Box 1196 South Windsor, CT 06074 PUBLIC WATER SYSTEM (PWS): Hillsdale Water Co-Op PWS ID#: CT1320051 RE: NOTIFICATION OF THE CROSS CONNECTION SURVEY REPORT REPORTING REQUIREMENTS Dear Ms. Marie A. Westbrook: Hillsdale Water Co-Op submitted a Cross Connection Survey Report Exemption Verification Form (CCSREVF) in year 2002 and did not submit, as required, a Cross Connection Survey Report or a CCSREVF by March 1, 2007. This letter is to notify you about the inspection for cross connections, testing of backflow prevention device and survey reporting requirements. The enclosed pamphlet, entitled, "Cross Connection Control", provides additional information on the subject. The above mentioned PWS is required to submit a "Cross Connection Survey Report" (CCSR) annually if the PWS serves water to any consumer premise where certain "categories of concern" are known to exist. The enclosed "Regulation Clarification for Categories of Concern", describes and gives examples of the five categories of concern. Section 19-13-Bl02(f) of the Regulations of Connecticut State Agencies (RCSA) requires that Public Water Systems (PWS) have consumer premises inspected for cross connections if certain "categories of concern" are known to exist. The purpose of a cross connection inspection is to locate any connections in the water system that could potentially contaminate the PWS and to eliminate these connections or provide proper protection. Section 19-13- 1338a.(f)(7) of the RCSA requires PWS to have certain backflow prevention devices in their system tested. Testing backflow prevention devices is necessary in protecting water systems from contamination by ensuring that the backflow devices are properly operating. The CCSR is used to summarize the inspections for cross connections and tests of certain backflow prevention devices that were performed in the previous year. The information required to be included in the annual report is specified in the Drinking Water Section's "Cross Connection Survey Report Form (1000 persons or less)", which can also be found on the DWS web page (http://www.dph.state.ct.us/BRS/Water/DWD.htm). From this page click on °Backflow Prevention and Cross Connection Control". The Cross Connection Survey Report Exemption Verification Form is also found on this page. Phone: Telephone Device for the Deaf:(860)509-7191 410 Capitol Avenue-MS# P.O.Box 340308 Hartford,CT 06134 Affirmative Action/An Equal Opportunity Employer Inspections and tests may only be performed by persons (inspectors, testers) who have completed and passed a course, which was administered or approved by this Department, in accordance with the requirements of Section 25-32-11 of the RCSA and who maintain a current certificate as an inspector and/or tester. A list of backflow personnel (inspectors, testers) who are available for contract work can also be found on the above listed web page. The inspector and/or tester, who has been contracted or employed by your water system, must complete the CCSR. Year 2007 required inspections and tests must be completed prior to December 31, 2007 and the CCSR is to be submitted by March 1, 2008. The responsibility to have the appropriate backflow prevention device installed is that of the owner. If none of the categories of concern are known to exist at any consumer premise served by your PWS, a "Cross Connection Exemption Verification Form", must be signed and submitted to our office by March 1, 2008. If you have any questions please contact Joe Higgins at (860) 509-7333. Sincerely, William J. STATE OF CONNECTICUT DEPARTMENT OF PUBLIC HEALTH ui SrHEs _ rR1N5ru<T Drinking Water Section Regulation Clarification for Categories of Concern PURPOSE: Section 19-13-13102(f)(3) of the Regulations of Connecticut State Agencies requires Public Water Systems (PWS) have consumer premises inspected for cross connections if one or more of the five categories of concern (listed below) are known to exist. This document is intended to clarify each of the categories of concern to assist a PWS in assessing which consumer premises (i.e. facilities) need cross connection inspections. The regulatory language is shown below in quotations followed by a clarification statement and/or examples. "(1) Any water supply source other than that of the public water system is known to exist." All other sources of water (i.e. well or surface water) in addition to that of the PWS. Examples of residential and non-residential facilities to be inspected would be those with an irrigation well, pond, inactive non-community or community public water supply or process water well. "(2) Toxic or objectionable chemical or biological substances are used in water solution on public, commercial or industrial premises." Examples of facilities to be inspected would be those with a boiler or heat exchanger where chemicals are added, cleaning solution system, photograph developer or swimming pool