We find that given the relatively low trip generation for the proposed development, allowing left- turns into the Sullivan Avenue site drive should not have an adverse impact on traffic operations and safety, and is consistent with driver expectation. 5. We concur that internal connection to the abutting development to the west, called Colonial Centere, which in turn has direct access/egress on Ellington Avenue, should significantly benefit this site by increasing its access and egress possibilities, particularly for repeat visitors to the site 6. We concur with the proposal to add a northbound right-turn lane on Sullivan Avenue to enhance access to the Town Hall site drive across the street. The proposed right turn lane is shown as 50 feet long, 12 feet wide, with a 100-foot taper. We would recommend that this right turn lane be made 150 feet long, 12 feet wide, with a 100-foot taper, thereby providing more length for vehicles to decelerate before negotiating the turn into Town Hall. 7. We find that the proximity of the new proposed site drive to the Town Hall's site drive across the street should not conflict with the provision regarding proximity of opposite drives as indicated in the Town's Access Management Regulations since conflicting movements should not occur, or at least be minimized, by their respective outbound left-turn prohibitions and their relative location to one another. For one, each prohibits or will prohibit left turns out of their respective sites; and for another, the inbound left turns for each, due to their offset from one another, will not interlock and not conflict with one another. 8. In planning for the future, it is noted that the property located to the north of the subject site, opposite Town Hall, is yet to be developed; and will eventually require access/egress via Sullivan Avenue. It is recommended that provisions now be made so that the subject property may eventually be internally connected to the property to its north so that, if and when the property to the north develops, access/egress for that property should be provided directly opposite the Town Hall's site drive with the possibility that this new four-way intersection will be signalized. With signalization, such would make it possible to remove the left-turn prohibition from the Town Hall site drive and to allow the left-turn out of the property opposite Town Hall. In turn, that would require that the site drive now being proposed for the subject site be abandoned and closed at such time, with full access/egress via Sullivan Avenue at the new signalized,4-way, Town Hall intersection. This new 4-way intersection should also include opposing left-turn lanes on Sullivan Avenue for left-turn access into Town Hall and the two properties opposite Town Hall.
