STATE OF CONNECTICUT I DEPARTMENT OF ADMINISTRATIVE SERVICES OFFICE OF STATE FIRE MARSHAL August 9, 2018 Mr.Philip H. Cerrone III,AIA,NCARB Philip H. Cerrone,III Architect 421 Meadow Street Fairfield,CT 06824 Re: FM-0178-18 Relocatable Classrooms Elementary School 891 Ellington'Road South Windsor, CT 067041 Dear Mr. Cerrone; We have reviewed the referenced request for modification of Subsection(a)of§29-315 of the Connecticut General Statutes (CGS), which requires in part, an automatic fire extinguishing system on each floor in new educational buildings or additions to educational buildings eligible for a school building project grant and put out to bid on or after July 1, 2004. This request presents itself as an installation of a relocatable (portable) 4 classroom structure of approximately 4,080 square feet connected by an enclosed corridor to the existing school building to be utilized for a 3-4 year period with the intent of the district to replace the school in 3 yearn. It is our decision TO APPROVE this modification and allow the installation of relocatable classrooms on the site without the installation of an automatic fire sprinkler system. This decision is based on the practical difficulty in providing such protection, that each of the relocatable classrooms has a door directly to the exterior, and that a fire alarm is to be installed in the modular classrooms that is interconnected to the existing school alarm system so that both will act together. In the event that within seven(7) years of the date of this modification the project is not complete or an automatic fire sprinkler system has been installed, the owner shall achieve compliance with the Connecticut General Statutes (CGS) §29-315 or shall re-apply for this modification. Pursuant to CGS §29-315 (a) (3) any person aggrieved by any decision of the State Fire Marshal or State Building Inspector, or both, may appeal to the Codes and Standards Committee no later than fourteen (14) days after issuance of the decision. We have since added exit doors from each of these 4 classroom directly to the exterior to make the rooms safer and to give the occupants 2 ways out of each classroom © Separate Sheet Attached I,the above named applicant, being a lawful agent of the owner, request variation or exemption from the requirements of subsection (a)of section§29-315 of the Connecticut General Statutes. I request this variation or exemption due to the following reasons: 0 Unnecessary Hardship ❑ Practical.Difficulty ❑ Requirements Unwarranted as described below: Describe area of non-conformance with the statutory requirement, its location in the facility, and a brief description why code compliance can not be achieved, specify dimensions as applicable. The project is for the installation of 4 modular/ portable classroom that are planned on being in place for 3-4 years. The existing school building does not have an automatic fire sprinkler system in it so the installation of a fire sprinkler in the modular classrooms would be a hardship on the school district since water service to the school for this is not in place. Each of the classrooms will have exits directly to the exterior. This school is designated to be replaced in 3 years. © Separate Sheet Attached I intend to provide the following safeguard(s)as an alternative measure to secure public safety in lieu of strict compliance with the requirements of the statute noted above: Fire Alarm system with pull stations, horn strobes and smoke, detection will be specified to be installed in the proposed modular classrooms. Exits from each of the 4 classrooms directly to the exterior. ❑ Separate Sheet Attached In addition the following are enclosed ®Plans/Drawings/Sketches; ❑Photographs; ❑Product Data Sheets ❑Supplement Information Sheet ❑Other as necessary for clarification of the information provided. 203-333-2066 07.23.18 Applicants Signature Telephone Number Date STATE FIRE MARSHAUSTATE BUILDING INSPECTOR The response of the State Fire Marshal and the State Building Inspector to this request in accordance with Connecticut General Statutes§29-315 is noted below: This request is: ❑ Approved ❑ Approved in part ❑ Denied Based on the following reasons: With the following stipulations: 1.The municipality in which such educational occupancy is located complies with all other fire safety requirements in the Fire Safety Code and the State Building Code with respect to such occupancy. Cerrone III, AIA, NCARB Architect July 23, 2018 State of Connecticut Department of Public Safety Office of the State Fire Marshall 111 Country Club Road Middletown, CT 06457 RE: Relocatable Classrooms Pleasant Valley Elementary School 591 Ellington Road South Windsor, CT Enclosed is our Application for Request for Exemption from the Requirement of Subsection(A)of Section 29-315 of The Connecticut General Statutes for a fire sprinkler system in our proposed modular classrooms. We have revised the plans to include exit doors from each classroom directly to the exterior of the building. The project consists of the installation of four(4)new modular classrooms on the site of an existing elementary school. The existing building is not protected by an automatic fire suppression system, so we do not feel it is practical to install one in the new modular classrooms, especially since these will only be on site for a limited period of time and we have now added doors from each classroom directly to the exterior. The Town plan is to demolish the existing school and build a new school that conforms to the regulations in 3-4 years. I hope that you can look favorably on our request now tha the additional exits are specified. Please contact me if any additional information is required or if you have any questions.