chlorinator. "(3) Water pressure is raised by pumping on other than residential premises above that furnished by the supplier." This is not to be confused with transfer or booster pumps that are an integral part of the PWS. Examples of facilities to be inspected, "where pressure is raised by pumping", would be a car wash or those with an industrial process water pump. "(4) There-is a water storage tank, public swimming pool or water filter, for other than residential use." This is not to be confused with the water system components that are an integral part of the PWS. Examples of facilities to be inspected would be those with a fire storage tank, industrial process water tank, cooling tower or public swimming pool. "(5) There is known to be a sprinkler system for either fire protection or irrigation." This category applies to both residential and non-residential facilities. Traduisez-le ou parlez en aver quequ'un qui le eomprend bien. Is my water safe? Last year, as in years past, your tap water met all U.S.Environmental Protection Agency(EPA)and state drinking water health standards.Local Water vigilantly safeguards its water supplies and once again we are proud to report that our system has not violated a maximum contaminant level or any other water quality standard. Do I need to take special precautions? Some people may be more vulnerable to contaminants in drinking water than the general population. Immuno-compromised persons such as persons with cancer undergoing chemotherapy, persons who have undergone organ transplants, people with HIV/AIDS or other immune system disorders, some elderly, and infants can be particularly at risk from infections. These people should seek advice about drinking water from their health care providers. EPA/Centers for Disease Control(CDC)guidelines on appropriate means to lessen the risk of infection by Cryptosporidium and other microbial contaminants are available from the Safe Water Drinking Hotline(800-426-4791). Where does my water come from? Ground water wells located on the property. Source water assessment and its availability The system has an adequate supply of potable water. Why are there contaminants in my drinking water? JUN-29-2007 14:51 LAFRAMBOISE WELL DRILLING 860 923 9971 P.03i06 Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that water poses a health risk. More information about contaminants and potential health effects can be obtained by calling the Environmental Protection Agency's(EPA)Safe Drinking Water Hodine(800-426-4791).The sources of drinking water(both tap water and bottled water)include rivers, lakes, streams, ponds, reservoirs, springs, and wells. As water travels over the surface of the land or through the ground, it dissolves naturally occurring minerals and, in some cases, radioactive material, and can pick up substances resulting;from the presence of animals or from human activity: microbial contaminants, such as viruses and bacteria, that may come from sewage treatment plants, septic systems, agricultural livestock operations, and wildlife; inorganic contaminants, such as salts and metals, which can be naturally occurring or result from urban stormwater runoff, industrial, or domestic wastewater discharges, oil and gas production, mining,or farming; pesticides and herbicides, which may come from a variety of sources such as agriculture, urban stormwater runoff, and residential uses;organic Chemical Contaminants, including synthetic and volatile organic chemicals, which are by-products of industrial processes and petroleum production, and can also come from gas stations, urban stormwater runoff, and septic systems;and radioactive contaminants, which can be naturally occurring or be the result of oil and gas production and mining activities. In order to ensure that tap water is safe to drink,EPA prescribes regulations that limit the amount of certain contaminants in water provided by public water systems. Food and Drug Administration(FDA)regulations establish limits for contaminants in bottled water which must provide the same protection for public health. How can I<get involved? Contact Millenium Water, LLC. Water Quality Data Table The table below lists all of the drinking water contaminants that we detected during the calendar year of this report. The presence of contaminants in the water does not necessarily indicate that the water poses a health risk. Unless otherwise noted, the data presented in this table is from testing done in the calendar year of the report, The EPA or the State requires us to monitor for certain contaminants less than once per year because the concentrations of these contaminants do not change frequently. Box 340308 Hartford, CT 06134 Attn: David Cooley Dear David: First, I must apologize for not giving you a written response to your survey from April 4, 2006. I thought that because you were at our meeting and know that we are trying to get connected to Connecticut