Delasco: At the November 14, 1988 meeting, the Inland Wetlands Agency/Conservation Commission approved with modifications Application #88-93P - IWA/CC permit for the construction of an industrial building located on the northerly side of Burnham Street and easterly side of Sea Pave Road, I zone. The following modifications must be adhered to for this permit to be valid: 1 . Black and white transparent mylars of sheets # 1 & 4 with the above modifications, together with two blueprint copies of the entire set of plans, must be submitted to this Commission to be stamped and signed. This must be completed within 65 days of review prior to any construction activity on the site. 2 . Construction activities shall be subject to the approval of the Town Engineer. 3 . The application shall indemnify and hold harmless the Town of South Windsor against any liability which might result from the proposed operation or use. 4 . We recommend a bond in the amount of $5000 to be submitted to Planning and Zoning Commission to ensure compliance with the Erosion and Sedimentation Control Measures . 5 . The permit is valid for one year and shall expire on November 14, 1989 . 6 . All approvals required must be obtained and submitted prior to any activity on the site. 7 . A contact person shall be identified directly on the plans. 8. Only 'clean fill' , as per IWA/CC definition, "defined as CLEAN FILL' means uncontaminated natural soil or rock which is inert in terms of leaching and poses no threat, present or future, of pollution to surface waters or groundwaters. Moreover, clean fill typically excludes, but is not limited to the exclusion of: demolition or construction waste materials or debris, combustible or non-combustible, including concrete, asphalt, paving materials or by-products; yard wastes, including branches, limbs, brush, shrubs, trees, parts of trees, tree stumps and similar materials grown on or emanating from land; nonputresible solid wastes, combustible or non- combustible; and bulky rubbish or refuse, including putresible solids, semi-solids or liquids" , may be used as required per plans and this must be added to your plans. Robin Pearson and Engineer Jeff Herz, Palmberg and Russo, appeared on behalf of the applicant. Atty. Pearson reviewed th site and proposed building, after which Mr. Herz detailed drainage, det ntion, plantings, and vehicle maneuvering provisions. Town Planner Marcia Banach reported as follows: 1. This request is for a 10,327 sq. ft. building. Impervious coverage = 60%. Site size = 1.17 acres. Required parking is shown as 22 spaces; 31 spaces are provided. Six spac s to be used for overnight storage of site vehicles. 2. Public water and sewer are available. WPCA approval is not required; if an industrial process wastewater discharg is involved, or daily flow exceeds 5000 gpd, a DEP permit would be required. WPCA notes that a copy of plans should be forwarded to the MDC for approval and for calculation of MDC sewer assessment/outlet charges. These charges must be paid to the Town of South Windsor before connection. PLANNING AND ZONING COMMISSION 5 6 DECEMBER 1988 3. Ther are regulated wetlands on sit IWA/CC approval was granted on November 14 with the condition that only cl an fill per IWA's definition be used on the site. 4. When the subdivision was originally approved, trees along the Burnham Street frontage were to be preserved and a soft berm established behind the preserved trees. Trees W preserved are very sparse. There are supposed to be two rows of pines on the berm that are not there. East Hartford has requested that white pines be interspersed with the remaining existing trees. 5. There is a screened dumpster on a concrete pad. 6 . What type of trucks are expected to use the western sid overhead doors? There is only a 24' maneuvering space available. 7. The planting plan looks adequate, but many of the plantings appear to be within drainage/detention areas. The plantings should be removed from drainage swales so water flow is not impeded. If approved, the Planning Department has no other requested plan modifications. Ms. Banach reviewed the Engineering comments: 1. As-built conditions of Sea Pave Road should be shown. 2. A permanent ROW extension (not easement) is requested along Burnham St. 3. Drainage of parking/driveway should be directed/defined with leak-offs/catch basin. Flow off pavement will cause ponding/maintenance problem at interface of pavement/grass. 4 . Limits of construction should be shown. 5. Pre/post hydraulic analysis needed. 6. Dear John: When my excavator started scraping the lot topsoil, we encountered four times the level of topsoil that was anticipated. This was unexpected and, as the operator continued work, he kept expecting the level of top- soil to decrease but it did not. Two borders of the lot are areas which we wish to keep undisturbed; therefore, the operator piled the topsoil on my adjacent lot (Lot 2 ) . The stockpile of soil has been surrounded by a silt barrier and seeded. The areas near the pile where the ground was disturbed have been seeded and mulched and the lot is now sta- bilized. We have erected a construction fence along the border of lots 1 and 2 . It is my intention to work with you in maintaining the conservation goals in this area. Very truly yours , ichael H.
