_ STATE OF CONNECTICUT DEPARTMENT OF ADMINISTRATIVE SERVICES OFFICE OF STATE FIRE MARSHAL July 1.1,2018 Mr.Philip H.Cerrone III,AIA,NCARB Philip H.Cerrone,III Architect 421 Meadow Street Fairfield,CT 06824 Re: FM-0091-18 Relocatable Classrooms Elementary School 591 Ellington Road South Windsor, CT 067041 Dear Mr.Cerrone; We have reviewed the referenced request for modification of Subsection(a) of§29-315 of the Connecticut General Statutes (CGS), which requires in part, an automatic fire extinguishing system on each floor in new educational buildings or additions to educational buildings eligible for a school building project grant and put out to bid on or after July 1,2004. This request presents itself as an installation of a relocatable (portable) 4 classroom structure of approximately 4,080 square feet connected by an enclosed corridor to the existing school building to be utilized for a 3-4 year period with the intent of the district to replace the school in 3 years. It is our decision NOT TO APPROVE this request to allow the installation of the 4,080 square f6ot relocatable (portable) classroom structure without automatic fire sprinklers. If a request were submitted that indicated that each of the classrooms within the relocatable (portable) classroom structure had a door directly to the exterior it would more probably than not receive favorable consideration. It has been determined that the requirements of CGS §29-315 (a) (2) would not entail practical difficulty, or unnecessary hardship, and this requirement is not adjudged unwarranted. Pursuant to CGS §29-315 (a) (3) any person aggrieved by any decision of the State Fire Marshal or State Building Inspector, or both, may appeal to the Codes and Standards Committee no later than fourteen (14) days after issuance of the decision. The project consists of the installation of four(4)new modular classrooms on the site of an existing elementary school. The existing building is not protected by an automatic fire suppression system, so we do not feel it is practical to install one in the new modular classrooms, especially since these will only be on site for a limited period of time. The Town plan is to demolish the existing school and build a new school that conforms to the regulations in 3-4 years.
