SUBJECT: ENGINEERING PLAN REVIEW
HIGHLIFT INC.
Attached for your information please find the SEA review of the subject
plans. In addition the following comments are noteworthy:
1. It is questionable whether or not the discharge from the detention
basin #2 (spillway) can or should be directed toward another
property without a drainage easement or right-to-drain. Also
slope considerations appear to dictate the need for a formalized/
stabilized outlet channel if the drainage rights concern is
addressed.
2. Would not recommend processed driveway. Catch basins/drainage
problems may result as material may migrate. Also, drainage
analysis should reflect parking area as impervious so as to
reflect possible future conditions.
3 . Grade-to-drain to north of building and east of parking area
should not be directed toward adjacent property.
4. Details of outlet structure for detention basin #1 needed plus
back-up computations.
Should you have any questions regarding the above matters, please
contact me.

Section 4.13.2.3 PLOT PLAN
d) Proposed signs and outside lighting are not shown on
this plan.
e) Drainage easement should be noted as proposed with
grantee, bearings and distances.
Section 4.8.4.8 DUMPSTERS
If a dumpster will be used for the proposed building its
location should be indicated on the plan.
GENERAL COMMENTS
1. The engineer should investigate the use of a deceleration
lane in the south-bound direction of Route 5.
2. The size and type of material of the proposed water
line service to the building should be indicated on the
plan.
3. The available capacity for sewer and water connections
should be evaluated and presented.
4. What is the purpose of the proposed process stone area
in the rear of the building? A cross-section detail of
this area should be provided.
5. Town regulations require that the proposed 6" sanitary
sewer lateral have a minimum slope of 0.02 ft/ft.
6. The engineer should study an alternate alignment for
the proposed 15" RCP outlet from detention basin No.
2, eliminating the 900 bend at the proposed storm
manhole. A profile should be included along with a
flared-end section and adequate outlet protection.
7. All proposed pipes at catch basins have less than the
Town's minimum cover requirement of two feet.
8. Calculations for the proposed storm drainage system
between detention basin No. 1 and the existing 15" RCP
across Route 5 have not been submitted and were
therefore not part of this review.
9. The engineer has indicated riprap to be placed at the
outlets. However, riprap aprons should b shown at all
outlets with appropriate dimensions in accordance with
Soil Conservation Service guidelines.

S EA Consultants Inc. November 10, 1987
Engineers/Architects Page Three
10. A longitudinal section of the emergency spillway for
detention basin No. 2 has been provided. A cross-
section of this section should be included indicating the
bottom width, depth, side slopes and riprap to be used.
11. The engineer's stage versus discharge relationship for
the proposed 6" diameter outlet for basin No. 2 begins
at elevation 62.5. It should be noted that the flowline
of the 6" orifice is elevation 62.75. This will cause a
change in the routing routine, but should not create any
significant changes to the proposed water surface
elevations.
12. It is suggested that the proposed emergency spillway
elevation of 67.5 be lowered based on the following:
a. The computed 100-year water surface elevation of
64.3 is 3.2 feet below the spillway elevation of
67.5. This will create an unnecessary volume of
water in the detention basin which may become
a hazard both to the basin and to downstream
conditions. It is suggested that a spillway
elevation of 65.5 be used.
b. It is good engineering practice to maintain a
minimum freeboard of 1.0 foot between the
maximum water surface elevation and the top of
the basin dike.
13. Soil boundaries and classifications have not been shown
on the plan.
14. Are there fire hydrants within sufficient distance to
service the building?
If you should have any questions, please do not hesitate to call me.
Very truly yours,

Mr. Ralph Alexander, Esq.
South Windsor Town Attorney

East Hartford, Cr 06108
RE: Lift Site Plan'Ap ication
Dear Attorney Alexander:
On January 12, 1988 the South Windsor Planning and Zoning Commission
discussed legal issues and questions that members of the Commission had
with respect to future deliberations and actions by the Commission on the
pending High Lift site plan application.
As you know, the Planning and Zoning Commission on November 17, 1987
unanimously rejected High Lift's proposed amendment to permit the sale and
rental of heavy industrial equipment in an industrial zone. I enclose a
copy the Cammission's minutes of that meeting. On December 14, 1987 the
South Windsor Zoning Board of Appeals granted High Lift a use variance and
now High Lift has filed a site plan application concerning said use. In
the meantime, the Zoning Hoard of Appeals variance approval has been
appealed to the Superior Court and your office is representing the Zoning
Board of Appeals in that action.
I have a series of questions that I request your advice and guidance on
before I feel that I can properly act or deliberate on the High Lift site
plan application. They are as fol lows:
1. Can or should the Planning and Zoning Caumission act on a site plan
when an appeal is pending in Superior Court concerning the use that
the site plan contemplates?
2. If the Commission approves the site plan, what condition can be put on
it concerning use, etc?
3. In that your office represents the Zoning Board of Appeals in the
Superior Court lawsuit, can you render a legal opinion to the Planning
and Zoning Commission?
j
w
Mr. Alexander
January 14, 1988
Page 2
4. Can the Town Attorney represent both the Planning and Zoning
Cammission and the Zoning Board of Appeals when the two bodies have
taken conflicting actions on the same application?
5. Str)uld the Planning and Zoning Commission vote to intervene in the
Slusarz appeal, whom would you recommend to serve as our attorney?
6. If the Zoning Board of Appeals use variance is overturned by the
Superior Court, what role does the Planning and Zoning Commission have
with respect to the enforcement if the applicant has built and used
the premises in accordance with the approved site plan. I am
concerned that an argument will be made that the Commission approved
the site plan and thus approved the use and that future enforcement
actions will thus be undermined. If we approve the site plan, will the
Commission prejudicd -itself or the town in a future enforcement
action?
You may have one or some of the above questions posed to you by my
colleague, Raymond Hallowell. 'I am unclear as to his focus as a
consequence of the ambiguous way that this subject was left at our last
meting. Please note that this matter is one where time is of the essence
in that we have a February 18, 1988 action date. Thus, your prompt
response to the foregoing questions is greatly appreciated. If you would
like to discuss this further, please do not hesitate to contact we.
Sincerely yours,

