Hankard Director of Building Maintenance South Windsor Public Schools 1737 Main Street South Windsor, CT 06074 Dear Mr. Hankard: The results of recent radon testing in the South Windsor school buildings are enclosed. You will find one or more pages for each building presented in a format suitable for posting. Radon-in-air samples were collected following protocols suggested by the U.S. Environmental Protection Agency (EPA) in their publication "Radon Measurements in Schools, An Interim Report" , March 1989 . Charcoal samplers, manufactured and analyzed by Air-Chek, 180 Glenbridge Road , Arden, NC 28704, were placed in classrooms and other frequently used rooms on and below ground level . The results provide a "background" survey which can be used to indicate whether a potential problem exists. As you review the survey, keep in mind that the EPA protocols are just guidelines at this time. While the Connecticut State Department of Education recommends that schools be tested, neither state nor federal regulations have been developed to require schools to be evaluated for radon and mitigated as is the case for asbestos. Also, the screening measurement does not represent the long-term average radon level to which school children and teachers are exposed. If elevated levels are found with a screening measurement, there are two important reasons why no funds should be expended to reduce radon levels before making confirmatory or diagnostic measurements. First, there is always the possibility that a single measurement may be faulty. Second, radon levels fluctuate so greatly that a single measurement may be made during an unusual peak in the radon concentration. Making a second measurement will better assess the levels to which students are routinely exposed. The EPA standard for radon-in-air is 4 pCi/L. The EPA currently feels that no further action is indicated when results this low are obtained. Although exposures in this range do present some risk of lung cancer, no remedial measures are recommended since reduction of levels this low may be impossible to achieve. According to the EPA, 4 pCi/L is equivalent to a HYGIENE & SAFETY SERVICES little more than 200 chest x-rays per year and would result in between 1 and 5 lungcancer deaths per 100 people exposed over -a 70 year period. The Congress has set a national goal for indoor radon concentrations to match outdoor ambient levels (0.2 to 0. 7 pCi/L) . The current EPA recommended actions, based on results of screening measurements, are as follows: Screening Measurement Result Recommended Action less than 4.0 pCi/L Follow-up measurements are probably not needed, but may be made at the discretion of school officials. When using short-term measurements, average radon concentrations can vary by a factor of 2 or 3. The possibility of reducing radon levels must be evaluated on a case-by-case basis. between 4 and 20 pCi/L Perform long-term follow-up measurements over the next 12 months. If confirmed, action should be taken within several months to reduce radon levels as far as possible. between 20 and 100 pCi/L Perform short-term follow-up measurements within several months. If confirmed, action should be taken within several weeks to reduce radon levels as far as possible. over 100 pCi/L Perform short-term follow-up measurements immediately. Contact the appropriate state or local health officials to determine if temporary relocation is needed until the radon level can be reduced. Based on the above recommendations, no further action is needed at this time. All of the measured radon levels were below 4.0 pCi/L. You will find three sample numbers missing from the reports. Sample 6 from Ellsworth was reported as " improperly sealed. Air infiltration invalidated the test. " Samples 12 and 14 from Timothy Edwards were eliminated from the list because the laboratory shipment contained only 248 kits rather than the 250 ordered. Please do not hesitate to call if you have any questions. Sincerely yours, 7 Mark F.
