occurred at almost all intersections and roadway segments reviewed. A total of 37
(60%) of all accidents at the study intersections were rear-end type accidents. The
second leading type is accidents involving turning vehicles, comprising 12 (19%) of
all accidents at the study intersections
' Based on discussions with the CT DOT Forecasting Unit, an average growth rate of
1.0 percent per year was determined to provide a realistic assessment of traffic
growth in the region. This growth rate is consistent with historic traffic volumes,
' obtained from CT DOT.
The proposed Connecticut Studios development is a unique land use. The proposed
' Connecticut Studios is expected to operate similarly to the Albuquerque Studios
which is located in Albuquerque, New Mexico. Based on the operation at the
Albuquerque Studios, there are three different trip generation scenarios (peak
production periods,pre/post production periods,and no production periods).Based
on the operation at the Albuquerque Studios and conversations/meetings with the
CT DOT Forecasting Unit, the trip generation has been developed using 30% of the
total trips accessing or egressing the site during the respective peak hours of the
adjacent roadway. This approach was utilized to advance the traffic impact and
access study while traffic patterns are being confirmed at a similar site. The total trips
entering during the morning and exiting during the evening were based on 100%
occupancy of the 520+ parking spaces proposed on the site. The proposed
Connecticut Studios is therefore projected to generate approximately 180 new vehicle
trips per hour during the peak hours of the adjacent roadway (155 entering and 25
exiting during the morning peak and 25 entering and 155 exiting during the
afternoon peak).
To assess the quality of traffic flow, roadway capacity analyses were conducted for
existing, No-Build, and Build traffic volume conditions. The analysis indicated that
' the proposed unsignalized site driveways are projected to operate at acceptable
levels of service during both study periods under Build Conditions. The analysis also
indicated that all study area signalized intersections operate at acceptable levels of
service during both study periods under the 2010 Existing, 2015 No-Build and 2015
Build Conditions. It was noted in the analysis that the westbound left-turn
movement at the Route 5/1-291 Eastbound Ramps/Ellington Road intersection
operates at or over capacity during the weekday morning peak under the 2010
Existing, 2015 No-Build and 2015 Build Conditions. The study identifies and
evaluates measures to improve intersection operating conditions.
The transportation improvement actions recommended for signalized study area
intersections include optimization of the signal timings to address operational issues
at study area intersections. With the recommended optimization of traffic signal
timings, the levels of service at the signalized study area intersections are expected to
remain acceptable with manageable queues.
' In addition to the level of service analysis, queue calculations were performed to
evaluate adequacy of the existing storage at each of the study signalized
