These new requirements will have significant impacts on seasonal public water systems. Seasonal public water systems will be required to complete a start-up procedure prior to serving water to the public at the beginning of each operating season.A seasonal system is defined as a non-community water system that is not operated as a public water system on a year-round basis and starts up at the beginning and shuts down byi depressurizing and dewatering all or a portion of its distribution system at the end.of each operating season. Fairway Miniature Golf And Batting Cages has been identified as a seasonal public water system based on the system's annual operating period(04/01-09/30)that is documented in the Department's records. The Department is developing guidelines to assist seasonal systems with the development and performance of a start-up procedure that meets these requirements. The guidelines will provide detailed information on the minimum elements that are required in a seasonal system's start-up procedure and on how to conduct an inspection of a seasonal water system. The guidelines will be available on the Drinking Water Section's Revised Total Coliform Rule webpage at: htt :// .et. ov/d h/ow /` ew.as ?a--3139& =544350. The seasonal system start-up procedures certification form is included with this letter and can also be found on the same webpage. Starting on April 1, 2016, seasonal systems must complete a start-up procedure and submit a certification to the Department that the start-up procedures were completed.