Dear Ralph;
As you are aware, the Zoning Board of Appeals granted a variance
to Highlift, Inc. in December, 1987 to allow retail sale and
service of heavy construction equipment in an Industrial Zone.
Storage and maintenance of heavy construction equipment are uses
permitted as of right in the Industrial Zone. )
The Planning and Zoning Commission currently has an application
pending for site plan approval for Hig-hlift, Inc. in an
Industrial Zone. The proposed use of the facility is storage,
servicing, and sales of heavy construction equipment. Since
there is legal action pending against the ZBA by an abuttor of
the Highlift site, does the pending appeal affect the PZC's
ability to act on the site plan?
I would appreciate your rompt reply, since the 65-day time clock
began to run on January 36, 1988 on this application.

RE: Engineering Review/Revised Plans

Attached please find the SEA engineering comments for the subject
project. In addition, the following comments are also
noteworthy:
1 The discharge from the detention basin #2 spillway still
remains a concern relative to the off property drainage
without an easement and concern about slope considerations.
The same comment applies to discharge pipe from the detention
basin.
r2.Would not recommend the process driveway. Catch
basin/drainage problems may result as material migrates .
Also, drainage analysis should reflect parking area as
impervious. No revised calc's submitted.
3 . Grade to drain detail needed along eastern edge of rear
parking lot - stabilization of inlet to detention basin
needed.
40.ADS pipe as shown no good with less than 2 feet of cover.
ADS N-12 product may be viable but detail to specifications
as to cover and backf ill must be verified and detailed on
plans .
v5. Outlet protection details needed with reverse filter design.
6 . Protection along driveway near detention basin #1 needed.
7 . Type of CB and yard drain to east of proposed building to be
specified,.
8. • , spaces shown to western edge of rear parking area parking
spaces? They are beyond ar a noted to be process stone.

9 . Type of PVC pipe to be used and bedding detail needed.
10. Plan for maintenance of flow for sanitary sewer manhole
construction needed.

Dear Mr. or
I am writing in response to correspondence received in my office from
Raymond F. Hallowell , Jr. , Chairman of the Planning & Zoning Commission
on February 1 , 1988 regarding the above-captioned application. In that
letter, Mr. Hallowell raised the question of whether or not the pending
appeal from the decision of the Zoning Board of Appeals for the subject
site, has any affect on the Planning & Zoning Commission's ability to act
on the site plan application presently before it. After reviewing the
applicable statutes of the State of Connecticut and Zoning Regulations of
the Town of South Windsor, it is my -opin'ion that the appeal in question
does not affect the Planning & Zoning Commission's authority to hear the
site plan application presently before the Commission. The Planning &
Zoning Commission may consider the variance, along with all the other
factors relating to the site plan application, in rendering its decision
on the application.

Dear Ms. Banach:
We have submitted three (3) paper prints with additional areas
marked out and colored, showing the desired expansion of storage area.
Our client is experiencing an anticipated increase in business use of
this new facility and since we do not exceed our allowable impevious
coverage, it would be most desirable and most economical to construct
these storage areas at this time.
We have also shown the sign location and propane tank location in
an attempt to consolidate the number of plans. Drainage Coops are also
included for conformation that the detent basin is of adequate size.
If you have any questions please contact this office, telephone is

RE: Highlift - Additional Parking Area
We have reviewed the proposed increase in parking lot area for
the Highlift project and have the following comment:
1 . It is recommended that permanent erosion control measures
be placed at the top of the detention basin (i.e. riprap,
etc. ) . The stormwater for this new area will flow into
the detention basin via "sheet flow" over the top of the
basin and will have a tendency to cause erosion of the
embankment.

re: Highlift, Inc. Site Plan
John Fitch Boulevard
The Planning and Zoning Commission discussed your request to
amend the Highlift site plan by expanding the equipment storage
area.
Due to the sensitivity of the site and its past litigation
history, the Commission indicated that an amended site plan
application (in conformance with Section 4.13 of the Zoning
Regulations) would be required in order to effect the proposed
storage area expansion.
If you have any questions, please contact me.

At the September 18, 1989 meeting of the Inland Wetlands Agency/Conservation

is Tilling and instability of the slopes on both basins.
