The site contains existing buildings, an access drive and other associated improvements. As proposed, additional site improvements are proposed that include an expansion of the access drive and parking areas. Storm water management systems are proposed as part of the site plan to treat the expanded driveway and parking areas and to accommodate some of the existing impervious surfaces. The inland wetland boundaries near the above referenced property were field delineated on January 15 and April 22,2013. The wetlands were field delineated in accordance with the standards of the National Cooperative Soil Survey and the definition of wetlands as found in the Connecticut General Statutes,Chapter 440,Section 22A-38, The prepared plans have been reviewed and the representation of the field delineated wetlands is substantially correct. EXISTING CONDITIONS The site is located on the south side of Pleasant Valley Road. The Podunk River lies to the south of the site and is just off the property limits. The site contains three existing buildings along the westside of the site and an existing paved access drive and parking along the front of the buildings(east side of buildings). No organized storm management system exists on the site. There are no wetlands located within the boundaries of the site;however, wetland resources are located just off the property and the upland review area extends into the site. All of the wetland information is for the off-site wetland resources. The wetlands are located to the east and south of the existing property. The wetlands are associated with the Podunk River and its floodplain. An older access drive was noted as an extension of the sites access drive. This extension appears to have provided access to a steel frame building on the south side of the Podunk River. Two large twin culverts, along with deteriorating head and wing walls are located within the River. The culverts were noted to be partially blocked and the former access way has been breached; during flood events the River runs over and around the culverts. The blockage of the culverts also results in increased elevations of flood waters on the up gradient side. An inspection of the site on June 14,2013 was conducted during an over-the-bank flood event within the Podunk River. Water was flowing over the culverts and head walls and the elevation of flood waters exceeded the limits of the mapped wetlands. The wetlands are currently wooded with mixed hardwood species. Red Maple and a variety of oaks are dominant in the wetlands and along the slopes of the wetlands up gradient of the twin culverts. Spice Bush was the dominant shrub species and due to high flood waters the herbaceous layer was not identified. The slopes above the Podunk River 2
