RECEIVED NOV 119 2013 SOUTH WINDSOR PLANNING DEPT. Culvert Computations Nutmeg Village Pleasant Valley Road South Windsor, CT -4 Prepared by: Design Professionals, Inc. 425 Sullivan Avenue South Windsor, CT 06074 May 10, 2013 1"'OfieSSlOfiaft Table of Contents Section Summary Culvert Plan &Details Flow Rate Calculations Culvert Computations Design Criteria&Data Drainage Area Map k Summary The computations included in this report intend to demonstrate that the proposed 72"x60" precast concrete box culvert will have adequate hydraulic capacity to safely convey stormwater associated with the existing ditch under the roadway. The anticipated watershed contribution was determined by a field reconnaissance and available aerial and topographic mapping. A conservative approach was taken while determining the overall time of concentration. It was calculated by adding the time it takes runoff to reach the beginning of the drainage ditch from the westerly developed properties, to the time it takes flow to convey through the ditch to culvert. The calculation time of concentration was 15 minutes. Hydraflow Express Extension software was used to analyze the culvert. Some of the important inputs to the model included the following: • 72" wide by 48" high rectangular concrete culvert(48" in lieu of the 60" was used to account for a 12"layer of streambed material settling into culvert over time) • Manning roughness coefficient of channel, n=0.016, representing an excavated channel. • Slope of culvert=0.003 The results of the analyses indicated that at least 12" of freeboard space will still be available between the ceiling of the culvert and the water surface, during a 50-year storm event. The 12" freeboard is a design requirement outlined in the ConnDOT Drainage Manual. The format of this report was developed to provide a clear justification of the computations. The order is as follows: 1. Culvert Plan&Details—Preliminary culvert plan and relevant details depict the location, orientation, and general information regarding the proposed culvert. 2. Flow Rate Calculations—This section provides the computations used to quantify flow rates contributing to the culvert. 3. Culvert Computations—Flow rates were applied to the geometry of the culvert using Hydraflow Express software. 4. Design Criteria&Data—Relevant engineering criteria used during the preparation of this report is documented. 5. Drainage Area Map—Total and sub- watershed areas are delineated. Rational runoff coefficients are shown. As the slope of the drainage basin increases, the selected C value should also increase. This is caused by the fact that as the slope of the drainage area increases, the velocity of overland and channel flow will increase allowing less opportunity for water to infiltrate the ground surface. Thus, more of the rainfall will become runoff from the drainage area. In summary, it should be reiterated that in assigning a value to the runoff coefficient for use in the rational method, the engineer must rely heavily on experience and judgement, Table 6-3 Recommended Coefficient Of Runoff For Pervious Surfaces By Selected Hydrologic Soil Groupings And Slope Ranges Slope A B C D Flat 0.04-0.09 0.07-0.12 0.11-0.16 0.15-0.20 (0- 1%) Average 0.09-0.14 0.12-0.17 0.16-0.21 0.20-0.25 (2-6%) Steep 0.13-0.18 0.18-0.24 0.23-0.31 0.28-0.38 (Over 6%) Source: Storm Drainage Design Manual, Erie and Niagara Counties Regional Planning Board. Request for Site Plan modification for the 155 unit multi-family development, now to be known as "South Winsor Woods", on the remaining 49.5 acres, located on the northerly side of Pleasant Valley Road, southerly side of South Satellite Road and easterly of Nutmeg Road South, MF-AA zone 2. The site plan/special exception was originally approved on 7/24/12. 3. There are significant wetlands areas around the property. The applicant received IWA/CC approval 7/18/12. 4. Water and sewer are available to the site. WPCA approval ha been received. Refuse pick up is proposed to be curbside. 5. Sidewalks are proposed along one side of all streets. A bus shelter has been shown at the entrance to the development. 6. As indicated, the changes proposed involve modifying some of the footprints and changing the style of the house designs. It appears that all other zoning requirements are being met. 7. The Architectural and Design Review Board reviewed this on 10/10/13 on the new designs for the houses. Generally, they agreed in concept to many of the changes being considered and encouraged the applicant to continue in developing flexibility in the designs they were to offer. One concern expressed is that commonality be maintained between the two aspects of the development and that similar materials, architectural elements and colors be used throughout the project. The Committee endorsed the architectural styles that were being pursued. They indicated they would like to have the applicant return with the final colors and material samples for the project. If approved, the Planning Department would request an approval condition that all the conditions of the previous approval remain in effect. This is noted on the roadway profile drawings (sheets PP-1 thru PP-4). : • 15. The first floor elevations of all units are shown on the grading plans (sheets CG-1 thru CG-5). : 16. The maximum slopes for the three detention basins are noted on the grading plans. (sheets CG-1 thru CG-5). : 17. The trash rack detail has been revised. The detail depicts a trash rack made of%z" smooth steed bars with 3" openings. • 18. Riprap emergency spillway swale has been added to pond #1 (sheet CG-3). : 19. It is expected that no utility conflicts will occur. • 20. We believe that the proposed site elevations and stormwater collection system will provide for a quality environment free from any detrimental impacts due to shallow groundwater conditions. 