This letter is written to both document and inquire with
regard to my recent condominium water damage situation. I am
currently in receipt of your communication of January 21, 1994.
You should have recorded in your data a report of water
damage due to roof leakage on January 17 , 1994, which caused
damage to the rugs, floor, and walls of the bedroom area. The
major problem was encountered on January 28, 1994, when flooding
was maximal and included significant damage to the above
m ntioned area as well as the adjacent hallway and living room.
The unit below was impacted as a result of the conditions
described.
Even in the face of the prevailing weather conditions, no
att mpt was made to remediate between the noted episodes despite
your knowledge of the upcoming thaw and expected torrential
rains. This lack of attention was of great concern to me, and no
doubt contributed to the January 28, 1994 flood.
According to my condominium rules, regulations , and by-laws
you are not only responsible for what was outlined in your letter
of January 21, 1994 but also replacing the floor of the bedroom
which has been structurally compromised. Additionally you are
obligated to repair the doorframe to the condominium unit which
has warped making locking and entry difficult. I plan to have
th building inspector assess the damage when all areas have
completely dried.

MAINTENANCE,,-COMPANY WOULD CONTACT ME' AND 'THAT THE ASSOCIATION'S INSURANCE
COMPANY HAD BEEN NOTIFIED. DZEN'S ROOFING WAS ALSO TO CONTACT ME FOR D]mGE
ASSESSMENT."APPROXIMATELY 3:30 THAT AFTERNOON, I AGAIN CALLED THIBODEAU
MANAGEMENT .SERVICES INC. NOT HAVING HEARD FROM THE MAINTENANCE COMPANY OR
DZEN'S ROOFING. I WAS GIVEN A NUMBER TO CALL THE MAINTENANCE COMPANY. I
CALLED AND WAS TOLD THAT THEY HAD SHOWN UP AT MY CONDO AND THAT NO ONE WAS
HOME. I TOLD THEM THAT I HAD GIVEN THEM MY WORK NUMBER THE PREVIOUS EVENING
SO THAT THEY COULD CONTACT ME AT WORK PRIOR TO COMING OUT TO THE CONDO.
NOW ANOTHER DAY WOULD GO BY BEFORE THIS PROBLEM WOULD GET RESOLVED. THEY
STATED -THAT- THEY WOULD COME TO THE CONDO ON WEDNESDAY.
WEDNESDAY JANUARY 19, 1994
TWO ,MAINTENANCE MEN ARRIVED ABOUT 9:30 AM ON WEDNESDAY MORNING. THEY
UNSEAMED'_ THE--.BEDROOM CARPET AND TOOK OUT ABOUT 1/4 OF THE TOTAL PADDING
THAT HAD. BEEN DAMAGED DUE TO THE WATER. - THEY PLACED A BLOWER UNDER THE RUG
AND STATED- THAT THEY HAD TO GO AND GET SOME REPLACEMENT PADDING AND THAT
THEY WOULD BE BACK IN ABOUT AN HOUR. THEY PRECEDED TO SHOVEL OFF THE DECK
OF MY CONDO AND THEN WENT TO THE ROOF TO TRY AND REMOVE THE SNOW AND ICE
THAT HAD ACCUMULATED. AN HOUR AND A HALF WENT BY AND THEY HAD NOT RETURNED,
I LEFT THEM A NOTE STATING THAT I NEEDED TO GO OUT AND THAT THE RUG AND
FLOOR STILL HAD NOT DRIED OUT. WHEN I RETURNED I WAS GIVEN A NOTE THAT
THEY WOULD RETURN THE NEXT MORNING 8:00 AM THURSDAY (JANUARY 20 ,1994) TO
REPLACE THE PADDING AND REMOVE THE BLOWER.

