If needed, property lines also served as horizontal boundaries. The remediation target areas comprise approximately 18.9 acres of the site and are shown in Figure 1: Remediation Action Plan In March 1999, the CTDEP issued guidance on the development of former agricultural properties. This guidance includes methods to remediate pesticide contaminated soil, such as mixing the soil with unaffected soil, burying the contaminated soil below impervious covers such as paved roads and parking lots, and removal and off-site disposal. To address pesticide contaminated soil within the site remediation target areas, various cleanup methods will be utilized within each development phase. There are four development phases proposed for Dzen Tree Farm, and each will be completed in numeric sequence with Phase I completed first, then Phase II, etc. If is estimated that development from Phase I through Phase IV will take approximately five years to complete. The proposed development phases with the respective lots to be developed are depicted in Figure 1. The proposed remedial actions for target areas within each development phase will be as follows: Phase I— Since there are no pesticide contaminated soils within Phase I, no remedial action is required for these lots. Phase II_—Some or all of the soil within lots 31,32,33, 35, 36,and 37 include contaminated soil , to approximately eight inches deep. For those areas, the top 1.5 feet of soil will be thoroughly mixed together and then resampled and tested for pesticides and arsenic. If . contaminant concentrations remain elevated, either additional `clean' soil will be mixed into the affected soil, or the affected soil will be placed below six inches of `clean'topsoil. The cleanup may take up to three months to complete. Phase III—Some or all of the soil within lots 44,45,46, and 50 and the open space area south of lot 45 include contaminated soil to approximately eight inches deep. For those areas, the top 1.5 feet of soil will be thoroughly mixed together and then resampled and analyzed for pesticides and arsenic. If contaminant concentrations remain elevated, either additional `clean' soil will be mixed into the affected soil, or the affected soil will be placed below six inches of`clean'topsoil. Additionally, soil on lots 48 and 49 include contaminated soil to approximately 1.5 feet deep. For these two lots, approximately 1.5 feet of soil will be removed and placed into a stockpile, thoroughly mixed with cow manure (making approximately 5% of total volume), and covered with plastic sheeting. Treated in this way, the concentrations of pesticides in the soil pile should be reduced by anaerobic dehalogenation processes. After approximately four to six months of treatment, soil samples will be collected and analyzed for target pesticides and arsenic. If contaminant concentrations remain elevated, either additional `clean' soil will-be Remedial Action Plan 030308
