Narrative Statement
ZBA Application
American Eagle Federal Credit Union
512 Buckland Road
South Windsor, Connecticut
DPI Project No. 3077
November 9,2011
Variance Requests- The applicant, American Eagle Federal Credit Union(Teresa Knox, Senior
V.P.)requests two variances: 1) to Section 4.2.11 C. 3. of the Buckland Road Gateway
Development Zone, which reads: "No required front yard setbacks shall be used for parking or
circulation(except for entrance drives to the site)."The purpose of this request is to allow a one
way circulation driveway within the front yard. The applicant thus requests a reduction in the
required front yard setback for circulation from 65 feet to 10 feet(i.e., 55 feet variance);2)to
Section 4.2.8 B. 3.,Yard&Bulk Requirements of the Buckland Road Gateway Development
Zone. The applicant requests a reduction in the required front yard setback from 65 feet to 37.9
feet, (i.e., 27.1 feet variance).
American Eagle Federal Credit Union is proposing to commercially develop a 1.474 acre property
at 512 Buckland Road(east side)in the GD zone, presently owned by Harold L. Dodd and
containing a residence(a non-conforming use).As per the attached conceptual ZBA plan,the
development will feature a one-story financial institution building totaling approximately 2,400
square feet, with drive-thru lanes, and an anticipated 24 parking spaces. The building will be
designed by New England Design Associates, and the site's buildings and landscape design will be
aesthetically pleasing and subject to the review of the community's Architectural Design Review
Committee,Inland Wetlands Agency, Water Pollution Control Authority, and Planning&Zoning
Commission. As required by the Planning&Zoning Commission pursuant to its access
management regulations(Section 4.2.11 A.),the vehicular site access will be from an existing
driveway presently serving the adjoining dental practice at 498 Buckland Road,i.e., a"shared
access between two adjacent lots."
The specific hardships and peculiar circumstances that support this application, including why this
application is unique to the subject property and why it will not adversely impact neighboring
properties are:
1. Rezoning- On or about 1995 the Planning&Zoning Commission rezoned the
subject property from the Restricted Commercial to the Gateway Development
Zone, which contained the same language from which the applicant is now
seeking a variance(then it was known as Section 5.8.6.d.L(c)). That wording
removed the ability of the applicant to use the area of the front yard for
circulation and that action created a substantial hardship then and now. Most
zones then and now in South Windsor allow circulation within the front yard
setback area; _ -
