2 . Proposed building area is 23%; 50% allowed. Proposed
impervious coverage is 63%;65% allowed. Under our parking
regulations, the requirement is 4 1/2 . space per 1000 sq ft
of office and 1 space for each 700 sq ft of industrial/
manufacturing. The applicant is showing 26 spaces required
however, I only count 24 spaces on the plan. In addition,
3 of the spaces up close to the building are only 9 ' X 18'
in size. Is this a drafting error? or are you requesting
to have smaller spaces? Also, we would like to see a
breakdown of the sq ftage of office versus industrial.
3 . There are no regulated wetlands, watercourses, or 100 year
floodplain on the site. Conservation plan approval is
required and the applicant inwas— f=n IWA/CC last s /
night. klj
4 . There is public water and sewer which services the site.
WPCA approval is not required. Fred Shaw, Sup't of WPC has
questioned the depth of the sewer in the area of the
drainage structure. He also stated that if there will be
any process which will discharge any industrial waste into
the sewer, a DEP discharge permit will be required. The
Collector of Revenue should be advised as to the final
approved size and developed acreage for the purposes of
sewer assessment calculations .
5 . A dumpster has been shown on a concrete pad an will be
screened by a six foot high wooden fence.
There is very little existing vegetation ,on the site. The
landscaping plan proposed shows white pines around the
detention area; red maples around the perimeter of the
site; and three bermed islands in the front of the site
with azaleas, white dogwood and rhodendrons proposed. This
sight is somewhat difficult to add additional landscaping
to because of the existing sanitary sewer easement which
runs the perimeter of north and east sides of the site.
6 . The Architectural and Design Review Board has reviewed
these plans (twice) and are satisfied with the
architectural style and materials being proposed.
If this application is approved, the planning department has the
following modifications to request:
The key map should show property owners within 500 ft of the
property (across Rte 5) ; should show sanitary sewer arrows; north
arrow on the key map
Parking formula and spaces shown should be reconciled with
breakdown of the formula.
the grantor/grantee of the sanitary sewer easement must be

RE: East Coast Stair Site Plan
We have reviewed the drawings dated 9-16-91 and drainage studyreceivedonOctober18, 1991 for the proposed East Coast Stair site
plan and have the following comments:
Drainage Study
1 . Please have applicant provide drainage area map
2 . Design indicates that pipe sizes should be increased.
3 . Detention Analysis
a. Analysis is for 25 year storm - 100 year storm should be
analyzed.
b. Analysis indicates "peak outflow = 0. 8 cfs" . Drawings do
not show an outlet. If this is to mean percolation, we
need to see results of percolation tests and analysis .
c. Analysis does not indicate volume required versus volume
proposed.
Key Map
1 . Not all properties within 500 feet of proposed site are
identified (properties across Route 5)
2 . Items #2b, 2c, 2d, 2e & 2h of the Town of South Windsor
Checklist have not been addressed.
Site Plan
1 . A-2 Certification is required.
2 . The two entrance driveways are shown on a 1 on 6 slope
17%+) .
3 . Radius of entrance driveways not indicated.
4 . The parking area south of the building does not indicate the
proposed 1171" and "72" contours necessary to grade the area.
Ms . Marcia A. Banach Page 2 .
October 21 , 1991
5 . The retaining wall at the easterly corner of the building
creates a pavement grading of a 20% slope along the easterly
side of the building.
6 . A spot elevation of 71 . 5 is proposed at the easterly end of
the parking lot. This appears to be a low point with no
means of draining storm water.
7 . Pavement is proposed over a sanitary sewer easement.
8 . An existing sanitary manhole near the south east corner of
the property is not shown. This is proposed in the pavement
area - please have this shown and the top of frame elevation
identified.
9 . Sanitary sewer easement is shown. Is it existing? To whom
is this easement granted?
10 . Minimum cover over the top of storm pipes should be 2'-011 .
11 . The detention pond is shown encroaching substantially onto
the sanitary sewer easement. This should be corrected.
12 . Length and slope of pipe from oil separator to detention pond
should be identified.
13 . New sanitary manhole should indicate top of frame elevation
and invert.
14 . The new sanitary pipe from building to new manhole should
indicate length, slope and inverts .
15 . 6" PVC is shown along south side of building. Please have
applicant indicate length, slope and inverts of pipe.
16 . There is another Site Plan, sheet 2 of 4, attached to the
package of drawings received.
a. This plan should be re-numbered.
b. This plan indicates test pit data for the site. The test
pit information in the detention area would apparently
preclude this area for a detention basin - sand & water
active at 7 1/2 feet. (The proposed basin has a 71+ cut
proposed. )
c. Plan indicates that the perc rate for the detention basin
area was "2 1/2 min. /in. " At what depth below existing
grade was this observed?
Ms . Marcia A. Banach Page 3 .

