The Honorable Thomas A. Delnicki
Mayor
Town of South Windsor
1540 Sullivan Avenue
South Windsor,CT 06074
Dear Mayor Delnicki:
Section 22a-6u of the Connecticut General Statutes requires the Connecticut Department of Energy and
Environmental Protection (DEEP) to provide you with notice of a significant environmental hazard
reported in your jurisdiction. Under the statute, DEEP is also notifying the state representative and state
senator representing the area in which the pollution has been identified. DEEP must, in addition, provide
notification to Federal and State Occupational Safety and Health Administration (OSHA) offices that
have jurisdiction, and is required to post on the Department's Internet website a listing of all notices
received under this law. Additional information about the reporting of significant environmental hazards
to DEEP is available in a DEEP fact sheet that can be found in the Remediation section of the DEEP
internet site at http://www.et.gov/dep/remediation.
Enclosed please find a copy of a Significant Environmental Hazard Report for 1708 Ellington Road in
South Windsor. The significant environmental hazard reported is that pollution detected in groundwater
above standards may threaten a drinking water well. Also enclosed is a copy of the DEEP's
acknowledgement letter in response to this hazard notification. Threatened drinking water supply wells
have been sampled multiple times and contain no contaminants of concern, In the acknowledgement
letter DEEP directed the property owner to contiue to monitor onsite groundwater condition and submitt
annual reports.
If you have any questions, or for further information regarding the Department's response or actions
under this program, please contact Rob Robinson of DEEP at(860)424-3775.

RE: Notification of Significant Environmental Hazard
Speluci Property
1708 Ellington Road, South Windsor
Dear Mr. Spelucim:
This is to acknowledge receipt, on May 13, 2013 of written notification, under the requirements
of Connecticut General Statutes(CGS)Section 22a-6u. This notification reported the presence of
an environmental hazard at a property owned by you, located at 1708 Ellington Road in South
Windsor. The notification identified the following significant environmental hazard(s):
Groundwater polluted with Benzene at a concentration of 510 ug/L, exceeding the
adopted groundwater protection criteria, is or may be located within 500 feet upgradient
of a supply well.
Thank you for notifying the Department of Energy and Environmental Protection(DEEP) of this
condition, which you believe is due to an underground storage tank leak. It is DEEP's
understanding that in the intervening period downgradient drinking water wells were sampled and
were determined to be non-detect for the contaminant of concern.
DEEP requests, under CGS Section 22a-6u (k)(1), that you continue to monitor onsite
groundwater concentration for the contaminants of concern and submitt annual reports to the
attention of the staff member below.. If groundwater conditions change, please collect additional
samples for the downgradient drinking water supply wells.
Pursuant to CGS Section 22a-6u(i), the owner of the water supply well tested, the local Health
Director, and the identified DEEP staff member must be notified in writing within 24 hours of
receipt of any analytical results indicating that a water supply well sample exceeds action levels
or maximum contaminant levels. In addition, DEEP requests that such notifications also inform
well owners of their statutory obligations under Section 22a-6u(i). Furthermore, if potable
drinking water wells become impacted with the contaminant of concern, actions need to be taken
to provide an immediate alternative supply of potable water and recommendations for continued
provision of potable water.
Except for environmental hazards identified under CGS 22a-6u Section (b)(1) or (h)(1), further
notifications resulting from investigations conducted as a result of this acknowledgement are not
necessary, provided that DEEP is promptly advised of sample results as requested above. Should
you wish to voluntarily remediate this site, several programs are available under Sections 22a-
133x and 22a-133y of the Connecticut General Statutes.
For your information, pursuant to the requirements of CGS Section 22a-6u (m), the DEEP must
forward a copy of your written notification to the chief elected official of the municipality in
which the site is located, the state senator and state representative for the site's location, and state
and federal Occupational Safety and Health officials. DEEP also sends a copy to the Local
Health Director. In addition, DEEP sends a copy of this acknowledgement letter to these
individuals. The DEEP must also add this site.to the"List of Significant Environmental Hazards
Reported to the DEEP"that is maintained on the DEEP internet site. Also, be advised that CGS
Section 22a-6u (1), requires that the Significant Environmental Hazard Notification Report be
conspicuously posted at the site not later than five days after the commencement of an activity by
any person that increases the likelihood of human exposure to known contaminants.
If you have any questions regarding your obligations specified in this letter, please contact Kevin
Neary of the DEEP at 860-424-3947.
Sincerely,
U

On-site contamination is the result of historic UST system releases that occured prior to G.Spelucin purchase of
property in 1984. Circa 1948-1984 property was a gasoline service station and auto repair garage. Mr. Spelucin
converted the property to commercial/office use upon his purchase in 1984. Residual contamination on the site is
limited.in extent due to the presence of tight soils(silts and clays),which minimize the potential for migration.

14. Additional comments regarding the hazard condition(s):
On-site contamination is the result of historic UST system releases that occured prior to G. Spelucin purchase of
property in 1984. Circa 1948-1984 property was a gasoline service station and auto repair garage. Mr. Spelucin
converted the property to commercial/office use upon his purchase in 1984. Residual contamination on the site is
limited in extent due to the presence of tight soils(silts and clays),which minimize the potential for migration.

Gasoline USTs were removed prior to 1984 by the previous property owner. Heating oil UST and certain related
impacted soils were removed in 2002 by G.Spelucin. Private potable well at 1700 Ellington Rd.was sampled in
June 2002 and April 2013,and found to have no detectable concentrations of VOCs via Method 524.2 and Method
502.2,respectively. Private potable well at 1676 Ellington Rd.was sampled in April 2013,and found to have no
detectable concentrations of VOCs via Method 502.2.
