I offer the following comments: Observations: The site is not stable. There was evidence of erosion in many locations. The silt fence did an admirable job controlling the run off from the recent storms, but, it has been overwhelmed or undercut in multiple places. Its current effectiveness is severely compromised. At the time of the visit, there were many trucks parked at the site, including grade 8 tractors that were too large to fit through the doors into the building. One of the tractors was being worked on when we arrived. Comments and concems: The immediate proximity to the Podunk River is a concern. Dripped or spilled oil, fuel, hydraulic fluids, antifreeze, etc.,are common at vehicle repair facilities, even just from the parking lot. These fluids commonly contain heavy metals and other contaminants, as well as petroleum hydrocarbons. The Wetland Reports states that area has limited potential for mitigating toxicants. A method to prevent the oil and other contaminants from reaching the river should be employed. With the extremely close proximity, methods should be considered that treat the dissolved, as well as the floating, oils and will remove the heavy metals. Simply removing suspended solids and floatables is not sufficient. I am concerned about the lack of any method to contain or collect wash water, and in the winter, melt water from the vehicles to prevent the contaminated wastewater from reaching the environment. At a minimum, a method is needed to prevent flow out through the doors. This could be as simple as a berm and other seals, or ribbon drain across the door. Other than wastewater may not be dumped to the river, I am not addressing the requirements to properly dispose of this wastewater. Respectfully Submitted, John T. (Jack) Phillips,P.E.