Site Detail
1 . Details required for: Handicap (pedestrian) ramp, plungepool, storm pipe trench, oil separator, curb, retaining wall,
concrete pad.
2 . Concrete walk detail needs to indicate expansion joint
spacing at 15 ' on center.
3 . Toe wall 42" deep is required under the concrete flared end.
4 . Detail for precast galley is shown. Where are these to be
placed?
Map Showing Land Owned by Krysinski
1 . This should be labeled and numbered consistent with the rest
of the drawings .
2 . Easement shown should indicate to whom they are in favor of .

DOCUMENTS REVIEWED:Application form and Site Plan for East Coast
Stair Company
COMMENTS:
1 . This plan is being submitted for conservation plan approval .Note #2 on sheet #2 of 4 states, "there are no wetlands on
this site. ,, Soil type(s) should be identified on the plans .Except for a cluster of young maples in the easterly portionofthelot, this site is currently barren and sandy in
appearance.
2 . The primary concerns with the development of this site are thepotentialforwinderosionandsiltingoftheexistingand
proposed storm system. The potential for wind erosion doesnotappeartobeadequatelyaddressedontheplans .Additional notes should be included for the control of dustandwindblownsand.
3 . The plans should include a statement indicating all disturbed
areas will be dressed with a minimum of 4" of topsoil before
permanent seeding is accomplished on the site.
4 . Oil separators are shown but a detail has not been provided.A detail should be added.
5 . Drainage calculations should be submitted with this
application. They are proposing an on site retention system. The retention basin should be labeled as such.
6 . The rip-rap channel detail, on sheet #3 of 4, indicates a pondbottomelevationof63 . 00. The contours on sheet #2 of 4indicatesanelevationof65 . 00. This should be clarified.
7 . The test pits dug in the area of the proposed basin indicatesaverysandysoil . The proposed slopes for the basin are
going to be very difficult to stabilize. Additional detailshould
Elizabeth A. Warren Page Two October 21, 1991
Application #91-42P
be provided for the construction of the basin to include
appropriate topsoil and seeding.
8 . The application form does not indicate that abutting property
owners have been notified that an application is pending.
This must be done and a copy of the notification letter, and a
list of the names of the abutters, should be submitted to the
Agency.
9 . It would seem that the northerly outlet into the basin should
have an angle designed into it to align it with the proposed
contours in the basin. It currently is shown discharging
across the slopes .
10 .A sequence of construction, or narrative, should be provided
on the plans .
11 .Details have been provided, on sheet #3 of 4, for a precast
galley system. It is unclear as to where this will be used.
If it is not intended the detail should be excluded.
12 .Seeding mixtures, pounds per acre, and seeding dates should be
provided on the plans for temporary and permanent vegetation.
They should consider using a low maintenance grass, or
alternate type of vegetation, in the proposed retention basin.
Chapter 6 of Guidelines for Soil Erosion and Sediment Control
CT should be utilized in determining vegetation for the
site. )
13 .The applicant should attempt to protect and save some of the
existing young maples in the easterly portion of the site. If
this is possible, tree protection should be shown on the plans
and the trees to remain should be identified on the plans .
IF APPROVAL IS CONSIDERED, SUGGESTED APPROVAL CONDITIONS INCLUDE:
1 . Soil type(s) shall be identified on the plans .
2 . Additional notes shall be included on the plans for the
control of dust and wind blown sand.
3 . A note shall be added to the plans stating all disturbed areas
will be dressed with a minimum of 4" of topsoil before
permanent seeding is accomplished on the site.
4 . A detail shall be provided on the plans for the proposed oil
separators .
Elizabeth A. Warren Page Three October 21, 1991
Application #91-42P
5 . Drainage calculations shall be submitted.
6 . The proposed retention basin shall be labeled on the plans .
7 . The proposed bottom elevation for the basin shall be
consistent on the plans and in the details .
8 . The northerly outlet into the basin shall be aligned so it
discharges down the proposed contours, not across .
9 . A sequence of construction, or narrative, shall be provided on
the plans .
10 . Seeding mixtures, pounds per acre, and seeding dates shall be
provided on the plans for temporary and permanent vegetation.

