Upon my arri scene I was given a briefing of the facts and circumstances of the incident by Sgt Watrous
#140. He stated thofficers had identified and marked numerous pieces of evidence,identified and obtained witness
statements,and see scene.At approxim4 hours a westbound vehicle on Chapel Road struck a pedestrian that had been standing in the
roadway. The pedas the wife of a tractor trailer operator who was attempting to back out of a commercial driveway.
The operator of the truck told his wife to stop traffic while he backed out of the driveway. The operator of the westbound
vehicle reported seeing the tractor trailer but not the pedestrian until just before impact. The pedestrian was transported
to Hartford Hospital by Ambulance Service of Manchester and was listed in critical condition. The operator of the vehicle
was identified as John Cortese. The pedestrian was identified as Graciela Andino. Patrol officers said that Andino's husband
