Request for site plan re-approval to construct a 3-unit Senior Residence Development on a 3/4 acre site located at 178 Smith Street, on the northeast corner of Smith Street and Wheeler Road, A-20 zone. This site was originally approved in 2003 and the site plan approval expired in September 16, 2008. The applicant had started site work, however never started any construction. The special exception approval is still active. 2. This lot was created as part of the Wheeler Estates subdivision, which included six single lots and the Wheeler Estates Senior Residence Development. The Wheeler Estates site is an isolated A-20 zone surrounded by 5 other zones: RR to the east, Gateway to the northeast and north, Designed Residence to the west, multi-family to the southwest, and Designed Commercial to the southeast. Thus it is a very transitional site. 3. A single building with three attached units is proposed. The applicant has taken this opportunity to revise the layout of the units to accommodate units so that all the living space is one floor. 4. The units would vary in size according to the new formula, with 1 unit at 1100+ sq ft and 2 units at 1400+ sq ft. The proposed density is 4.4 units per net buildable acre; maximum 5 units per net buildable acre allowed. Proposed impervious coverage is 26.3%; 60% allowed. Required parking is 1.5 spaces per unit, or 4.5 spaces; the applicant has provided 10 spaces. 5. The applicant did receive a variance from the ZBA on 3/5/09 to allow side yard setbacks of 35'(40' required). This variance was necessary because of a recent change in the in the regulations which eliminated the 25' buffer requirement and now requires a 40' setback with the landscaping treatment included within the setback area. 6. The landscape plan proposes to add foundation plantings around the front of the building. The hvac units behind the buildings will be screened with low lying bushes. There is an existing row of established arborvitae's and evergreens along Wheeler Road that will remain. Other landscaping treatments will include screening trees along the perimeter of the property as well as street trees along the Smith Street. 7. There is a sidewalk shown on part of the Smith Street frontage, continuing the sidewalk on Wheeler Road. The sidewalk extends to the first driveway. Staff
