Introduction 1 .1 Purpose Martin Brogie, Inc. (MBI) is pleased to submit the following report regarding the Connecticut Regulated Wetlands identified on and adjacent to the Eli Terry School at 569 Griffin Road in South Windsor, Connecticut. The general scope of services was to conduct an assessment of the existing, previously delineated wetlands to assess their specific functions and values and to prepare a report describing the wetland system attributes. In addition, MBI evaluated the proposed construction plans and details to assess potential wetland impacts that may result from construction and/or design implementation. As needed, MBI provided wetland mitigation recommendations/design alternatives, to offset potential impacts. 1.2 Background Martin Brogie, Inc. (MBI) was engaged to conduct this assessment by LRC Group of Cromwell, Connecticut. MBI conducted the wetland evaluation on May 23, 2018 in anticipation of South Windsor Wetland Commission review of the proposed project. Martin Brogie, Certified Soil Scientist with MBI conducted the assessment and field inspection aspects of the project. The Podunk River and associated wetlands are located south of the school on the southern portion of the Property. The school building is to remain occupied while a new, 67,000 square foot school and associated amenities are built on the same site, to the east of the existing school. Subsequently, the old school will be demolished, and additional amenities including paved parking and driveway areas will be installed. Page 12 Eli Terry School Wetlands Report June 12, 2018 2. Site and Vicinity Characteristics 2.1 General Site Description and Location The Property is approximately 17.06 acres in size and is improved with a 50,000 +/- square foot (s.f.), one-story, elementary school building. A paved driveway enters the Property from Griffin Road, to the north, and joins a paved parking area northeast of the school building. Additional paved parking, maintenance access areas and paved play areas are located east and southeast of the school. Grassed athletic fields occupy the eastern portion of the site, grassed lawn is located on the north side of the school and extends to the northern Property boundary. The western portion of the Property is occupied by playgrounds, grass and paved play areas and paths. The Podunk River flows east to west across the southern portion of the Property including sections of the river that travel on the boundary, skirt off of the Property to the south, and then return on to the Property before crossing the western boundary. A concrete footbridge crosses the river near the western Property boundary joining the school property with a residential neighborhood to the south. The current school facility includes two storm water point discharges to the floodplain/river. Both are located on the northern edge of the floodplain. One 18" reinforced concrete pipe, located at wetland flag #27 terminates in a flat, stable area adjacent to a large, mature Tulip Tree. The second discharge point is located further west, on a slope, on the edge of the floodplain at wetland flag #18. This discharge location is unstable and eroded and the last two sections of pipe are dislodged. There is an abrupt change from lawn and building area to the floodplain/wetland area including a chain link fence between the two. The school is located in a residential area. Single-family residences border the Property to the north, east and south. Forested land and floodplain areas associated with the river border the Property to the west. A Site Location Map is provided as Figure 1. 2.2 Site Soils The Natural Resource Conservation Service WEB Soil Survey indicates that the majority of the site consists of Manchester Gravelly Loamy Sand. These soils consist of very deep, excessively drained soils formed in glaciofluvial materials. They are nearly level to very steep soils on outwash terraces, outwash plains, outwash deltas, kames, kame terraces, and eskers. Page 13 Eli Terry School Wetlands Report June 12, 2018 A narrow band of Saco Silt Loam is mapped along both sides of the Podunk River by the Soil Survey. The Saco series consists of very deep, very poorly drained soils formed in silty alluvial (floodplain) deposits. They are nearly level soils on flood plains, subject to frequent flooding. Slope ranges from 0 to 2 percent. Permeability is moderate in the silty layers and rapid or very rapid in the underlying sandy materials Field study of the site is consistent with these mapped soils. Typical floodplain soils were noted along the concave, vegetated area along the river. The Google Earth`"'aerial views below depicts the position of the river in the landscape. 