Rennie , Chairman Inland Wetlands Agency/Conservation Commission 1540 Sullivan Avenue South Windsor , CT 06074 RE: -Highlift Inc . Review - Plans of 10-1-87 Dear Kevin : The note on Sheet 2 of 4, ' Ro Taland Vietlands on the site ' , eliminates this portion of the discussion . The Erosion and Sediment Control notes appear adequate. The storm drainage system isn' t part of the IWA/CC routine ; where and how it is discharged could be . The outlet from the detention basin across land of others and a 20' rip rap pad so close to the neighbor isn ' t the best procedure. It is substantially a flat site where the building , parking and construction is to occur . They make reference to a ' grade to drain' , this method would work very well into the permanent vegetation cover areas to increase the ground water recharge and eliminate some piping. It an approval were to be considered , the following conditions might apply: 1. The plans need a certification . 2 . The plans indicate extensive surface disturbance . Assuming winter construction , the mulching per plan will be expected . 3. The site is exposed , they offer no protection for wind erosion and dust control . If an awraval were granted , a bond of $20, 000 to assure compliance might be- appropriate, Very truly yours , A . Bowen Davies Deputy Town Engineer ABD/jsv CC : Palmberg & Russo Michael J .
