Medical Office Building
tRevised January 21,2011
Accident History
Accident data was requested from the Connecticut of T equ Department ransportatron for Route 194
(Sullivan Avenue)in the site vicinity between and including the intersections with Route 30 and
' Route 74. The data obtained was that available from the CDOT's computer files for the latest 3-
year reporting period from January 1,2006 through December 31,2008.
' Investigating local police authorities have been required to file an accident with the Connecticut
De ttm ent of Transportation, for any accident that resulted in death, injury or a prescnIW dollar
amount of at least$1,000.00 of damage to the property of any one individual.
The following table summarizes the reported accidents data by location and calendar year:
Route 194 at Route 194 at Route 194 at Route 194 at
Rou to 30 Comm Rd Town Hall Route 74
2006 5 0 1 1
' 2007 5 1 1 6
2008 1 1 1 0 1 1 1 1
' Given, the relatively high traffic volumes along Route 194, the number of reported traffic
accidents does not suggest an abnormally high frequency. Furthermore, a review of the accident
types and causes suggests that most accidents were turning or rear-end collisions and attributable
to driver error.
The accident data is included on Appendix Sheets A 3 am A-7.
' PROJECT IIVII'ACTS
To determine a projects impact on the adjacent roadway network, it is necessary to model,
' analyze and compare the operation of the study intersections under `Background' and `Full
Development' scenarios.
t For medical office developments, these scenarios should be analyzed for typical weekday AM
and weekday PM peak hours. These timeframes represent the peak commuter traffic times for
most State highways and also represent the coincidental peak generation times for most types of
' office developments;although medical office has a less defined peak period with most of the site
generated traffic distributed evenly throughout the day.
Existing Conditions
To determine existing traffic volumes in the site vicinity, a manual traffic count program was
' conducted during typical weekday AM and weekday PM peak periods. This program was
conducted on December 156 and 16a, 2010 from 7:00 to 9:00 AM and from 4:00 to 6:00 P1V