21 . Roadway underdrains are proposed along Shepard Way. This is the proposed road where there is a substantial earthwork cut. Refer to roadway profile drawing on sheet PP-4. • 22. At this time, individual connections to each residential unit are not depicted on the plans. It is our intention to approach this issue with the Water Pollution Control Authority(WPCA). Should the WPCA require individual connections, the changes to the plans will be made. WPCA has permitted single connections. 23. The sanitary sewer collection system has been designed in conformance with the following requirements set forth in the Town of South Windsor Public Improvement Specifications: • All building sewers will be 6" PVC SDR 35 with minimum 2% slope and 3' cover. • • With the exception of the first three units, all buildings with basements, will be provided with sanitary service to such basements. • All sanitary sewer mains will be 8" PVC SDR 35 with minimum 0.5% slope. • Assuming that all units have three bedrooms, the anticipated design flow will be 0.43 cubic feet per second (Assuming 4.0 peaking factor& 150 gpd per bedroom). • An 8" sewer flowing full yields a carrying velocity of 3.2 ft/s. Design of the sanitary sewer pump station has not been completed. It is expected that plans will be prepared by Blake Equipment. • Plans have been prepared by Frank Smith of Electric Technologies Company. They are currently being reviewed by Fred Shaw. 24. At this time, the bridge design is not complete and is shown on the plans for illustrative : purposes. Bridge design is near complete and included in the latest plan set (sheets C-1 &C-2). It can be expected that minor changes to the bridge design will be made. • 25. Guard rails have been added to the plot plans (sheet CP-1). However, it is anticipated that the extents and connection points of the guardrails with the bridge parapets, will Likely be changed following completion of the bridge design. See comment above (#24). 26. The increase of runoff from the Pleasant Valley Road watershed was due to additional runoff created by the proposed site driveway. The plans depicted the first 60 feet of the driveway as sloped toward Pleasant Valley Road. The profile of the driveway has been adjusted so that the high point of the driveway is less than 15' from Pleasant Valley Road. Although there will be a slight increase contributing to the Town road, it will be negligible. It is expected that no detrimental impacts to downstream resources will occur as a result of the proposed development. Although peak runoff volumes will result, peak rates of discharge will be less than what currently exists. • 27. At this time, the applicant is unsure whether permission to work on the pond has been granted. A comprehensive plan will be provided in the future. However,it is expected that • the work will begin after the majority of the development has been constructed. The work will include dredging the pond to remove a substantial amount of sediment deposits clearly visible throughout. Pond restoration plan is included in the latest set of drawings (See sheet CD-8). 28. The plot plans show the proposed widening (sheet CP-1). All filling to be done.in accordance with Department of Transportation specifications. To be compacted in maximum lifts and tested as necessary. 12. Job meetings will be held as needed, and can be called by the developer or Town. 13. Seventy-two (72) hours' notice needed for certificate of occupancy inspection and a $35 C.O. inspection fee is due at that time. 14. Any proposed changes are to be presented to the Engineering or Planning Department prior to implementation on change order form in quadruplicate with 4 copies of the drawing. Town will attempt to turn around within 24 hours. 15. Normal hours of operation 7:00 a.m. —5:00 p.m.,no work on Sunday. 16. A drain layer's permit will be required for the sewer main and a separate sewer permit will be needed for each building connection. 17. No paving after October 15 or before April 15 without written approval from Director of Public Works. 18. Extra care must be taken when compacting around structures such as catch basins and manholes. These spots often become problem areas in the future due to settling, therefore, the town staff/inspectors will be requesting additional compaction tests in these areas. 