RE: East Coast Stair Site Plan - #9 - 4P
We have reviewed the revised drawings dated 9-16-91, received October
24, 1991 for the proposed East Coast Stair site plan and have the
f of lowing comments:
Drainage Study
1 . Please have applicant provide drainage area map. (Both preandpostdevelopment. )
2 . Design indicates that pipe sizes should be increased.
3 . Detention Analysis
a. Analysis is for 25 year storm - 100 year storm should be
analyzed.
b. Analysis indicates "peak outflow = 0 . 8 cfs" . Drawings do
not show an outlet. If this is to mean percolation, we
need to see results of percolation tests and analysis.
c. Analysis does not indicate volume required versus volume
proposed.
4 . The runoff coefficients appear to be too low. Calculation
should be shown for each.
5 . Pipe design from oil separator at sound end of retention
basin not shown.
Key Map
1 . Not all properties within 500 feet of proposed site are
identified (properties across Route 5)
2 . Items #2e & 2h of the Town of South Windsor Checklist have
not been addressed.
Site Plan
1 . A-2 Certification is required.
2 . The two entrance driveways are shown on a 1 on 6 slope
17%+) .
Ms . Marcia A. Banach Page 2.
November 1, 1991
3 . The retaining wall at the easterly corner of the building
creates a pavement grading of 13% & 10% slope along the
easterly side of the building. This may create a problem for
vehicles .
4 . Pavement is proposed over a sanitary sewer easement.
5 . Sanitary sewer easement is shown. Is it existing? To whom
is this easement granted?
6 . Minimum cover over the top of storm pipes should be 2'-0" .
It is less than 1' in some locations .
7 . The detention pond North embankment is entirely in the
sanitary sewer easement. This should be corrected.
8 . New Sanitary manhole should indicate invert of existing pipe.
Will a drop inlet be required? If so it should be an outside
drop and a detail provided.
9 . 6" PVC is shown along south side of building. Please have
applicant indicate length, slope and inverts of pipe.
Site Detail
1 . Details required for: Handicap (pedestrian) ramp & plunge
pool .
2 . Detail for oil separator does not appear to be workable for
the connections shown on the site plan at the south end of
retention basin.
3 . Please have applicant provide information to show that the
1000 gallon grease trap" tank is sufficient for his proposed
system.
4 . The detail for the retention basin shows clay placed on the
sides of the basin. The percolation information on the site
plan indicates that percolation test results were obtained at
3 ' - 10" below existing grade. As this basin's bottom is 61+
below existing grade and the sides are clay, another
percolation test should be made at that elevation. The
results should then be utilized to recalculate the "discharge
rate" and size of the retention basin. These should be
forwarded for review.

RE: East Coast Stair Site Plan - #91 PAP
We have reviewed the revised drawings dated 11-11-91 for the proposed
East Coast Stair site plan and have the following comments:
Drainage Study
1 . Detention Analysis
a. Analysis indicates an outflow of 2 . 66cfs during a 25 year
storm. Approximately 1.15 cfs is absorbed and the rest
flows over the banks onto the parking lot.
b. Analysis does not indicate volume required versus volume
proposed.
c. Analysis also required for 2 and 10 year storm.
Site Plan
1 . A-2 Certification is required.
2 . Sanitary sewer easement is shown. Is it existing? To whom
is this easement granted?
3 . Minimum cover over the top of storm pipes should be 2'-011 .
It is less than 1' in some locations .
4 . The detention pond North embankment is entirely in the
sanitary sewer easement. This should be corrected.
5 . New Sanitary manhole should indicate invert of existing pipe.
Will a drop inlet be required? If so it should be an outside
drop and a detail provided.
Site Detail
1 . Riprap detail should indicate width of riprap to be placed.
Also riprap should be designed for reverse filtration (i .e.
gravel base over filter fabric) .
Map Showing Land Owned by Krysinski
1 . This should be labeled and numbered consistent with the rest
of the drawings .