2.3 Site Hydrology The Podunk River is a perennial watercourse that extends approximately 8-10 feet wide and has 12-18- inch banks and a sandy, gravelly bottom. The floodplain extends generally 50 to 75 feet from the river banks. No evidence of recently active flooding (rack lines, debris, etc.) was observed in the flood plain area. The river forms in a broad, flat wetland area bordering on residential and agricultural land approximately 2 miles to the southeast. It flows through the site generally east to west and then turns southwest, ultimately dissipating in a broad, wetland area approximately 3 miles to the southwest. The Connecticut Department of Energy and Environmental Protection has designated the Podunk River as a Class A watercourse indicating designated uses for habitat for fish and other aquatic life and wildlife; potential drinking water supplies; recreation; navigation; and water supply for industry and agriculture. Page14 Eli Terry School Wetlands Report June 12, 2018 Overall, the quality of the surface water is expected to be very good given the well-protected riparian corridor along the majority of the river. 2.4 Site Vegetative Cover Types The floodplain wetland area along the river was heavily vegetated with a variety of trees, shrubs and herbaceous plants. Tulip Tree (Driodendron tulipifera), Silver Maple (Acer scrcchctrinum) and Red Maple (Ater rubrum) dominated the overstory although some Black Oak (Quercus velutina), Shagbark Hickory (C.'cir y-ti ovala), and Red Pine (Plnrr.5' resinosa) were noted on higher elevations along the west end (north edge) of the noodplain. Honeysuckle (Lonieera inaackii) and Spicebush (Lin(leru ben_-Oin) were noted shrubs and Skunk Cabbage Sensitive Fern (Onoclect sensibilis) . Jack in the Pulpit (rlrisaenw lril7h),llum), Je,.velweed (linpatiens capensis). various Sedges (C arex spp.). invasives including Poison lvy, Multiflora Rose and BittersNwet were observed throughout the IloodI lain although they did not dominate the landscape. Page 15 Eli Terry School Wetlands Report June 12, 2018 3. Wildlife Habitat and Utilization The Podunk River and its associated floodplain serve as a narrow wildlife corridor through highly developed residential areas. Songbirds, raptors, and various mammals including Racoon, Possum and White-tailed Deer are expected to use the area. No fish were noted in the river and no assessment of fish passage impediments was conducted throughout the reach on, or offsite. It is likely that some small populations of Brook Trout and/or Dace are present in reaches of the river. No connection to fish migration routes from the Connecticut River are available. No obligate Vernal Pool breeding amphibian egg masses were observed in site wetlands during the site visit. These species would not be expected to occur on the site due to the lack of protected intermittent/seasonal pockets of standing water. The dense floodplain vegetation, connectivity along the riparian corridor and the river provide cover, nesting sites and food opportunities. Although no significant, direct wildlife observations were made during the site reconnaissance, the area is considered to be a high-quality wildlife habitat/corridor through a developed area. The Connecticut Department of Energy and Environmental Protection (CTDEEP) Natural Diversity Database (December 2017) does not depict any mapped State or Federal Listed Species or Significant Natural Communities on or adjacent to the Property. Page 16 Eli Terry School Wetlands Report June 12, 2018 4. Wetland Functions and Values A qualitative review of the functions and values of the on-site wetlands was performed to assist in determining wetland impacts resulting from the project. Wetland functions consistent with U.S. Army Corps of Engineers methodology were assessed and are summarized below. Groundwater Recharge/Discharge — This function considers the potential for a wetland to serve as a groundwater recharge and/or discharge area. Recharge should relate to the potential for the wetland to contribute water to an aquifer. Discharge should relate to the potential for the wetland to serve as an area where groundwater can be discharged to the surface. Given the position in the landscape and the deep, well-drained soils, the wetland has both discharge and recharge functions. Floodflow Alteration - (Storage & Desynchronization) - This function considers the effectiveness of the wetland in reducing flood damage by attenuation of floodwaters for prolonged periods following precipitation events. Since the wetland directly receives storm water flows it does have some storage capacity and the ability to attenuate flows. The watercourse and associated vegetated floodplain offer significant capacity for storage and desycnchronization. Perhaps the primary function of this wetland system is to attenuate stormflows through storage, absorption, plant uptake, and dispersion. Sedimentation/Shoreline Stabilization — This function relates to the effectiveness of a wetland to stabilize streambanks and shorelines against erosion. The onsite wetland (river and floodplain) provides a stable/well-vegetated environment and the shallow grade further reduces the likelihood of significant erosion. Sediment/Toxicant Retention and Nutrient Removal/Retention/Transformation — The river receives stormwater input from a variety of locations. No quiet water/marsh areas were noted on the Property in association with the river. These areas tend to provide better opportunities for treatment/retention/removal. Stormwater flow, through this system does reduce entrained sediments which are deposited in eddies and slower moving water areas. Production Export--This function relates to the effectiveness of the wetland to produce food or usable products for humans or other living organisms. Given the variety and type of vegetation in the floodplain, the wetland does produce food for wildlife use. The river also provides habitat for insect and macroinvertebrates that serve as food sources for larger prey. Fish and Shellfish Habitat — This function considers the effectiveness of seasonal or permanent waterbodies associated with the wetland in question for fish and shellfish habitat. No fish were noted in Page17 Eli Terry School Wetlands Report June 12, 2018 the river and no assessment of fish passage impediments was conducted throughout the reach on, or offsite. It is likely that some small populations of Brook Trout and/or Dace are present in reaches of the river. No connection to fish migration routes from the Connecticut River are available. Wildlife Habitat - This function considers the effectiveness of the wetland to provide habitat for various types and populations of animals typically associated with wetlands and the wetland edge. Both resident and/or migrating species are considered. See Section 3. Endangered Species Habitat — The Connecticut Department of Energy and Environmental Protection (CTDEEP) Natural Diversity Database (December 2017) does not depict any mapped State or Federal Listed Species or Significant Natural Communities on or adjacent to the Property. Visual Quality/Aesthetics ---The river and its associated floodplain, along with the crossing footbridge, provide natural and continuous views and aesthetic qualities based on the plant diversity and landscape texture. As such, it has high value with regard to this category. Educational/Scientific Value, Recreation, and Uniqueness Heritage — The above comments apply. In addition, a walking path and bridge are located along and over the river. The presence of this area at a school provides significant educational value. Overall, the river and floodplain provide several strong functions and values including stormwater attenuation, wildlife habitat, and aesthetic and educational values. Page 18 Eli Terry School Wetlands Report June 12, 2018 5. Proposed Project Improvements The proposed project calls for the construction of a new, 67,000 square foot (s.f.) school building and associated paved driveway and parking areas, as well as lawn, landscaping, playgrounds and stormwater control features. Two stormwater discharges are proposed for the east side of the new building. One discharge point originates from building roof leaders and the courtyard area and is directed along the east exterior wall of the building to a rip-rap protected flared end pipe off the southeast corner of the building and outside of the regulated wetland area. An elongated, grassed, water quality swale is located further east of the building and is oriented north to south. It receives field underdrain discharges and some stormwater from paved surfaces northeast of the building. The swale is graded to drain, via sheet flow toward the wetlands, with some minor grading inside the regulated area. This area is part of the current developed area of the site. The paved parking areas and associated improvements west of the building utilize pervious pavement and underground detention and well as catch basins with sumps to attenuate flows and treat stormwater. Treated stormwater from this area of the site discharges to two flared end pipes with rip-rap protection. The flared ends, protection and required grading extend in to the regulated area, nearly half of which is in already developed areas of the site. The west side of the western outlet extends to approximately 10 feet from the wetland/floodplain line. The two existing stormwater discharge points will be removed. See Appendix F for Permeability results 't.1 Proposed Improvements a The existing 52,290 square feet school building is being demolished and a 65,260 square foot school building is being built in its place, but situated more towards the east site of the property. There will be associated parking, driveways and sidewalks to go along with the new proposed 3; school building. Improvements associated with the construction of the new school building will include the repaving of parking areas, sidewalks and