-site raw material would be
used in production, and larger capacity trailers or rail cars would
bring in outside shipments, also minimizing traffic. He offered to
work with the Town to enhance the appearance of the property from Route
5, noting that the company had asked to participate in any economic
inc ntive programs that might be available.
Town Planner Marcia Banach presented her findings:
1 . This application is for additions totaling 78,920 sq. ft. ,
mostly to be constructed on existing pavement. The proposed
building heights are 32'-8" and 35'-211 . Site size is 179
acres, with an impervious coverage of 7% .
2. All access is from Route 5 directly, or via Brickwood Lane
off Strong Road. The Town is currently designing som
modifications to the Strong Road railroad crossing which has
been received by the State. These modifications will affect
Brickwood Road.
3 . A new connection to the sanitary sewer line is proposed. The
Superintendent of Pollution Control has indicated that if the
new buildings involve an industrial process wastewater
discharge to the sewers, a DEP discharge permit is required.
The Superintendent of Pollution Control will need to know the
estimated increase in flow to sewers, plus the type of
wastewater discharge.
4 . Total parking is 34 spaces. Plans indicate that required
parking is available on site.
5. The site is served by public water.
6 . All site drainage is into the existing clay pits, which act
as detention and settling ponds.
7 . There are regulated wetlands on the site. IWA/CC approval
has been granted with no unusual approval conditions .
8. The applicant is asked to address the actual excavation of
the clay pits .
PLANNING AND ZONING COMMISSION 4 JULY 19, 1988
9 . There is no landscaping proposed, thus no landscaping plan.
The frontage of the site is all pavement and buildings
already; there is no available area for landscaping.
Buffering appears unnecessary along the east boundary due to
density of growth.
Planning Department-requested modifications have been incorporated into
th plan.
Ms. Banach read the Engineering report:
1 . All monumented points within the site should be coordinated
and listed in tabular form on the plan.
2. Storm drainage design calculations, including a hydrologic
analysis, have not been submitted and should be.
3. A detail of the proposed trench drain should be included on
the plans .
No on from the public came forward to speak for or against the
application, and Commission members discussed the application.
Qu stions were asked regarding the exterior appearance of the new
buildings, site entry/egress, disposition of industrial wastes
including airborne waste and particulates) , safety provisions around
abandoned on-site quarries, and the extent and methods of quarrying.
A 1 tter from William R. Lanning, Fire Chief of the Town of South
Windsor (Att. B) was read into the record.
After a request from Mr. Wheeler to schedule the application for the
July 26, 1988 meeting and an explanation from Mr. Hallowell that the
ag nda had already b en set, this portion of the public hearing closed.

dated August, 1988 as we had discussed and three (3) sets of drainage canputations.
These revisions include shifting the new plant six feet south to avoid a conflict
with the gas utility shed thus eliminating the need for a trench drain and using
a standard type "C-L" catch basin instead. Also, please note that the proposed

has been lengthened. Please call me if you have any questions or ccments.

RE: K-F Brick Company, Inc.
Brickwood Lane off blob --
Strong Road near Route 5 RUG
South Windsor, CT
Our File: 88082
Dear Mr. Stoeckert:
The K-F Brick Company has proposed an expansion of their
existing brick manufacturing facility located on the east side
of Brickwood Lane, north of Strong Road and east of Route 5 in
South Windsor. This property does not directly abut a state
highway but gains access to the state highway system by way of
Strong Road and by means of a private right of way crossing the
railroad tracks to Route 5. The expanded plant will provide
157 ,100 square feet of floor area (the present plant provides
97,100 square feet of floor area) and approximately 70 parking
spaces. 32 parking spaces shall be paved to meet the minimum
required by South Windsor regulations but approximately 40 other
spaces will be available in unpaved gravel areas. The site
provides about 180 acres and there is ample room for that kind
of activity and employee parking.
Since the expanded facility will provide for more than
100,000 square feet of floor area formal request is hereby made
for deteriniti4tionAfrom your commission as to whether or not
this expansion requires certification by the State Traffic
Commission pursuant to Section 14-311 from the Connecticut
G neral Statutes.
We have provided herewith information on existing traffic
flow in the area and the existing traffic flow which results
from the 92 employees at K-F Brick Company. Our report also
indicates that the modernization of this facility and the
introduction of "state of the art" materials handling techniques
will actually permit a reduction in the employee level to 57 .
The expanded facility will also make a greater use of the
available railroad siding for delivery of the final product
since it is expected that the market area will expand with this
modernization. It is anticipated then that the actual traffic
flow from this expanded facility will be less than that which
exists presently. Nevertheless we have provided herewith a
traffic analysis on the assumption that all of the employees and
all of the trucks associated with the expanded land use will be

new to the highway system. Even in that ultra-conservative
analysis our data indicate that this facility will not
substantially affect highway traffic. We would hope the
Commission would agree with our findings. Should you require
additional information to assist you in evaluating our request
you may contact the undersigned at 242-7755.

