Mr . Kevin F . Rennie , Chairman

RE : Alexander Terlizzi Application , Lot 7
Dear Kevin :
The IWA/CC granted a permit , No. 369 , for a subdivision on Burnham Street
subject to a number of conditions which included the submission of a site
plan for approval . This review is for Lot 7 of this subdivision . The
wetlands limits as shown have been taken from the town maps .
Their narrative and the soil erosion and sediment control notes are
quite complete . Considering that there is already a structure on Lot 6
and no stockpile is shown , it is conceivable to have an minimal impact
on the area due to this construction .
If an approval were to be considered , the following conditions might
be appropriate :
1 . The plans should be modified to show areas to be temporarily
vegetated . These areas shall be mulched per plans .
2 . Who is responsible for the E & S measures during the
construction period .
3. There should be some indication of stockpiles .
4 . There seems to be a conflict between the drainage
systems for Lots 6 & 7 . This should be resolved .
If an approval were to be considered , a $3 , 000 bond might be appropriate .
Very truly yours ,

Re: Application #505 - Alexander Terlizzi - Lot#7
At the September 28 , 1987 meeting, the South Windsor Inland Wetlands

505 , a 4 , 320 s. f. industrial building with parking on lot #7, Sea
Pave Road, as shown on plans prepared by Palmberg & Russo, dated

adhered to for this permit to be valid:
1 . All black top must be removed from the site.
2 . Conform to the original grading plan.
3 . We recommend a bond in the amount of $3, 000 be submitted
to the Planning & Zoning Commission to ensure compliance

4. Any fill should be clean fill per Department of Environmental
Protection Section 19-524-2 definitions #15 "clean fill means
natural soil which is inert in terms of leaching and does not
pose a pollution threat to ground or surface water" . Clean

concrete, or stumps .
5 . Construction activities shall be subject to the approval
of the Town Engineer.
6 . The application shall indemnify and hold harmless the
Town of South Windsor against any liability which might
result from the proposed operation or use.

Section 3.9 CORNER VISIBILITY
The Engineer should demonstrate that the corner
visibility will not be hampered by either the proposed
landscaping or existing tree line north of Burnham
Street.
Section 4.8.4.8 DUMPSTERS
If a dumpster will be used for the proposed building
Its location should be indicated on the plan.
GENERAL COMMENTS
This review is based on the assumption that the
hydrology and drainage design has previously been
submitted and approved.
The rip rap shown on the plan should be indicated
as to whether it is existing or proposed.
The Engineer should consider an appropriate means
of slope stabilization in the vicinity of the detention
basins since the side slopes are relatively steep.
Without stabilization erosion could be a problem
since all surface runoff is being conveyed directly
to the basins without the benefit of a drainage
system.
Wheel stops or some means of barrier protection
should be considered on the east and north sides of
the parking area since the change in grade from
parking lot to detention basin is approximately 4
feet.
The bituminous sidewalk to the north of the building
should be separated from the parking stalls to
prevent cars from overhanging or encroaching onto
the sidewalk.
The proposed method of roof drainage should be
indicated on the plans.
Parking stall #23 (southeast corner of Lot) does not
have a sufficient turning radius in order for a vehicle
to exit the space.

The available capacity for sewer and water
connections should be evaluated and presented.
Existing or proposed fire hydrants in the vicinity of
Lot #7 are not shown on the plan. Are there fire
hydrants within sufficient distance to service the
proposed building?
If you have any questions, please do not hesitate to call.

RE: Lot 6, Sea Pave Road
Gentlemen:
It is my opinion that the above mentioned plan is substantially the same
as the plan approved by the Planning & Zoning Commission with these exceptions:
1. Landscaping; this has been started at least two times and the shrubs have
been stolen.
2. The section of the detent basin to the rear of the building has a slight
reduction in capacity which will be made up by repairs in the spring or
enlarging the swale at the rear of Lot 5 in the design stage.
If there are any questions, please contact this office.

Dear Mr. Hallowell:
On March 10, my partners and I purchased an industrial
subdivision located on Sea Pave Drive in S. Windsor.
As part of the purchase agreement, we assumed liability
for the construction/performance bonds that the developer,
Al Terlizzi, had posted with the town.
In working with the bonding agent and in reviewing the
different bonds now in place, we became informed that
the bond for the construction of the street (Sea Pave
Dr. ) was for a total of $150/000. Upon site inspection,
the majority of work relating to the street has been completed,
80 South Main Street with just the final binder needed. Our bid for this work,
West Hartford,CT 06107 received in writing from Central Paving is $15,000.
203-561-4730
Fax#203-521-5897 As a result of all this information, I am requesting that
the town reduce the amount of this specific bond. Upon
2120 Harboursidc Drive notification, we will instruct our bonding agent to proceed.