Water Co. we wouldn't have to address these violations at this time. As you know', I have been trying very hard to get a meeting between your department, the Town of South Windsor, Connecticut Water. Co. and.,Hillsdale Water Co=op. Since our,,meeting on June 15;2006 I,have spent many hours.on the phone:and meeting with Gary Lebeau andahe Town Manager Matt Gallinger. Matt assured me that he would arrange the meeting, and call me personally. After several calls to his office to keep on top of this, I found out about the meeting 3 weeks after the fact. I let Matt know that I was furious and wanted to why I was not called. He said he thought someone else would have called me. It's hard for me not to think that this was intentional. I just read that Matt is-leaving South Windsor within the month. A few weeks ago, I met with Eric Thornberg of CWC. He definitely wants to help us and his engineer(Tom Mongillo) should have their.-proposal this week. It is our intention to get connected to Connecticut Water Co as soon,as possible. The cost of compliance for 11 homes is getting out of control and I would rather put money into getting connected than into other upgrades in our well system that we will not get our money back. I'm asking for a little more time so that we can get our proposal, get everyone's approval, and get connected. Violation'#'1- RCSA Section 19-13-B51d(b)(2) --Yes,at least l septic system is within the 150 foot minimum required distance from the well. South Windsor Health Dept, approved this system;in 1998-inviolation-of State.Regulations and did-not notify Hillsdale Water Co-cp or the.families of the potential problem of contamination,and:the-extra cost,of testing that we have to-pay. Violation#2 - RCSA Section 19-13-B5lj(a)-- The split top well seal which sits on top of the concrete is at least 12" above ground in an enclosed building. All of our tests for contamination from this area have been negative. While we are working with CWC we do not want to disturb this seal (while it is OK) and possibly open a "can of worms" including damaging any part of the seal or well shaft or any more expense. Violation #3 - RCSA Section 19-13-B102(n) -- We have put a notebook in the well house and are trying to read the meter on a weekly basis. Violation#4 - RCSA Section 19-13-B102(o) -- We have looked into a second back up well and there is no place on the Hillsdale Water Co-op property to put in a second one. With the way the septic systems are, there is no place to put a back up well in any of our yards. We had all agreed that if anything happened to this well, we would take care of ourselves (individually) and put the money into redrilling in the same place. This is another reason why we want to get connected to CWC as soon as possible. Violation#5 - RCSA Section 19-13-B102(p) -- Hillsdale Water Co-op families have been living with this water for 70+years. Certain times of the day, the volume is reduced do to usage so the pressure (especially for the homes up hill of the well) is reduced. We have lived with this up to now and do not want to spend money at this time for additional tanks as we will not get our money back once we are connected to CWC. Violation#6 - RCSA Section 19-13-B102 -- Enclosed is a copy of our sampling site plan. As you can see, we are very serious about getting connected to Connecticut Water Co. as soon as possible. As soon as we get our proposal from CWC, we will have a meeting and I anticipate that everyone will be in agreement to give CWC the go ahead. I agree that if we do not connect to CWC then we would have to take care of these violations for the betterment of Hillsdale Water Co-op. I still believe that South Windsor Health Dept. violated State Regulations for allowing a septic system to be replaced so close to the well and not disclosing this to the Co-op. I will continue to look into what the Town of South Windsor's responsibilities and/or liabilities are to the families of Hillsdale Water Co-op who now have the added expense of additional testing and no longer eligible for reduced monitoring and the worry of what we might be drinking. Roy Dear Sir: In response to your letter of September 11,2006 (Monitoring/Reporting Violations)I have enclosed copies of the Public Notification and Certificate of Compliance. All I I households on this system-have been sent copies of these letters through the post office. I have also sent a copy to Millenium Water LLC and to the South Windsor Director of Health. My question to you is---why do we have to pay to have a certified well operator that is suppose to be in charge of the testing and yet the responsibility of testing or not testing is thrown back to us? We had been using New England Service Company until some of their employees left and we were not able to reach a human for over two months. That is when we asked your department to attend our community meeting in June and help us to