Dear Mr.Mons:
Pursuant to your request, I have investigated the possible traffic impacts asses with the '
pry development of a 15,870 square foot medical office building located along the west
side of Sullivan Avenue(Routs 194)just north of Ellington Road(Route 30)in South Windsor,
Connecticut. The proposed site consists of two parcels identified as#1559 Sullivan Avenue and '
#29 Community Road. This investigation is based on a site plan preparW by the MC Group
entitled "Site Plan—Proposed-Office Building"last revised January 11,2011. A total of 73 on- '
site parking stalls will be provided including 4 of which are handicapped accessible
Access to the site will be provided via a driveway along Sullivan Avenue (Route 194)located ,
approximately 400 feet north of the intersection with Ellington Road (Route 30). Left-turn
egress onto Sullivan Avenue will be restricted at this driveway. The site will have an
interconnection with the adjacent commercial development known as "Colonial Ceme re". This
report summarizes the findings and makes recommendations to promote safe and efficient ,
operation with full development of this project.
SnX ENVIRONS '
The site is located on the west side of Route 149(Sullivan Avenue)between Route 30(Ellington
Road/Oakland Road)to the south and Route 74(Ellington Road)to the north and is graphically '
depicted on Figure 1.
Route 194(Sullivan Avenue)is a minor arterial roadway extending northwesterly from Route 30 '
in the center of South Windsor to its terminus with U.S. Route 5 (John Fitch Boulevard)in the
East Windsor Kill section, TYatI'ic volume obtained from the Connecticut Department of
Transportation (ConnDOT) during 2010, suggests Route 194 along the site frontage has an ,
average daily bi-directional traffic volume of approximately 24,700 vehicles per day (See
Appendix Sbeeta A 1 and A 2). Along the site frontage, Sullivan Avenue has a four lane
