CONN. 06074 soR•co AREA CODE 203/644-2511 CERTIFIED MAIL: #P 682 149 129 November 4 , 1986 Mr. James Sabia 207 Buckland Road South Windsor, CT 06074 Dear Mr. Sabia: The Town has reviewed your request regarding clearing of the existing drainage channel adjacent to your property. During our site inspection, it was evident that a substantial amount of pine and willow cuttings , leaves, tomatoes, and other organic matter had been dumped within the channel area. It appears that this material eminated from your property. Therefore, you are advised to remove said dumpings from the channel within the next two weeks, so that a Town crew can then be scheduled to perform selective clearing of the undergrowth along the channel. I must also advise you that the Town cannot accept responsibility for any flooding which may occur as a result of the dumpings you placed within the channel. With regard to your PVC footing/curtain drain; it appears that the bottom of the pipe coincides with the bottom of the channel. It may be possible during heavy rainfall events for a backwater condition to occur. To avoid this situation, you could consider either raising the elevation of the pipe above the high water elevation in the channel or utilizing a sump pump arrangement. If you have any questions regarding the above matters, please feel free to contact me. I thank you in advance for your cooperation in the above matter. Very truly yours , "lZtlrcclr Z Michael J. tick Director of Public Works MJG:bmr cc: Richard J. Sartor, Town Manager M. C. Sartor, Town Manager FROM: Michael J. Gantick, Director of Public Works SUBJECT: DRAINAGE COMPLAINT JAMES SABIA 207 BUCKLAND ROAD Please be advised that I have reviewed the subject complaint with Mel, and I offer the following comments : 1. There is a significant amount of pine and willow tree branches, an old Christmas tree, leaves , tomatoes and other assorted organic matter which appears to have been dumped in the drainage channel by the complaintant. This material could impede the flow of stormwater along the existing channel. I would recommend sending Mr. Sabia a certified letter requiring him to remove the above noted material from the channel. 2. Once the material mentioned above is removed, Town forces would clear selective areas of undergrowth and debris along the drainage easement channel area. We would not propose a total clearing and rechannelization for the following reasons : a) There appears to be adequate hydraulic capacity along the existing vegetative channel to handle the stormwater from the existing 18-inch outlet pipe. b) The channel is fairly well stabilized with minimal evidence of erosion. To reconstruct the channel would leave it open for potential erosion until another vegetative cover could establish itself. c) The costs and commitment to manpower to fully reconstruct the channel are difficult to justify in view of the net benefit (aesthetic benefit) . Memorandum To: Richard J. Sartor, Town Manager From: Michael J. Gantick, Director of Public Works Subject: DRAINAGE COMPLAINT--JAMES SABIA--207 BUCKLAND ROAD October 28, 1986 Page 2 d) The most overgrown part of the channel appears to be beyond the limits of the Town drainage easement. e) The Buckland Road Reconstruction design will be starting within the next few months , and, at that time, further review of the ultimate drainage system for the area and aesthetic considerations can be addressed. 3. The 4-inch PVC footing/curtain drain from Mr. Sabia's property discharges into the existing drainage channel towards the rear of Mr. Sabia's property. Unfortunately, the invert of this pipe coincides with the bottom of the drainage channel, therefore, during heavy storm events, it may be possible for a backwater condition to occur. For Mr. Sabia to avoid this potential problem, he could investigate one of the following options: a) Raise invert of pipe above high water level of channel. b) Install a sump pump. At your convenience, I stand ready to review this matter with you. MJG:bmr cc: M. C. Stead, Jr. , Supt. of Streets --- -- ; "low i iI M : ..