figure out our options. Dave and Steve have been very helpful with talking to Connecticut Water Co. and we hope to be able to be connected to public water soon. My next big question is---after numerous inspections/surveys that your department has done on our community well, how is it that no one noticed that at least one house if not two houses have their septic systems within the 150 foot radius that we were told is the minimum distance from the well. One house had their septic repaired/replaced in 1998 with state and town approval. Why was Hillsdale Water Co-op and the residents not told about this potential hazard and the extra cost to do monthly testing? I find this very upsetting that the state and town agencies that are suppose to protect us did not disclose this. I probably would not have purchased my home 3 years ago if I had known. Also, other homes on this system were asked if they wanted to be connected to Connecticut Water for free(when they were connecting Strawberry Fields Condos) Had they known of this problem they probably would have connected then. Why did it take a homeowner(myself)to point out that there is a septic system about 50 feet from our well?? Since then, your department has had no problem in making us do more testing for more money. We are a small community water co-op(I I homes)not some multi-million dollar water company that can afford to pay for all the testing. It is a shame that our water bills are controlled by state and federal regulations and not usage--at least usage is something we can control to keep our costs down. I hope you will take these questions/reasons into consideration as we work with you,the town, and Connecticut Water Company in trying to get connected to public water as soon as possible for no cost to the residents of Hillsdale Water Co-op who are regulation drained financially and emotionally. EPA/Centers for Disease Control (CDC)guidelines on appropriate means to lessen the risk of infection by Cryptosporidium and other microbial contaminants are available from the Safe Water Drinking Hotline(800-426-4791). Where does my water come from? Water for this community system comes from one well. Source water assessment and its availability No source water assessment has been completed. Why are there contaminants in my drinking water? Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that water poses a health risk. More information about contaminants and potential health effects can be obtained by calling the Environmental Protection Agency's(EPA)Safe Drinking Water Hotline(800-4264791). The sources of drinking water(both tap water and bottled water)include rivers, lakes, streams, ponds, reservoirs, springs, and wells. As water travels over the surface of the land or through the ground,it dissolves naturally occurring minerals and,in some cases, radioactive material, and can pick up substances resulting from the presence of animals or from human activity: microbial contaminants, such as viruses and bacteria, that may come from sewage treatment plants, septic systems, agricultural livestock operations, and wildlife; inorganic contaminants, such as salts and metals, which can be naturally occurring or result from urban stonnwater runoff, industrial,or domestic wastewater discharges, oil and gas production, mining,or fanning;pesticides and herbicides, which may come from a variety of sources such as agriculture, urban stormwater runoff, and residential uses; organic Chemical Contaminants, including synthetic and volatile organic chemicals, which are by-products of industrial processes and petroleum production, and can also come from gas stations, urban stormwater runoff, and septic systems; and radioactive contaminants, which can be naturally occurring or be the result of oil and gas production and mining activities. In order to ensure that tap water is safe to drink, EPA prescribes regulations that limit the amount of certain contaminants in water provided by public water systems. Food and Drug Administration(FDA)regulations establish limits for contaminants in bottled water which must provide the same protection for public health. How can I get involved? The best way to get involved is to attend the regularly scheduled meetings. Monitoring and reporting of compliance data violations The system was in violation for not submitting a 2004 CCR. This was immediately corrected. Additional Information for Nitrate Nitrate in drinking water at levels above 10 ppm is a health risk for infants of less than six months of age. High nitrate levels in drinking water can cause blue baby syndrome.Nitrate levels may rise quickly for short periods of time because of rainfall or agricultural activity. If you are caring for an infant, you should ask for advice from your health care provider. Water Quality Data Table The table below lists all of the drinking water contaminants that we detected during the calendar year of this