RE: K F Brick Company
John Fitch Boulevard
Route 5 - South Windsor
Our File: 88082.00
Dear Mr. Stoeckert:
Pursuant to our recent discussions we are submitting
herewith an application for certificate in conjunction with the
modernization of the K F Brick Company in South Windsor. We
understand that, in response to our request for a determination
on the need for a certificate, the Commission made a
determination that a certificate would be required for this land
use. Further, we understand from discussions with your office
and the Division of Traffic, that some additional data is
required to process the application. The additional data
includes either a commitment by the applicant to arrange for the
closing of Brickwood Lane at Route 5 or the construction of a
left turn lane within the Route 5 median for southbound traffic.
Legal counsel for K F Brick indicates that there are
easements relating to the use of Brickwood Lane which permit
others to utilize that particular roadway and accordingly the K
F Brick Company is not in a position to unilaterally arrange for
the closing of that portion of Brickwood Lane which crosses the
railroad tracks. Accordingly, we are submitting herewith plans
which depict a proposed reconstruction of the median in Route 5
to provide a 200 ' full width left turn lane with a 100 ' taper.
This taper design is greater than that which is regularly and
typically applied to other left turn lanes constructed on Route
5 in South Windsor and East Hartford.
We believe that this submission will permit you to complete
your review and present a report of findings to the Commission
for action.

Re: K-F Brick Company, John Fitch Boulevard
Route 5, South Windsor, CT
Dear Mr. Stoeckert:
Pursuant to our telephone conversation of October 19, 1988,
I am submitting this letter in addition to the enclosed
application for an STC certificate and supporting materials
provided by F. A. Hesketh & Associates, Inc.
As I mentioned to you, the enclosed blueprint drawing which
F.A. Hesketh & Associates prepared shows that the road between
Brickwood Lane and Route 5 has an non-access line drawn on it
which resulted from the conveyance of property by the State of
Connecticut to George J. , Louis J. , Ermand G. and Henry E. Pola
in 1961 recorded at Vol. 86, Page 404 of the South Windsor Land
Records (a copy of the deed is attached for your convenience) .
It is the position of K-F Brick Company that it is not
affected by this non-access line. The existing road between the
K-F Brick Company and what is now Route 5 has existed and been
used continuously by K-F Brick and its predecessors in title for
many years prior to 1939 when the State acquired land to
construct Route 5 (see enclosed copy of State highway map dated
March 1939) . Also, I have enclosed a copy of a 1946 aerial
survey map that shows a recently constructed Route 5 and the
access to what is now Brickwood Lane. As stated earlier, the
non-access line did not exist prior to 1961 .

Page 2
The deed in question which we have provided to you
specifically excludes the Polas from using any portion of their
property as a means of access to Route 5. In the same deed, the
State conveyed the land to the Polas ". . .subject to such rights
and easements as may appear of record and to any state of facts
which an inspection of the premises may show. " The maps we have
supplied show a pre-existing roadway between what is now the K-F
Brick Company and Route 5.
While we do not dispute the right of the State to impose a
non-access highway line on anyone' s property for the public
welfare, it appears that this deed specifically excludes access
to the Polas and their successors. It is apparent from the
language of the deed that the State did not intend to prevent
others who had been using the existing roadway to cease their
use. We trust that this information should address any concerns
that you may have with respect to the applicability of the non-
access line to K-F Brick.
We request that you refer this matter, however, to the
appropriate members of the Department of Transportation to review
this non-access line.
If we can be of any further assistance or answer any other
questions, please call me at your convenience.
Very truly yo rs,

Statutes, as revised, it is recommended that the State Traffic Commission
issue a Certificate to the K & F Brick Company for the K & F Brick Company
facility, stating that the operation, thereof, will not imperil the safety
of the public.
This recommendation is referenced to the developer's plan entitled

tation is by F. A. Hesketh & Associates, Inc.
This recommendation is based upon the following conditions:

bar, "No Left Turn" signs and double yellow center line on
Brickwood Lane at its intersection with U.S. Route 5, as
shown on the referenced plan.
2. That the developer provide and maintain a clear sight line
of 925 feet, in each direction, from Brickwood Lane onto
U.S. Route 5. The sight line is to be measured from a point
20 feet back from the projected edge of U.S. Route 5.
3. That the developer construct a 200 foot long, with 100 foot

ment markings required by the construction of the left-turn
lane on 'southbound U.S. Route 5 at Brickwood Lane, as shown
on the referenced plans., Upon completion of installation,
to the satisfaction of the Department of Transportation,
the State will assume maintenance responsibility for the
lane-use signs and pavement markings.
5. That the. developer resolve the issue of the U.S. Route 5
non-access line with the Department's Office of Rights-of-
Way.
6. That all work within the State's right-of-way be subject
to review and approval by the Department-of Transportation
Lprior to the issuance of an encroachment permit by the Department's

contained in the latest edition of the "Manual on Uniform
Traffic Control Devices for Streets and Highways".
8. That the State Traffic Commission reserves the right to require
additional traffic improvements or changes, as deemed necessary,
due to the development's traffic in the future. The cost
of any additional improvements or changes shall be borne
by the owner of the development.
Chief Gary Tyler, Legal Traffic Authority for the Town of South
Windsor, was informed of the above recommendations on November 10, 1988
and concurred.

