Stormwater Management Standards and Guidelines
The 2004 Stormwater Quality n Q ty Manual, issued by CTDEP,was used as the foundation
for the development of the site plan and the selection of non-structural and structural
Best Management Practices(BMPs)on the Site. The Stormwater Management Plan
(the"Plan")includes water quality and quantity controls designed to protect surface
and groundwater resources, wetlands, and adjacent properties from.potential
impacts due to the proposed development project. The Plan addresses full-build
conditions and construction activities.
The following sections describe the specific components included in the Stormwater
Management Plan designed to achieve this goal. See Appendix C for Stormwater
Maintenance Program and Appendix E for Erosion and Sedimentation Control
Measures.
Water Quantity Control
The rate and quantity of stormwater discharge will be equal to the existing drainage
and grading patterns on the 20t-acre studio area of the Site, because all stormwater is
infiltrated on-site. This is-achieved by incorporating an underground infiltration
system into the design.The Stormtech®system,biofiltration basins,infiltration
basins, and porous pavement will capture runoff from the building and paved areas
and store the runoff, while filtering/treating the stormwater and infiltrating into the
underlying groundwater,

The redevelopment Site is designed to reduce the total suspended solids compared
with existing conditions by incorporating the methods described in Section 3 of this

Connecticut DEP Construction-Related General
Stormwater Permits
The proposed project will result in the disturbance of more than ten acres of land
and, therefore, will require the preparation and implementation of a Pollution
Prevention Plan in accordance with the Environmental Protection Agency's(EPA's)
rNational Pollutant Discharge Elimination System(NPDES)General Permit Program
for Stormwater Discharges from Construction Sites. The State of Connecticut
' Department of Environmental Protection(CTDEP)has incorporated the federal
permit into the General Permit for the Discharge of Stormwater and Dewatering
Wastewaters Associated with Construction Activities greater than ten acres(CTDEP,
Bureau of Water Management, modified April 8,2004). Standard components of the
