RE: STC#132-1103-01;MTG Certificate Application
Proposed Medical Office and"Colonial Cornere"
State Route 30(Ellington Road)&State Route 194(Sullivan Avenue)
South Windsor,Connecticut
Dear Mr. Sawicki:
On February 8, 2011,the Town of South Windsor Planning&Zoning Commission approved, with modifications,
an application for"Site Plan of Development"for the referenced medical office building at#1559 Sullivan Avenue
and #29 Community Road. The approval also includes minor modifications to the adjacent development along
Ellington Road(State Route 30)known as"Colonial Cornere".
Project plans were reviewed by Town staff including Lt. Richard Bond, commander of the South Windsor Police
Department, Special Services Division, Traffic Safety Unit and the Town's consultant traffic engineer, Mr. James
G. Bubaris, P.E. As a result of these reviews, the applicant proposed minor roadway widening along Sullivan
Avenue(State Route 194)to provide a deceleration lane for northbound vehicles to use when turning right into the
Town Hall and Library driveway at 1540 Sullivan Ave. We understand that as a result of comments by the
Connecticut Department of Transportation Division of Traffic Engineering, this area will now provide for a 10-foot
wide exclusive right-turn lane and a 2-foot wide paved shoulder. The improvements are depicted on the Traffic
Control Plan prepared by Robert V.Baltramaitis,P.E.,revised June 3,2011.
The Town understands that the proposed roadway widening will occur within the available State right-of-way
abutting the Town's property and will require the granting of a permanent 10-foot wide easement for `highway
purposes' beyond the existing right-of-way adjacent to the widening. Prior to granting this easement, an appraisal
must be completed by an independent certified appraiser and the town must review and approve a final grading and
restoration plan. This plan must include proposed landscaping on Town property sufficient to offset the removal of
existing mature trees to accommodate the roadway widening. The removal of the town trees must be posted by the
Town's tree warden in accordance with CGS 23-59.
The Applicant will be responsible for all costs associated with the appraisal and preparation of an easement done to
A-2 survey accuracy and any other costs. The granting of said easement is subject to the review and approval of the
South Windsor Town Council.
