Folger—Environmental Planner, Town of South Windsor Date: June 25 2013 Re: Appl. #13-23P -Review of the proposed the Amoun Pita site plan. Plans dated 06/04/13. I have reviewed the proposed plan with the following initial comments: Please provide soil test pit data on areas within the proposed water quality basins. What is the likelihood of infiltration? Stormwater structures on the site must be sized to accommodate 100%of the estimated water quality volume at a minimum. Please provide a detail of the proposed level spreaders. Please provide slope protection down slope of the level spreaders. The southern most building is proposed to be an automotive repair facility without floor drains. How will oils, solvents, and other automotive fluids be contained within the building? The extreme proximity to the Podunk River makes this site particularly sensitive stormwater pollution impacts: Due to the industrial nature of the site, stormwater quality measures must be designed to contain and treat hydrocarbons and solvents. The proposed stormwater treatments, grassed swales, are shown not to effectively treat pollutants found in urban areas or stormwater hot spot areas (EPA Stormwater website). A stormwater treatment train is necessary that adequately addresses the pollutants likely to be generated by the site. The current stormwater management plan is reasonably likely to cause unreasonable harm to the Podunk River by affecting water chemistry, sedimentation, and aquatic organism mortality. A planting plan must be developed to mitigate the loss of habitat vegetation as a result of unpermitted clearing activities.