19. Inspection of gravel access road required prior to placement of topsoil. 20. Sanitary lateral locations should be tied down to existing structures and shown on the progress as built. 21. For concrete sidewalks, 8" depth with reinforcements is required at driveway crossing. If the sidewalk is constructed before lot development, the locations must be indicated on the as-built plans. If a proposed driveway location is moved, the sidewalk must be removed to the nearest expansion joint and rebuilt to the proper depth with reinforcement. 22. During construction of individual sanitary sewer house laterals, the contractor shall prepare an as- built sketch on standard form provided by the Engineering Department. This form should be submitted to the design engineer/surveyor for their use in preparing the as-built plan. The Engineering Department suggests that the contractor also show locations of foundation drains and water laterals on this form. 23. During construction for individual house lots, lot to lot drainage must be addressed with drainage swales as necessary. For lawn establishment, town staff will be requiring erosion control measures to be installed prior to the issue of the certificate of occupancy to ensure soil stabilization. A detailed erosion control plan must be implemented and depicted on the plot plan for review prior to the issuance of the building permit — most particularly on lots with extensive grading. Planning Department 1. Landscaping is to be installed in accordance with the approved landscaping plan. If there are changes required, contact the Planning Dept. Additional landscaping installed on one part of a site will not preclude planting all of the remaining items shown on the landscaping plan. 2. The buffer easement in question was conveyed by the Taylor's to Horseshoe Lane Associates, LLC ("Horseshoe Lane") the current owner of the 49+acre parcel to the west of the Taylor property. Said buffer easement was dated October 8, 2013, and was recorded on October 9, 2013 in Volume 2375, at Page 339 et seq. of the Town of South Windsor land records, copy of which document is attached hereto and made a part hereof. 2. The said property of Horseshoe Lane was approved as a development intended to be a planned community as a result of the approval of Horseshoe Lane's application to the Town of South Windsor Planning and Zoning Commission for zone change, subdivision and site plan in 2012. As part of that approval the 25 foot buffer easement was required over the westerly boundary of the Taylor property. By virtue of the approval of Horseshoe Lane's application its property was change from the industrial zone to a residential zone, thus removing the burden on the Taylor's to maintain the 75 foot buffer easement along their said westerly boundary line because they had abutted the industrial zone. Following the approval of Horseshoe Lane's application the buffer easement on the Taylor property was reduced to 25 feet, and under the terms of the approval the obligation to maintain the buffer easement was transferred to Horseshoe Lane, which obligation was required by the Town to be spelled out in a recorded buffer easement. 3. I have reviewed the buffer easement in question and find that it is in compliance with the Planning and Zoning Commission approval of the Horseshoe Lane application, and with the dimensions of the approved survey map filed on the Town of South Windsor Land Records as Map No. 3824. I understand Jeff Folger from my office has been in contact with on several occasion related to the ongoing site work. I wanted to write this letter as a follow up.To recap, based on concerns expressed in your letter and in our meeting, personnel from both the Engineering and Planning departments visited the site to inspect ongoing activities and to assess compliance with the approved plan as well as any other measures that may be necessary to mitigate drainage concerns on site. Bernie Drabek,Engineering Inspector visited the site on July 7 and found that the contractor was in compliance with the approved plan and were utilizing proper measures in the field that were consistent with best management practice in that the contractor was dewatering/pumping from PVC stand pipes surrounded by crushed stone. Mr.Drabek witnessed the ongoing pumping and thought that the water was generally clear from the sedimentation basin. He did observe that the stone check dam in the stream downstream from the outlet had not been installed. Jeff Folger, Senior Environmental Planner visited the site on July 8 and found that the dewatering/pumping process was generating some cloudy water which was entering the watercourse, creating additional turbidity in the pond. He required the contractor to devise additional filtering measures if the pumping was to continue. The contractor has accelerated stabilization measures to the basin. This should minimize fine particulates in the water column. (My understanding is that you have already received from Mr.Folger the letter he issued to the developer related to these items). Staff from the both the engineering and planning departments regularly visit the site to inspect. However, please feel free to contact us with any other concerns that may arise or if you have any additional questions. 