The Department must, in addition, provide a copy of notification to the local health director. The Department is required, unless the hazard is mitigated or abated, to list this notification on the Department's Internet website "List of Significant Environmental Hazards Reported to the DEEP," Additional information about the reporting of significant environmental hazards to the Department is available in a fact sheet that can be found in the Remediation section of the Department's internet site at wrv-w.et, ov/dee /remediation/SEI1. Enclosed please find a copy of a Significant Environmental Hazard Report for the former Handy&Harmon Facility, located at 300 Rye Street in South Windsor. The significant environmental hazard reported is that pollution detected in groundwater that discharges to a surface water body may pose a risk to aquatic life. Also enclosed is a copy of the Department's acknowledgement letter in response to this hazard notification. In the acknowledgement letter, the Department recommended that the owner conduct the submitted plan to evaluate the pollution migration and the threat to surface water and aquatic life. If you have any questions,or for further information regarding the Department's response or actionsunder this program; please contact Rob Robinson by phone at 860-424-3775 or e-mail at Robert.Robinson@ct.gov. This notification reported the presence of an environmental hazard at a property owned by your firm that is known as the former Handy & Harmon Facility located at 300 Rye Street in South Windsor. The notification identified the following significant environmental hazard(s): Groundwater polluted with selenium at a concentration of 230 ug/L, exceeding ten times the adopted surface water acute toxicity criteria;is or may discharging to a surface water. body, and may pose a short-term risk to aquatic biota. Thank you for notifying the Department of Energy and Environmental Protection `("the Departments or"DEEI?j of this condition. To ensure this condition does not result in a future short-term risk;the Department requests, under CGS Section 22a-6u(k)(3),that,within 60 days of the date of this acknowledgement letter, conduct the. short-term interim rrieasures indicated in Part V of the Significant Environmental Hazard Notification. The short-term measure proposed included collecting surface.water samples, from Dry Brook and continuing to collect groundwater samples to assess the risk to the surface water body. Within 90 days of the date of this acknowledgement letter please provide surface water sample results with an assessment of the hazard condition. SEH#1002 ACK Page 1 of3 Except for environmental hazards identified under CGS 22a-6u Section (b)(1), (c)(1) or (h)(1), further notifications resulting from.periodic monitoring which identifies substantially the same condition in the future or from investigations conducted in the course of mitigation or abatement of this hazard condition, provided. that DEEP is promptly advised of sample results are not necessary. However, in the event any future investigation ormonitoring discloses a more widespread or severe problem-or an increasing trend in pollution concentration, please.do not hesitate to contact the staff member identified below. For your information, pursuant to the requirements of CGS Section 22a-6u (m), the Department must forward a copy of your written notification to the chief elected official of the municipality in which the site is located and to the Local Health Director. In addition, the Department sends a copy of this acknowledgement letter to these individuals. The Department must also, unless the hazard is abated or mitigated, add this site to the"List of Significant Environmental Hazards Reported to the DEEP"that is maintained on the Department's internet site. Also,be advised that CGS Section 22a-6u (1), requires that the Significant Environmental Hazard Notification Report be conspicuously posted at the site not later than five days after the commencement of an activity by any person that increases the likelihood of human exposure to known contaminants. Please note that this letter pertains solely to the identified significant environmental hazard condition. This letter does not establish either a basis for determination that your site is 'clean', a basis for submittal of a 'Form II' or 'Form IV' in the event this property is an establishment, or a basis for resolution of any prior Form III filing under the Property Transfer Program pursuant to CGS Section 22a-134 et. seq. The evaluation of a release area or property to determine if it is in compliance with.Connecticut's Remediation.Standard Regulations(RSRs)is a.separate and distinct activity from identification and resolution of an environmental hazard condition, although the same data nmy be used for both as.appropriate. Both of these activities, resolution of,a significant environmental hazard, and;remediation of related pollution, are required;under separate laws. In any event, the Department expects.you to. continue implementing remedial activity to achieve closure.of site issues. Describe the land use of the site and surrounding area, and identify any sensitive land uses within 1/4 mile of the site(i.e., schools, day care, public water supply wells, wetlands, etc.): The Site is comprised of one parcel totaling,18.859 acres. The property is zoned for industrial use by the Town of South Windsor, The Site is improved with one main building covering approximately 170,000 square feet. Monsanto Company (Monsanto)constructed what is now the northern portion of the building in September 1972.for the purpose of plastic bottle manufacturing. Prior to 1972 the property was undeveloped. Monsanto occupied the Site until 1976 and owned the vacated Site until 1984. Handy,&.Harman Refining Group, Inc. (Handy) purchased the Site from Monsanto and operated a precious metal refining/recovery operation from 1984 to 2001.The facility was then sold to Alta Realty Company, LLC and is currently used as a bottle and can recycling facility that operates under SMI Nutmeg HoldCo, LLC.The Site is bordered to the north by farmland across Rye Street, to the west byvacant land followed by commercial properties, to the south by a railroad siding followed by a mixture of residential and commercial properties, and to the east by Dry Brook.Troy Road followed by residential properties is to the east of Dry Brook. The surrounding aquifer classification is GA. The surface water classification for Dry Brook, the nearest surface water body (adjacent to the Site to the east),is"A". Dry Brook discharges to the Scantic River(class"B"), eventually discharging to the Connecticut River(class"C/B") approximately two(2) miles from the Site. No public water supply wells are currently in use within 500 feet of the Site based on discussions with the CT DEEP Aquifer Protection Program staff and the Department of Public Health (DPH).
