Administrative Decision No.64
A review of your February 24,2012 request for an Administrative Decision regarding the subject development not
previously considered under Certificate No.958 has been completed.
Certificate No.958 issued on August 15, 1989 allowed for 500,000 square feet of light industrial use on multiple individual
lots. The certificate requirements were not satisfied and the certificate ultimately expired. A number of the individual lots
were subsequently developed with light industrial land uses. However, the overall development was never fully built. The
current Nutmeg Village proposal will develop several of the remaining lots for 292,276 square feet(140 condominium
units)of residential use, 15 single family homes, and 86,000 square feet of light industrial land use. It has been determined
that the current proposal will not substantially affect state highway traffic operations in the area. Lieutenant Richard A.
Bond, the Local Traffic Authority representative, concurred with these findings on April 16,2012. Consequently,an
Administrative Decision is hereby rendered that formal State Traffic Commission action under Section 14-311 of the
General Statutes of Connecticut regarding the proposed change in use is not required. The decision is based,in part,on the
enclosed plan prepared by Design Professionals entitled"Overall Site Plan,Nutmeg Village, 100 South Satellite Road,
L023&388 Pleasant Valley Road,South Windsor,Connecticut"Sheet LA-1,dated February 23 2012.
The decision shall not be effective until a copy of this letter has been filed on the municipal land records,in
accordance with the enclosed procedures, and this office has received a copy of the recorded letter. Upon filing of the
letter, this office would have no objection to the issuance of any building or foundation permits associated with the Nutmeg
Village development. Any future expansion or proposed land use changes shall only be allowed subject to review by this
office and,if necessary, formal State Traffic Commission action.
