Conclusions & Recommendations
This study has been prepared to evaluate the traffic impacts associated with the
construction of a proposed 317,000 ± square foot Connecticut Studios development to be
located in the northeast quadrant of the intersection of I-291 and Route 5 in the town of
South Windsor,Connecticut. The following is a summary of study findings:
• . The CT DOT seasonal adjustment factors for Group 4-Urban(Station 11)indicating
' that counts in December is 0.96 for the weekday; however, the 2009 traffic counts
are lower than historic count data along Route 5 and at the I-291 Ramps. Therefore
to provide a conservative analysis the CT DOT Forecasting Unit has provided an
adjusted volumes network for the study area intersections that is to be used in this
traffic impact and access study.
• The latest available three-year accident experience revealed no safety deficiencies.
There were a relatively low number of accidents at each of the study area
intersections.
• An annual background growth rate of 1.0 percent was used to project traffic
volumes for the 2015 design year based on discussion with CT DOT officials.
• The trip generation rate was based on 100% occupancy of the 520+parking spaces
proposed on the site and 30% of the site generated traffic occurring during the
peak hour of the adjacent roadway. The proposed Connecticut Studios is expected
to generate approximately 180 (155 enter, 25 exit) new vehicle trips during the
weekday morning peak hour and 180 (25 enter, 155 exit) new vehicle trips during
' the weekday evening peak hour.
• Because of the unique nature of the land use for the proposed development, the
trip distribution for this project was based on existing travel pattern and existing
turning movement percentages at the intersections within the study area.
• The analysis of existing and future traffic demands indicates that the project
development will have minor impacts to traffic operations of study area roadways
and intersections. Although the overall LOS at the intersections did not change
between no-build and build conditions, the vehicle queues and delays on various
approaches need to be improved by optimizing the signal timings.
