FACTS:On 10/25/2007 at 1315 hrs,I was assigned to investigate a two car motor vehicle crash with no injuries on Ellington
Rd(Rte 30)at its intersection with Chapel Rd. Rte 30 is an asphalt surface public highway,with one travel lane in each
direction,(north and south).Chapel Rd is an asphalt surface public highway,with one travel lane in each direction,(east
and west).The speed limit on Rte 30 is posted at 45 mph,and the speed limit on Chapel Rd is posted at 35 mph.The intersection
is controlled in all directions by traffic signals.The crash occurred during daylight,weather was clear,and the road surface
was dry.
EVIDENCE:Vehicle#1 had heavy damage to the front end and it had dual airbag deployment.It was removed by Connecticut
Auto Rescue.Vehicle#2 had heavy damage to the front end.It was removed by Connecticut Auto Rescue(AAA).
STATEMENTS:(Witness)Anne Farrelly stated that she was traveling west bound on Chapel Rd behind vehicle#1.Farrelly stated '
that as they approached the intersection with Rte 30,traffic signals controlling their direction of travel(west bound on
Chapel)were red.Farrelly stated that vehicle#1 was stopped in both the left turn and right turn lanes,and the operator '
appeared to be confused as to which direction she was headed.Farrelly stated that vehicle#1 then entered the intersection
from Chapel Rd west bound,violating the red signal. Farrelly stated that the front of vehicle#2 which was north bound
on Rte 30 collided with the front of vehicle#1. '
