Spacing distance from intersections is referred to as`comer clearance'and is typically defined as '
the distance between an intersection and the nearest driveway. The South Windsor Zoning
Regulations measures this distance between the two nearest ("inside) edges of pavement. The
nearest intersection is Community Road located south of the site. The minimum comer
clearance requirement of 150 feet is not achievable due to the minimal site frontage available. '
The driveway is proposed to intersection Sullivan Avenue approximately 100 feet north of
Community Road. The Applicant will require a waiver of the minimum corner clearance. A
waiver can be approved by the Commission as: '
• no other reasonable access to the property exists; '
• the driveway is proposed along the prosy line farthest from the intersection;
• the proposed location will not create a safety or operating problem,
• left-turn egress from the site driveway is proposed to be restricted;
+ cross-access easements are proposed. '
The Access Management Plan requires that driveways on apposite sides of the roadway be lined
up with each other or separated by at least 150 feet. The South Windsor Zoning Regulations '
measures this distance between the centerlines of each driveway. The nearest opposite driveway
is that serving the South Windsor Town Hall. The minimum intersection separation requirement
of 150 feet is not feasible due to the minimal site frontage and the proximity of Community '
Road. The site driveway is proposed to intersection Sullivan. Avenue approximately 90 feet
south of the Town Hall driveway. The Applicant will require a waiver of the rninimu m opposite
driveway separation distance. A waiver can be approved by the Commission as: '
• no other reasonable access to the property exists;
• the proposed location will not create a safety or operating problem; '
• left-turn egress from the site driveway is proposed to be restricted;
• doss-access easements are proposed.
While left turns into the site are a relatively low volume and are not anticipated to experience '
significant delays, the condition of site left-turning traffic coinciding with right-turn traffic into
the Town Hall driveway may impede through traffic. To alleviate this condition,widening of the '
northbound shoulder on the east side of Route 194 may facilitate through traffic progression as
rightturn vehicles will be able to decelerate and turn right outside of the through travel lane.
The CTDOT Guidelines for Rigby D 2003, Q&W suggest that a right turn ,
auxiliary lane provide 50 feet of full-width vehicle storage and be tapered at a rate of 8:1.
Intersection Sight Distance '
When considering safety at an intersection, it is important to look at the available Intersection
Sight Distance(ISD). ISD is the length of roadway that a driver turning onto that roadway can '
see to recognize an approaching vehicle. The OudW=provide suggested design standards for
LSD's to provide for safe entrance to the roadway. Based on a sight line inspection conducted in
