Medical Office Building
Revised January 21,2011 '
Stopping Sight Distance '
Stopping Sight Distance (SSD) is the length of roadway ahead visible to the driver. Stopping
sight distance should be provided to allow a driver to perceive a hazard and apply brakes(brake ,
reaction time) and decelerate to a stop (braking distance). When applying the SSD values, the
height of drivers eye is assumed to be 42 inches while the height of the stopped object is 24
inches. The latter height is assumed to be that of illuminated rear brake lights. '
The C suggest that for a 45 miles per hoer design speed and.generally level roadway
terrain, 360 fed of SSD should be available. The distance is exceeded in berth directions along
Sullivan Avenue at the proposed site driveway. The relevant DOT data is contained on t
Appendix Sheet C-2.
CONCLUSIONS AND RECOMMENDATIONS '
Based on the findings herein, the proposed development of a 15,870 square foot medical office '
building will have NO significant impact on the adjacent roadway network. It is proposed to
restrict exiting left-turns ftom the site driveway along Route 194 (Sullivan Avenue) for the
reasons stated herein. Acceptable operation and safety can be promoted with implementation of '
the following recommendations:
1. The proposed site driveway along Route 194(Sullivan Avenue)should be located along the '
north, side of the site,to maximize the corner clearance distance to Community Road and still
provide sufficient separation to the opposite driveway serving Town Hall.
2. The proposed site driveway along Route 194 (Sullivan Avenue) should have the necessary '
regulatory signing and curb geometry to restrict the left-turn egress movement.
3. The proposed site driveway along Route 194(Sullivan Avenue)should be signed and striped '
for a "STOP" condition and left tum egress prohibition in accordance with the applicable
sections of the Manual on Uniform Traffic_ Control Devices (2009) and as approved by the
South'Windsor Legal Traffic Authority. '
4. To not impede the progression of through traffic along northbound Route 194 (Sullivan
Avenue), the Applicant should widen the shoulder along the east side of the roadway to '
facilitate right turn movements into the Town Hall driveway. The widened shoulder should
have the minimum geometry as required by the Guidelines for an auxiliary right-turn lane.
Specifically, the widened shoulder should provide 50 feet of full-width vehicle storage and '
have a 100.foot long paved transition. As Route 194(Sullivan Avenue)is a State highway,
this improvement is subject to review and approval by the Connecticut Department of
Transportation. '
