To assure we have an understanding of the approved definition of the irrigation use, I refer to our meeting at Town Hall in April wherein we discussed the purpose of the well. The well will be used exclusively for the following purposes Water supply for vegetable, berry, fruit and nut tree growth Water for spraying pest control products Water for cleaning farm equipment and vehicles Water for fire control while burning garden brush and wood as permitted by the South Windsor outdoor burning ordinance. I believe we discussed all of the above at our meeting. However, I want to be assured that anyone other than you or I that may be involved, understands the terms of the approval. Box 3403038 Hartford, CT. 061345-0308 To Whom It May Concern; We have acreage of land at 2535 Ellington Road in South Windsor for which we are requesting an irrigation well permit for non-residential purposes. The purpose of the well is to supply irrigation water for vegetables, berries, fruit trees and nut trees grown on the property. Also, the water will be used for spraying insecticide and farm equipment washing. There are no buildings on the property that house humans or domestic animals. We have gone to the South Windsor Sanitarian who has the responsibility for handling well permits. He gave us a copy of a State Irrigation Well Permit Request dated October 20, 2003. The above State Department and Address is on the Request form. Item 2 on page 2 of this form requires that the Applicant notify the Water Company of the applicant's intent to install an irrigation system and obtain from the Water Company information on the correct reduced pressure backflow preventer to be used. I wrote a letter to Mr. Herb Hakey c/o Connecticut Water at 25 North Road, East Windsor, CT 06088 requesting his assistance regarding Connecticut Water requirements. He called me by phone and told me that Connecticut Water has no interest in my proposed agricultural well since the property is not in a Connecticut Water watershed. Therefore I am requesting this office to please advise me what permit, information, etc. is required by the State of Conn. for us to obtain a permit for an agriculture irrigation well on the above described property. Your assistance in obtaining this permit is requested. Sincerely, Joseph J. Carino. 2545 Ellington Road South Windsor, CT. 06074 October 20, 2008 Mr. Herb Hakey c/o Connecticut Water 25 North Road East Windsor, CT. 06088 Dear Mr. Hakey; I am preparing to have a well drilled for the purpose of watering my farm garden, a planned berry farm, lawn watering and other outdoor water usage. I have been told that I need some sort of approval from Connecticut Water. You were given as the person I should request information and assistance from in this matter. Can you please advise what I need to do or provide in order to obtain the necessary approval for my well from Connecticut Water? Sincerely, Joseph J. Carino P.O. Box 503 South Windsor, CT. 06074 April 28, 2011 Mr. Herb Hakey c/o Connecticut Water 25 North Road East Windsor, CT. 06088 Dear Mr. Hakey; I wrote you a letter on April 8, 2011 indicating that the application for the permit requires a letter (written) statement from the public water supply (pws) system verifying that the exception will not "adversely affect the purity and adequacy of its water supply". Please see the Hi-lighted paragraph in the enclosed letter from the State Drinking Water Division. Your phone response to my earlier letter indicated that CT Water had no problem with the installation of a well on my property on 2535 Ellington Road in South Windsor since it was not in your watershed. Your verbal comment was not acceptable to the State because it did not meet the written requirements of the Well Permit Exception Request. Therefore, to comply with the requirements of the Well permit application, I am requesting you or some other CT Water person provide me with a written letter that will satisfy the requirements of the Hi-lighted paragraph of the enclosed list of Required Information for a Well Permit Exception Request. May I please receive a written response to this request so that I can proceed with my application for this permit? Sincerely, Joseph J. Carino P.O.