AS PROMISED THEY APPEARED AT 8 :00 AM AND REPLACED THE PADDING, THEY STATED
THAT THEY COULDN'T SEAM THE RUG TOGETHER BECAUSE THE STAFF MEMBER WHO DOES
THAT WAS IN HARTFORD. THEY REPLACED THE ORIGINAL CARPET AND TOOK THE
BLOWER AND LEFT
EIGHT DAYS LATER
FRIDAY JANUARY 28, 1994 I RECEIVED A PHONE CALL ABOUT 6:00 PM FROM MY
NEIGHBOR LINDA FORREST STATING THAT MY BEDROOM HAD BEEN TRASHED DUE TO THE
WEATHER OF THE DAY, WHICH HAD BEEN IN THE LOW 501S AND HEAVY RAIN ALL DAY
LONG. SHE HAD BEEN UPSTAIRS IN MY CONDO AND HAD TRIED TO SOAK UP THE WATER
IR MY BEDROOM, UNSUCCESSFULLY. LINDA HAD PLACED A CALL TO THIBODEAU
MANAGEMENT INC. TO REPORT THE CURRENT SITUATION. THE MAINTENANCE COMPANY
HAD COME TO THE CONDO AND TRIED TO WET VACUUM THE CARPET TO TRY TO REMOVE
SOME OF THE WATER, THEY HAD TO VACUUM THE CARPET TWICE EMPTYING THE VACUUM
ONCE, BECAUSE IT WAS SO FULL OF WATER. I ARRIVED HOME ABOUT 6: 45 PM AND
IMMEDIATELY NOTICED THAT ATTEMPTING TO UNLOCKING AND ENTER INTO THE UNIT
WAS DIFFICULT DO TO A WARP DOOR FRAME. PRECEDING TO THE BEDROOM I
DISCOVERED ALL OF MY BEDROOM FURNITURE SITTING IN 2" OF WATER, AFTER IT HAD
ALREADY BEEN WET VACUUMED TWICE TO REMOVE WATER. THE WATER HAD ALSO BACKED
UP INTO THE LIVING ROOM MAKING THE CARPETING THERE SATURATED.
I IMMEDIATELY STARTED TO DRAIN MY WATERBED FEARING THE WEIGHT ON THE
ALREADY TWICE SATURATED FLOOR WOULD BE AN ADDITIONAL HAZARD TO THE CONDO
BELOW. I ALSO PLACED A PHONE CALL ABOUT 11:30 PM TO MY INSURANCE COMPANY.
SATURDAY JAIIUARY 29, 1994
I ,BEGAN THE. PROCESS OF TRYING TO PREVENT, ANY MORE DAMAGE TO MY CONDO AND
BEDROOM FURNITURE, AS WELL AS, TRYING TO-REDUCE THE ;,DRIPPING WATER THAT WAS
OCCURRING 'IN THE BEDROOM OF THE CONDO BELOW.— I PULLED''UP THE CARPETING IN
THE BEDROOM AND STARTED REMOVING THE PADDING THAT WAS SATURATED IN EVERY
CORNER OF THE ROOM. WHILE PULLING OUT THE'PADDING WE WERE WET VACUUMING
THE -WATER THAT WAS FLOWING OUT OF THE PADDING AND CARPETING ONTO THE FLdoR.
THE FLOOR WAS "EXTREMELY SOFT, AND WE WERE LEAVING FOOT PRINTS ON THE FLOOR
WHERE WE HAD WALKED. WE MOVED THE FURNITURE .AS MUCH AS POSSIBLE, FROM THE
BEDROOM INTO OTHER LIVING AREAS. WE ATTEMPTED TO MOVE THE FURNITURE THAT
REMAINED IN THE ROOM TO THE OTHER SIDE OF THE BEDROOM WHERE THE AMOUNT OF
WATER DAMAGE WAS SOMEWHAT LESS. THE ORIGINAL CARPETING WAS REPLACED AND
AGAIN WET VACUUMED TO TRY TO GET OUT AS MUCH OF THE WATER AS POSSIBLE.
THURSDAY FEBRUARY 3, 1994
THE CONDO IS BEGINNING TO SMELL OF A WET MUSTY ODOR. THE BEDROOM CARPET
STILL SHOWS SIGNS OF HAVING WATER IN IT. WHEN THE WEATHER PERMITS I
ATTEMPT TO AIR OUT THE BEDROOM TO REDUCE THE MUSTY ODOR SMELL.
FRIDAY FEBRUARY 4, 1994
MET WITH THE ADJUSTER FROM MY INSURANCE COMPANY. HE TOOK PICTURES OF THE
LIVING AND BEDROOM AREA, AND MEASURED ALL OF THE ROOMS. WHILE AT MY CONDO
HE ATTEMPTED TO CONTACT MR. RICHARD A. WILLIAMS OF THIBODEAU MANAGEMENT
SERVICES INC. TO NO AVAIL, SO HE LEFT A MESSAGE.