driveways, along with associated drainage structures and materials to support the new parking and building. The new construction will also include porous pavement areas and underground detention chambers. a The project increases the total impervious surface over the entire property. The increase in impervious area and site development will cause an increase in the peak rate of runoff leaving the site. Therefore, on-site stormwater detention will be required, as well as water quality, per CT DEEP requirements, in the form of at least 80% of the Total Suspended Solids (TSS). <<i` Site Drainage Design The proposed development of the site consists of the construction of new parking areas and driveways which will be caught in new catch basins, or infiltrate through the proposed porous 1 l pavement areas that will be located in the parking stall areas. The new catch basins will flow into proposed underground detention that is designed to detain the 100 year storm event without , overtopping the structures. The sizing of the chambers is also intended to hold the water qualityw volume that will be entering the system. See calculations located in Appendix A. Due to the new routing of the catch basins and the reconstruction of the new school building in a location further east, there is a reduction in size of the amount of area contributing to Analysis Point 1. Therefore, there is a reduction to the stormwater runoff in this area. ' '=j , Because the proposed development includes approximately an 11°lo increase in impervious area, the installation of the underground.detention chambers wil{ be irr0ailed to lower the overall stormwater runoff from the site. Also to accommodate the increaed]n-impervious area, porous Page 3 ` 4 : ..3 s •'1 - y IR , 3 Proposed `" Engineering Sumer r 3 t 'r pavement area uuj( be installed as a method of water quality practice. However, infiltration--is-assumed in the areas of the proposed porous pavement areas. This infiltration rate has been assumed based on test pits completed by Soil Science and Environmental Services, Inc. The rate used was an average of the surrounding test pit location percolation rates. The proposed stormwater management system has been designed in consideration to the need to 1) meet all applicable design criteria set forth within the Town of South Windsor regulations; 2) meet any additional design requirement set forth by the Town Engineer and or the CT DEEP. Per Town of South Windsor Regulations, there is to be zero net increase of stormwater discharge for the 2, 10, 25 and 100-year storm. Method of Analysis z.. . The HydroCAD Stormwater Modeling System computer program by Applied Microcomputer Systems was used to analyze and design the storm sewer system. HydroCAD uses the TR-55 : . curve number method to estimate the quantity and peak rates .of runoff produced by each y; subcatchment; the resulting flows are routed through the different storm system elements to the system's Outlet Points, typically where the stormwater flows leave the subject property. Storm : events were analyzed with Type III, 24-hour rainfall values and curve number/cover types as selected from the SCS TR-55 Manual. Also, the minimum of Time of Concentration used was 0.083 hours (5 Minutes) as selected from the SCS TR-55 Manual. Folger Environmental Planner Town of South Windsor Re: Appl. # 18-37P Review of Eli Terry School -Plans dated 6/13/2018. I have reviewed the site plans for the proposed Eli Terry Hill School with the following initial comments: 1. Please install silt fencing along both sides of the eastern entry driveway. 2. The series of catch basins and pipes along the west side of the proposed building will join an existing 18"drainage pipe which outlets to the watercourse. An evaluation of the suitability of the existing outlet to convey the anticipate flow to the watercourse without erosive cutting must be done. What is the expected velocity exiting the pipe? 3. The environmental report identifies another existing discharge pipe with stability issues. How will the existing erosion and unstable pipe issues be addressed? 4. Outlet protection at each of the proposed new outlet structures discharging stormwater terminates prior to the toe of the existing slope. This will result in erosive head cutting and convey sediment to the watercourse. Please extent outlet protection to the toe of the slope. 5. Please change the plans to show the installation of stone check dams at regular intervals along the proposed swales. 