4si, erely, Michele R. Lipe,AICP Director of Planning Cc: Jeffrey Doolittle,Town Engineer Jeffrey Folger, Senior Environmental Planner 7/4/2014 Frank Lacapra 442 Pleasant valley road South Windsor, CT 06074 860-906-2376 Town of South Windsor Building Department, I am making a formalret in writing, this be documented, registered and entere n the town of South Windsor records as a formal complaint and request for information please. A new development was approved by the Town of South Windsor located on 55 acres of land that abuts the rear of my property. I have some questions and am asking for some immediate answers in writing regarding the deliberate diversion of water from the said property/project located behind my property (South Windsor Woods) being developed and managed by the Tand M company/corporation. My specific inquiry is focused on water (surface, rain and possibly wetlands water) being diverted and collected to a newly created "holding area" now being directly and manually pumped onto my property.. When the project began the entire area being developed was surrounded by Silt fence barrior. Since then a very large generator has been running night and day for many weeks. This generator has many pumps connected to it pumping and diverting water to different areas of the development property. Since then, and specifically why I am now asking for an explanation, different "pumping stations" have been set up diverting water through newly created piping systems moving water from the properties original locations to this enormous "holding area, pond/lake area" that was manually created on the development property. The silt fence barrior has been deliberately cut open. Now, utilizing the generator and many pumps and firehoses, to pump water from the "water holding area" created on the development property into the stream and pond on my property. Silt has now filled my pond almost to the full height. The water (which used to be clear) is now a constant brown /muddy appearance. This has negatively impacted wildlife that utilize the pond like turtles, fish, ducks, blue harran, etc. The constant pumping along with the recent two rain storms have demonstrated a "change in the the type and amount"of water that used to naturally flow through my stream, into my pond, and across pleasant valley road. Water now breached the maximum height(I have several videos and pictures included on a DVD disk I am including) of the pond. Water now travels over the top, across my lawn and has damaged grass, washed out, and moved earth and dirt onto my property lawn and stream areas. I am asking for a resource from the Town of South windsor to provide an understandable response in writing that explains what is going on, what action will be taken, and provide what other"resources" I may need to involve to represent my concerns and interests. I am also asking for the pumping and diverting of water from the delevopment property to stop immediatly (unless it is understood, justified, approved and has been investigated) I have never had any type of water, flood, seepage into my home since we moved in over five years ago. Please provide an immediate response to my inqueary and visit the site so you can see first hand what is occuring, the condition of my pond, washout and current visual of the pumping going on. I appreciate your attention to this matter in advance and have faith this will be addressed. Kindest regards, The Lacapra Family Frank Lacapra o a . . . The following measures must be taken to reduce construction activity impacts to neighboring properties and receiving waters. Install the stone check dam within the watercourse per the approved plan. The measure'must be large enough to withstand anticipated flows during a significant storm event. Install a system at the outlet of the detention.basin to filter out the silty component of the pump discharge. I would strongly recommend using"flock logs" as a filter/capture medium. Investigate whether the detention basin finished bottom elevation can be raised to avoid excavating into the clay layer. This would substantially reduce the amount of suspended silts that would have to be treated. Complete grading on the detention basin and stabilize per the approved plan ASAP. The flared ends discharging into the basin are downward cutting into the slopes of the basin, increasing the suspended solids within the water column of the basin. This adds to the overall sediment load in the water and can result in a higher amount of sediment being discharged into the receiving watercourse. A short term-solution must be developed and implemented. . The small pond downstream of the construction site located on 442 Pleasant Valley Rd is slated to be excavated after construction is completed. It may be beneficial to excavate a portion of the pond closest to the property boundary during low-flow conditions this summer to provide additional storage in the event of a significant storm event.
