HomeMy WebLinkAboutAbbe Road (28) Note to File: Drainage Abbe Road and Benjamin Way 5/5/2010 Overview Residents on Benjamin way(#39,45,46)had expressed concerns about the drainage on their property; expressing a position that they believed the town should be responsible to fix the drainage so as to mitigate any flow onto their properties'. I have reviewed the files, 1956 and 2009 Aerial flights, and land records regarding the drainage in the vicinity of#401 and#411 Abbe Road and the drainage behind/along# 39,45,46 Benjamin Way. The overland drainage patterns from the east of Abbe Road appear to have remained fairly constant, draining through a culvert under Abbe Road through to a drainage swale between#401 and#411 Abbe Road . This swale continues down(much as it did in 1956 prior to the development of Benjamin Way in circa 1982) to a drainage basin behind#46 Benjamin Way. This drainage basin is then connected to a catch basin located between#39 and#45 Benjamin Way. This catch basin then discharges to a manhole located in the cul-de-sac of Benjamin Way. There is no evidence of any easement for the drainage basin on#46 Benjamin Way or the for the pipe from this drainage basin as it travels along#46 and#45. There is a DROW shown on the subdivision map along the catch basin and pipe for these two properties. This DROW appears to be for the two lots and there is no evidence suggesting that it was to be conveyed to the town. Conclusion I do not believe that the town has responsibility for the drainage system on#39, #45 or #46 Benjamin Way. From research of the land records, subdivision files, and aerial mapping the system was designed and constructed as a private drainage system and has been in place for about 27 years. These types of private drainage systems are not uncommon .I believe that as with all systems, attention to the maintenance of the drainage basins and the associated pipes remains key to mitigating potential problems. Michael J. anti, P.E. Director of Public Works Cc Jeff Doolittle, Town Engineer Karl Reichle, Supt. Of Operations Mark Owens,Street Services Manager -Abbe Rd From: Sgt. Rich Bond To: Chief Gary Tyler Date: 6/28/0412:07PyN Subject: Abbe Rd Sir, | have reviewed the data regarding Abbe Rd and found the following: 1. Accident history shows two accidents in the area in question since 2OO1. The most recent was infact due to speed and the resulting control loss. The other was in2DO1 and was minor in nature; not apparently related tospeed. 2. Traffic counters were placed Thursday thru Sunday of last week in in order to capture both workday and weekend traffic pmttorme. Total time for the count was 57hours. Overall average speed for northbound was 29 mph and for aouthbVundO3mph. Posted limit ie3Dmph. 3. Gouthbound.there were 20 vehicles measured ad4G mph and above. Two were found between 0730 and 0745 and three between 1130 and 1200. Both of these groups were on the Friday. Other than that, there was no pattern to the vehic|o travelling over the limit. Given that the count was for 57 hours, 2O vehicles does not seem toboa developing pattern. VVm will try to get radar to the area for the AK8 "rueh" for a visibility factor. 4. Northbound, there were 8 vehicles measured over 46 mph in the 57 hours period. Ae you could imagine, there was nm significant pattern. I did not find any significant group pattern or time of day that one would expect if there were an ongoing problem of cars attennUngto "get air"and the like. The significant speeders, over 45 mph, are few and far between and would prove troublesome toapprehend. The roadway topography does pose enattractive nuisance, but it does not appear tobea common area for groups ofdrivers. | do not think that speed trailer placement woiuld be an option, as that may serve to compound the nuisance. VVe can attempt to have district cars run the area more frequently in an attempt to increase presence. Finally, the blind spots in both directions caused by the rise combined with the narrow roadway and wooded curbside areas does make this an area where walking along the curb|inewould not be advisable. Two and one-half weeks ago Dan from State Line Construction told me that he would replace bituminous berming within one to two weeks. Based on my inspection, this has not been done. The following areas remain to be addressed: • 23 Lf. berming in front of hydrant across from 350 Abbe Road remains,to be replaced. • 10 Lf. bituminous berming across from property line between 350&360 Abbe Road remains to be replaced. • 85 Lf. bituminous berming 100 to 185 ft. south of CB across from 350 Abbe Road remains to be replaced. In addition to the bituminous berming, the area behind the berming is to be loamed and seeded and to such grade as to prevent any water overtopping the bituminous berming and shoulder area. We have received several complaints from Mr. George Gilson of 373 Abbe Road concerning the driveway apron that was placed as part of the water main project. Mr.Jerry Iazzetta,Town Engineer, has investigated and found that the apron was not correctly installed. It will not prevent road stormwater from running down the driveway and onto Mr. Gilson's property. I understand that Mr. Iazzetta has tried unsuccessfully to reach you by telephone. All of these items must be addressed satisfactorily by June 171998. If they are not, I will be recommending that the issuance of permits to Connecticut Water Company be reviewed and appropriate actions taken. Please call me at 644-2511, Extension 257 to advise as to your schedule for these repairs. Very truly yours, Tracy A. LaPiene ]Cl/jsv Project Engineer cc: Jerry C. Iazzetta,Town Engineer Michael J.
