Banack, Director of Planning RECEIVED Town Hall APR 21 1gg2 1540 Sullivan Ave. South Windsor, CT 06074 10. WINDSOR PLANNING DEFT; Dear Marcia: 1 Enclosed are three prints of the April 14, 1992 revised site plan for the activities planned at Timothy Edwards Middle School for the installation of relocatable classrooms. These plans are being provid d to initiate review activity with you and other areas in the Town that may have a concern or interest in this project. I believe we need Planning and Zoning Commission approval for the adjustment of the site, but probably do not have a project of a magnitude or nature which gets us involved in any other Board or Commission. However, we leave that ultimate conclusion to you and look forward to your advice on what next steps we might have to tak in order to get all the necessary approvals. We are on a fast track for this project as the clear desire of the Board of Education is to have these buildings usable in August for the opening of school at the end of that month. The three units will b located at the westerly end of the building and there will be additional parking areas constructed along the edge of the island in front of the school and along the access drive at the easterly end of the school. The parking areas at the easterly end of the school approach the property line, so maybe there is a r quirement for us to make an appearance before some agency due to the closeness of that arrangement. Obviously we will be approaching the Building Inspector, Fire Marshall, and others likely to be concerned about the classrooms themselves, but we look to you for advice on the next steps we must take to secure all appropriate approvals so the project moves ahead without complication. Very trul yours, Howard E. Fitts, Chairman Public Building Commission April 22, 1992 M E M O R A N D U M TO: Marcia A. Banach, Director of Planning FROM: Jerry C. Iazzetta, Town EngineeNRloRE: Timothy Edwards Middle School - 4tle Classrooms We have reviewed the drawing dated October 3, 1991 forwarded with your April 21, 1992 memorandum and have the following comments: 1 . Storm Water Drainage is not addressed. What is existing only one C.B. shown on plans) , or proposed? Roof drainage and additional pavement drainage need to be addressed. Drainage calculations should be provided. 2. There are no elevations or topography for existing or proposed conditions shown. 3 . The proposed overhead electric service from the C L & P pole 21707 should be underground. 4. It appears that some bituminous concrete removal is necessary in area where classrooms are to be located. This should be indicated and limits of removal identified. 5 . The 4" processed aggregate shown in pavement detail should be 6" 6 . The Fire Marshal should also review this drawing. Fitts, Chairman Public Building Commission 239 Oak Street South Windsor, CT 06074 Dear Hap: Re: Timothy Edwards Middle School Portable Classrooms I received your letter dated April 21 with the site plans for the portable classrooms at Timothy Edwards School . The plan was reviewed by the Planning and Zoning Commission at their meeting on April 28 for a determination of whether PZC requires a full application with plans that conform with PZC's zoning regulations . The PZC determined that it does require a full application, which includes a Special Exception and Site Plan of Development. As you may recall, the PZC officially receives applications once a month at their regular meeting on the fourth Tuesday. The next regular meeting is May 26 . We can set the public hearing for early June, with PZC action the same evening, provided that the site plan submitted is in conformance with the zoning regulations and site engineering is satisfactorily completed. This is an extremely tight time frame for the site engineers; we will be happy to work with the site engineers to help meet the deadlines . I would note that the preliminary review plan which you submitted will need a substantial amount of revision in order to conform with our zoning regulations . I have enclosed a copy of the site plan section of our regulations for your use. Also, the Town Engineer has done a preliminary review of the submitted plan, and his comments are enclosed. (However, as the plan is so preliminary, the Town Engineer will not be able to do a detailed review until site engineering is completed. ) Our most optimistic PZC schedule would be: 1 . Submission of application and fully-engineered plans to Town Hall no later than Friday, May 22, for official receipt by PZC on Tuesday, May 23 . (If application is not at Town Hall the day before the regular meeting, PZC is prohibited from accepting it until their next regular meeting, by State statute. Monday, May 25, is a holiday and Town Hall is closed. ) Howard E. Fitts Page Two April 30, 1992 Timothy Edwards Middle School 2 . Public hearing/action on Tuesday, June 9 . PZC action will generally occur only if there are very few/very minor outstanding engineering issues/items . If at the time of public hearing there are many unresolved engineering items, PZC generally will not act until the items are resolved. If possible, I would recommend submitting the application and plans sooner than May 22, to provide more time for our staff to review plans, submit comments to your engineer, make any necessary revisions to the plans, and have them re-reviewed by our staff . Two weeks is an extremely tight time frame for this to occur. I also provided a copy of the preliminary plan to John McCahill for determination of whether wetlands permit or conservation plan approval are required. He has indicated that he cannot determine from the plan submitted whether there is disturbance of 20,000 square feet or more. If there is, a conservation plan must be approved by IWA/CC. Also, there is a defined channel southerly of proposed work; if site work will occur with 80 feet of this swale, a wetlands permit for regulated activity may be necessary. If IWA/CC action is required, submission of application and plans must be made no later than Friday, May 15, to be heard at the IWA/CC meeting on June 8 . If IWA/CC does not take action on June 8, they do meet again on June 15 . (IWA/CC does not make any exceptions to the application submission deadline. ) The good news is that pavement is allowed in required yard setbacks, so there is no ZBA action required for the parking area at the easterly end of the school . One last note: Please stress to the architect/engineers that the 30" x 40" drawings are oversized, do not meet our regulations ( 24" x 36" maximum size) , and cannot be filed in our Town Clerk's office. It is also unacceptable to reduce final plans down to 24" x 36" from the larger sheets, because then the scale is also reduced and no longer meets our regulations (40 scale required) . We had a lot of difficulty with this issue with the high school plans . Hap, please call me with any questions, and let me know when we can be of further assistance. I will expedite your project through the in-house staff reviews and will be glad to meet with or otherwise work with your consultants to get the fastest possible Agency/Commission action. Howard E. I used information contained in the drainage study prepared by James P. Purcell Associates, Inc. as well as field observation to perform the analysis. In summary, there will be a slight increase in flow attributable to the increased impervious area for the additional parking. The effect of this increase diminishes quickly as the system is analyzed further downstream. Based on the information contained in the Purcell report, there will be no section of pipe that will be undersized as a result of this action that does not currently lack adequate capacity. If the recommendations contained in that report are implemented, the system will be adequate for the increased flow also. I hope that this answers the concerns of the Town in regards to drainage impacts of the proposed improvements.