6. Please remove the proposed soil stockpile from within the Upland Review Area. 7. A temporary sediment basin is proposed to be placed at the southern end of the new building. Will the elevation of the basin conflict with the proposed perforated pipes located in the same area? 8. Please define the staging and parking area for construction materials and personnel. Install a topsoil berm along the southern edge of the staging area. Town Engineer,Town Planner, IWA/CC, Public Building Committee 1 July 12, 2018 Mr.Jeffrey H. Folger, Environmental Planner Town of South Windsor 1540 Sullivan Avenue South Windsor, CT 06074 Re: Response to Comments IWA Appl. # 18-37P New Eli Terry Elementary School LRC Proj. No. 17-2144 Dear Mr. Folger, Please find below narrative responses to your comment letter of July 2, 2018 regarding the plans for the new Eli Terry Elementary School. Where requested and so noted in our response, modifications have been made to the drawings. Comment#1: Please install silt fencing along both sides of the eastern entry driveway. Response: Silt fence has been added along both side of the eastern entry drive as shown on the "Sedimentation and Erosion Control Plan", sheet C4.2. Comment#2: The series of catch basins and pipes along the west side of the proposed building will join an existing 18" drainage pipe which outlets to the watercourse. An evaluation of the suitability of the existing outlet to convey the anticipate flow to the watercourse without erosive cutting must be done. What is the expected velocity exiting the pipe? Response:A series of existing catch basins on the property are connected to a 24"RCP pipe which runs from Griffin Road to a discharge point at the delineated inland wetlands adjacent to the Podunk River (outlet is labeled as an 18"RCP FE). The proposed drainage design utilizes the some outlet location with a decrease in stormwater discharge. A representative from our office will inspect the existing outlet and provide an evaluation. Comment#3: The environmental report identifies another existing discharge pipe with stability issues. How will the existing erosion and unstable pipe issues be addressed? The existing yard drain will be removed and the outlet drainage pipe will be cut and plugged once the existing school building is demolished and the new parking area constructed. Comment#4: Ctudet protection at each of the proposed new outlet structures discharging stormwater terminates prior to the toe of the existing slope. This will result in erosive Head cutting and convey sediment to the watercourse. Please extent outlet protection to the toe of the slope. Response: The outlet protection dimensions and stone size provided at each discharge location is designed for the 25 year storm event in accordance with the 2002 Connecticut DOT Drainage Manual. The modified riprop outlet protection has been extended to the toe of slope to minimize erosion and is shown on the "Sedimentation and Erosion Control Plan", sheet C4.1. Comment#5: Please change the plans to show the installation of stone check dams at regular intervals along the proposed swales. Response:permanent stone check dams have been added to the proposed swale and are shown on the "Sedimentation and Erosion Control Plan", sheet C4.1. Comment#6: Please remove the proposed soil stockpile from within the Upland Review Area. Response: The proposed stockpile area has been relocated outside of the Inland Wetlands Upland Review Area as shown on the "Sedimentation and Erosion Control Plan", sheet C4.1, Comment#7: A temporary sediment basin is proposed to be placed at the southern end of the new building. Will the elevation of the basin conflict with the proposed perforated pipes located in the same area? Response: The temporary sediment trap shape and location has been revised to minimize any impact by the proposed perforated pipes on the south side of the proposed school building and is shown on the "Sedimentation and Erosion Control Plan", sheet C4.1. Comment#8: Please define the staging and parking area for construction materials and personnel. Install a topsoil berm along the southern edge of the staging area. Response: Site logistics plans prepared by Gilbane identify staging; parking and material storage areas were included in the Planning &Zoning Submission. These plans will be included in the iWA Application #l 8-3 7P submission. Accompanying this letter are revised drawings which incorporate the responses note above as well as align the proposed improvements with those reflected in our July 3 submittal to Planning and Zoning for Site Plan Approval and Special Exception made July 3, 2018. Please don't hesitate to contact us with any further questions that you may have. The old drainage outfall south of the school has been pulled back away from the large tree and will be replaced with a new outfall pipe and flared end with a rip rap plunge pool The drainage swale on the east side of the school has been removed. All storm waterfrom the driveway will be piped to the 30 inch main storm drain pipe that will run along the west side of the new school. I am satisfied with this drainage system, althought the drainage report needs a few minor corrections, which should not change the drainage system or impact the wetlands along the Podunk River.
