South Windsor,CT 06074 RE: Cross Connection at 845 Foster Street Extension,South Windsor CT_—Account#291805 i i i Dear Mr.Anand, The well at 845 Foster Street Extension was disconnected and capped on 10/1/2010 when the then customer connected to Connecticut Water Company. The well was not to be utilized in the future and all domestic use for this property was to come from the CWC.public water main. During a recent inspection it was discovered that the well was subsequently reconnected to the interior plumbing in the house. This is in direct violation of the Connecticut Department of Public Health regulations. "No pipe or fixture connected with the mains of the Company may be connected with pipes or fixtures supplied with water from any other auxiliary source." There has been no metered usage recorded at this residence since the account was transferred to you on 3/24/14. This indicates that you are receiving water only from your well. As there is a cross connection violation in place, and no water use registered on our water meter, it is our intention to permanently shut off the water service and remove our water meter. If you wish to retain use of public water, you must cut and cap the well line on the'exterlor of the house and utilize public water for all d' 'estic'use;at this premise. We.are requ, esti.ng that you.-comp;—ote-.-the plumbing. m6clifications to eliminate the well-at this premise by Monday,August 1,2016. If not completed by this date, removal of the water meter and termination of the water service will be necessary. 1 can be reached at 860.292.2812 or itarnowicz@ctwater.com. As far as the use of the well for irrigation, you can do so as long as the water is solely used for irrigation, a reduced pressure device is installed, and it is physically removed from other water sources (which CT Water will be verifying 8/2/16). Please see the following CT General Statute which speaks to this provision. Part 1 does not apply to this scenario, but part 2 does. Sec. 19a-36.(d) The local director of health may authorize the use of an existing private well, consistent with all applicable sections of the regulations of Connecticut state agencies, the installation of a replacement well at a single- family residential premises on property whose boundary is located within two hundred feet of an approved community water supply system, measured along a street, alley or easement, where (1) a premises that is not connected to the public water supply may replace a well used for domestic purposes if water quality testing is performed at the time of the installation, and for at least every ten years thereafter, or for such time as requested by the local director of health, that demonstrates that the replacement well meets the water quality standards for private wells established in the Public Health Code, and provided there is no service to the premises by a public water supply,or(2)a premises served by a public water supply may utilize or replace an existing well or install a new well solely for irrigation purposes or other outdoor water uses provided such well is permanently and physically separated from the internal plumbing system of the premises and a reduced pressure device is installed to protect against a cross connection with the public water supply. Upon a determination by the local director of health that an irrigation well creates an unacceptable risk of injury to the health or safety of persons using the water, to the general public,or to any public water supply, the local director of health may issue an order requiring the immediate implementation of mitigation measures, up to and including permanent abandonment of the well, in accordance with the provisions of the Connecticut Well Drilling Code adopted pursuant to section 25-128. In the event a cross connection with the public water system is found, the owner of the system may terminate service to the premises. I hope you found this information to be helpful. If after reading this you still have questions, please feel free to call me. Thank you. I got your letter yesterday July 31, 2016 as I was out of town with my family for last 2 weeks. In your letter it says that the well was disconnected and capped on 10/01/2010 when the then customer connected to Connecticut water company. The well was not to be utilized in the future and all domestic use for this property was to come from CWC.But when I bought this house this was not the case. I bought the house on 3/24/2014 and moved with my family on 3/28/2014 after that I have not done a single penny modification to the house. The seller used the well as the selling point for the house and the well was very well connected to the public water with on/off knob on both the side(what u saw in your visit)one knob at the CWC line and the other at the well side. After moving into the house I never touched anything nor made any modification to any of the lines. The back flow preventer was also already there. I also have the home inspection report which I submitted to the bank to get the loan where it's clearly mentioned that the property has well and public water and even the licensed home inspector never told me that it's not correct nor the seller or the bank. From the home inspection report its evident that the cross connection was already there when I bought the house and nobody took the objection or told me that it's incorrect at the time of selling the house. I well was projected as a good selling point to me verbally. But now as the well has been shut down and in the house CWC water is been used I guess things must get settled down. I also left a voice message to you on your cell 860 292 2812 yesterday to let you know that the well has been capped and as evidence attached are the pictures.
