As the Legal Traffic Authority (LTA) for the Town of South Windsor, I have
reviewed and concur with VHB's assessment that the proposed land use change will
not trigger the need for additional mitigation on a state highway beyond that noted
in Traffic Investigation Report No. 132-1005-01.
