Response: The proposed Mill Building will be constructed as part of Phase 2. The Proponent
respectfully requests that the change order be conditionally approved such that the Mill
Building elevations be approved prior to the Phase 2 Building Permit issuance.
Comment 3: The iron-rod fence should be shown in all areas that abut up to the public way.Fence
details are needed for the remainder of the chain link(e.g.black fence vinyl).
Response: The chain link fence surrounding the CT Studios development has been updated to specify a
black vinyl/PVC coating. The extent of ornamental fencing has been adjusted to be installed
along the entire southern boundary of the Studios(entrance from Ellington Road),which will
be the main entrance for pedestrians and employees. The northern and western perimeter
(access from Chapel Road)abuts the truck entrance, and will be enclosed with chain link
fencing. The eastern perimeter of the site abuts a proposed solar panel array, and will also be
enclosed with chain link fencing.
Comment 4: The lighting plan showings the lighting levels should be reviewed. There appear to
be several"hot spots"in the studio parking areas.A more even distribution of
lighting should be achieved.
Response: Comment acknowledged. However, due to programming needs, light poles cannot be located
within all paved areas of the studio backlot. Site lighting has been therefore best-oriented to
provide an optimized distribution of lighting levels within the operational constraints of the
facility. The Proponent acknowledges varied lighting levels and accepts the resulting
serviceability as a best-balance between other higher-precedent operational constraints.
Comment 5: How will pedestrians walk from the employee parking through the gate houses?
Response: Sidewalks connect to the CT Studios site at both gate locations. Access will be provided via a
gate through the fence, controlled by the nearby guardhouse.
Comment 6: The sidewalk should be extended along the access driveway out to Ellington Road.
Response: Sidewalk has been extended along the eastern shoulder of the Ellington Road access driveway,
connecting the CT Studios site and the bus turnout to Ellington Road.
Comment 7: What is the intent of the bus turnout? Is it for buses to drop employees?
Response: The bus turnaround was requested by the Town of South Windsor during a working-session
meeting on May 17,2011. CT Studios is amenable to removing the bus turnout if desired by
the Town.
