The drainage analysis shows that the development will reduce runoff from the site to State facilities for storm events up to and including the 100 year.We are in agreement with the overall concept proposed. The following comments pertain to checklist items in Section VIL Drainage Requirements. of the Major Traffic Generator Submission Guidelines: 2. A.6 requires existing and proposed drainage rights and easements of the MTG site and contiguous State properties to be identified on the plans and described in the report narrative. If none exist, the narrative must indicate such. This does not appear to have been included. 3. A.7.0 requires a visual inspection of existing State drainage facilities (pipes and structures) to verify condition and be documented. The condition of existing ditches and outlets of the State drainage systems shall also be field inspected to verify stability, need for cleaning, and to ensure no erosion or sediment problems exist. Please provide-documentation of the same as it applies to the existing 48 inch RCP under Route 5 (Design Point 1), and the drainage systems associated with 1-291 (Design Point 4). General comments: 4.. On the Overall Site Plan, it appears that Route 30 is shown to be widened slightly to the north at Connecticut Studios' proposed driveway to provide a left turn lane into the development. This widening does not appear anywhere else and there are no details included, (e.g. curb or no curb, pavement structure,etc.).If the widening is included, please provide details, gutter flow analysis, and other necessary drainage design elements 5. According to the report narrative for Design Point 1, all storms including the 100 year event will be contained in the underground infiltration system, with only emergency overflow from greater than the 100 year event entering the existing 48 inch RCP stub under the railroad and Route 5 to Podunk Brook. It is not clear why the detention system outlet needs to provide emergency outlet for storms greater than 100 year. The proposed 36" connection to the 48" culvert under Conrail tracks should be eliminated. Otherwise, design computations and justification for the design criteria used should be provided. Also please provide details of the outlet control structure.
