Town of South Windsor
FedEx Ground Distribution Center
Traffic Investigation Report No. 132-1105-01
Description:
SunCap Property Group, LLC is proposing to construct a FedEx Ground Distribution Center on
Kennedy Road in the town of South Windsor on an existing parcel of farmland. Kennedy Road
intersects Route 194 approximately Y4 of a mile east of Route 5. The site will consist of 221,338
square-feet of building area and 601 parking spaces. The main access to the site will be via a full-
access unsignalized driveway on Kennedy Road, which is a town maintained cul-de-sac that
intersects Route 194 from the north. A gated emergency access driveway is proposed on Troy Road,
also a town maintained roadway, which is located north of the site. The site has frontage along Route
194(Sullivan Avenue) on the south;however, there is no proposed direct access to Route 194.
Generated Traffic:
The proposed development is expected to generate 118 vehicle trips during the weekday morning
peak hour(55 entering, 63 exiting) and 106 vehicle trips during the afternoon peak hour(66 entering,
40 exiting). The Bureau of Policy and Planning has reviewed and approved these volumes.
Proposed Roadway Improvements:
I. In order to accommodate WB-67 design vehicles, the Kennedy Road approach to Route 194 will
be widened and the radius on the northwest corner, will be improved.
2. Route 194 in this area is currently wide enough to provide bypass for both Kennedy Road and an
existing private driveway located opposite Kennedy Road. The existing bypass length and tapers
meet Department of Transportation standards; however, a requirement of the Town is to widen
Route 194 in order to improve the tapers in the eastbound direction. This will result in minor
widening along the south side of Route 194.
Division of Traffic Ena-ineerina Comment:
During the review of the proposed development, it was revealed that WB-67 type vehicles, when
making a right-turn from Kennedy road into the site driveway, will have to either approach the turn in
the opposing lane on Kennedy Road or encroach into the exiting lane of the driveway. There is
limited right-of-way in the area of the proposed driveway; therefore, a driveway with larger radii to
accommodate WB-67 design vehicles is not feasible. The representative for the Local Traffic
Authority for the Town of South Windsor, Lieutenant Richard A. Bond, was informed of these
findings and indicated that the Town does not see this as an issue considering the low volume of
traffic on Kennedy Road.
Conclusion:
—The- tr-affc-generatedby-the-proposed-development--is-not-expected to significantly -impact the - - - -
surrounding roadway network. For work within the State right-of-way a bond in the amount of
$200,000 will be required.
