• Comments:
We have conducted a peer review of the subject development proposal from a traffic impact
perspective at your request, which included a field view to review traffic operations and roadway and
traffic control provisions in the field.
Specifically, we have reviewed various documents submitted for this project with particular emphasis
placed on the latest submittals including:
• Traffic Impact Study,by Robert V.Baltramaitis,P.E.,revised January 21,2011
• Overall Site Plan,by LRC Group,revised January 20,2011.
• Site Plan,by LRC Group,revised January 20,2011.
We have the following comments to offer for your consideration:
1. We find that the methodology employed to evaluate the traffic impact of the subject proposal is
consistent with the latest guidelines and accepted practices for the traffic engineering profession.
2. We find the traffic impact study to be comprehensive in its scope and the evaluation of trip
generation and distribution, available sight lines, access and egress provisions, traffic crash
experience,traffic operations,and consideration of off-site improvements.
3. We concur that the proposed site drive on Sullivan Avenue should be geometrically designed and
installed to prohibit left-tums out of the site given that, alternatively, a right-turn out and use of
Community Road and Ellington Road to gain access to Sullivan Avenue northbound can be
conveniently and safely accomplished.