site access drive (Brickwood Lane). At its intersection with U.S. Route 5,
Strong Road has a one-lane approach and the intersection is controlled
by a semi-actuated traffic control signal .
U.S. Route 5:
U.S. Route 5 in the vicinity of the development is a divided,
high volume (1987 ADT 27000), high speed (85th percentile speed is 54 MPH) ,
north-south, urban, arterial roadway. All major intersections along this
section of U.S. Route 5 are controlled by semi-actuated traffic control
signals which are interconnected in a computer-controlled signal system.
Site Generated Traffic:
It is anticipated that the K & F Brick Company will generate
approximately 52 vehicle trips (42 enter, 10 exit) during the a.m. peak
hour and 55 vehicle trips (45 exit, 10 enter) during the p.m. peak hour.
The volumes have been reviewed and approved by the Bureau of Planning.
Accident Experience:
The latest three-year accident experience for U.S. Route 5 in
the vicinity of the development was reviewed and no accident pattern or
trend was discovered.
Proposed Projects by the Department of Transportation:
The Department, in conjunction with the Town of South Windsor,
has planned a project to improve the railroad grade crossing on Strong
Road just prior to the U.S. Route 5 - Strong Road intersection.
Developer's Recommended Improvements:
1. To install a "Stop" sign, stop bar, "No Left Turn" signs
and double yellow center line on Brickwood Lane, as shown
on the referenced plan.
i
1
t
Report of Findings 2- Town of South Windsor
2. To provide and maintain a clear sight line of 925 feet in
each direction from Brickwood Lane onto U.S. Route 5. The
sight line is to be measured'from a point 20 feet back from
the projected edge of U.S. Rbute 5.
3. To construct a 200 foot long, with 100 foot taper, exclusive
left-turn lane for southbound U.S. Route 5 at Brickwood Lane,
as shown on the referenced plan.
4. To install lane-use signs and pavement markings for the ex-
clusive left-turn lane recommended in Item No. 3, as shown
on the referenced plan.
5. To resolve the issue of the U.S. Route 5 non-access line
with the Department's Office of Rights-of-Way.
Division of Traffic Engineering Recommended Improvements:
The Division of Traffic Engineering agrees with the developer's
five recommendations, as listed above, and has the following additional
recommendations:
1. That all work within the State's right-of-way be subject
to review and approval by the Department of Transportation
prior to the issuance of an encroachment permit by the Department's
District I Office.
2. That all signs and pavement markings conform to the standards
contained in the latest edition of the "Manual on Uniform
Traffic Control Devices for Streets and Highways".
3. That the State Traffic Commission reserves the right to require
additional traffic improvements or changes, as deemed necessary
due to the development's traffic in the future. The cost
of any additional improvements or changes shall be borne
by the owner of the development.
The Division of Traffic Engineering and the Legal Traffic Authority
are in concurrence with all of the above listed improvements. The developer's
representative did not concur with Item No. 3 under the Division of Traffic
Engineering's recommended improvements.
The development has Town of South Windsor Planning and Zoning
approval .

Dear Mr. Stoeckert,
Thank you for your letter of November 21, 1988 to the K.F. Brick Company,
Inc. , enclosing therewith a copy of Certificate No. 885 and Traffic
Investigation Report No. 132-8811-01 detailing conditions of the
certificate. Your communication also included a copy of the Report of
Findings which, in our opinion, contains an error. The Report of Findings
indicates under the heading "Developers Recommended Improvements" , Item 1,
which indicates a developer' s recommendation to install a "Stop" sign,
stop bar, "No left turn" sign, and other items. I believe the records
indicate that our submission did not include a recommendation for the "No
left turn" regulation, but did suggest the other items . The "No left
turn" regulation was added subsequently in response to your letter of
October 28 . I am providing herewith an additional copy of our letter of
October 31, indicating that we added the left turn prohibition in response
to the requirements of your letter of October 28 .
I would appreciate it if you would make the appropriate notation in the
project file and accept the thanks of the R.F. Brick Company, the
undersigned and legal counsel for the expeditious handling of this matter
in your office and in the Division of Traffic.
Very truly yours,

Dear Madam/Sir:
At the June 12, 1989 meeting, the South Windsor Inland Wetlands

In addition to the original conditions you are also required to
contact John McCahill, Zoning/Wetlands Enforcement Officer (644-