report. The presence of contaminants in the water does not necessarily indicate that the water poses a health risk. Unless otherwise noted, the data presented in this table is from testing done in the calendar year of the report. The EPA or the State requires us to monitor for certain contaminants less than once per year because the concentrations of these contaminants do not change frequently. MCLG MCL, or TT,or Your. The findings of this survey are tabulated below: A.._.licalile,Re ulato" ,.Section .Descri tiori of:Violation _ RCSA Section 19-13-B51d(b)(2) Well#1,the sole source of supply for the Hillsdale Water Co-Op Community Public Water System, is located approximately 100 feet from a subsurface sewage disposal system. The subsurface sewage disposal system serves the adjoining residence. An exact measurement could not be made during the sanitary survey, therefore, it is recommended that the construction and permitting records be obtained from the South Windsor Health Department did determine the exact separation distance and to re-access the current compliance status. RCSA Section 19-13-B51j(a) Well 41 is provided with a split-top well seal at the terminal end of the well casing. The well casing is encased within a concrete block which previously was used as a pump support. At the time of the sanitary survey the well seal was observed to be in good sanitary condition and the installation of a certified watertight well cap and pitless adapter assembly is not viewed as a feasible option. However, the Hillsdale Water Co-Op should consider removing the concrete block to determine the structural integrity and sanitary condition of the well casing and its ability to maintain a watertight seal with the split-top well seal. RCSA Section 19-13-13102(n) An instantaneous and totalizing flow meter is installed on the Well #1 discharge line. However, at the time of the sanitary survey is was reported that the Hillsdale Water Co-Op was not reading and recording meter readings on at least a weekly basis as required. At least weekly meter readings are required to be recorded, retained for reference and submitted to the Department upon request. The PWS is required to provide an additional source of supply, or submit a plan detailing what measures will be taken to maintain water service,in the event that the sole source of supply is not available. RCSA Section 19-13-13102(p) The average daily consumption for the Hillsdale Water Co-Op based on the design population is approximately 3,300 gallons, with a peak hour demand of 1,100 gallons. Based on the information available, this PWS currently has the capacity to provide 975 gallons of water during the peak hour demand. The Hillsdale Water Co-Op must provide additional water storage or additional sources of supply to account for the difference between peak hour demand and water available for peak hour demand. RCSA Section 19-13-B102 The Hillsdale Water Co-Op has failed to submit an adequate sampling site plan to the Department. Please refer to the following website for the appropriate forms and detailed instructions on the completion and submission of the required sampling site plan: http•//www,dph state ct us/BRS/Water/utility/Forms/Forms.htm#S am le Site Conclusions&Recomih'e' tions a "' Based on the regulatory violations cited within this report, the Hillsdale Water Co-Op is no longer eligible for reduced monitoring for total coliform bacteria and physical parameters. The Hillsdale Water Co-Op is required to commence monthly monitoring for total coliform bacteria and physical parameters beginning May 1,2006. The Hillsdale Water Co-Op will not be eligible for any SOC Phase II/V waivers. Please refer to your water quality monitoring on the DWS website for updated information regarding your water quality monitoring requirements. At the time of the sanitary survey the options available to the Hillsdale Water Co-Op relative to the continued operation of the Community Public Water System were discussed. The primary option available is through the Connecticut Water Company—Northern Region—Western System which has a water main in close proximity to the system located on Sullivan Avenue. Gaining water service from the Connecticut Water Company for all consumers on the Hillsdale Water Co-Op would effectively eliminate the Community Public Water System and all responsibilities thereof. It is recommended that the Co-Op strongly consider this option in light of the sanitary and infrastructure deficiencies identified in the sanitary survey process. Please also note that a formal response with a plan of action to correct all outstanding violations is due to be submitted to this office by June 12, 2006. 2 If you have any questions or concerns regarding this matter, please do not hesitate to call me at this office. Section 19-13-B 102(i)(10)of the RCSA requires each Community Water System(CWS)to have completed and delivered, according to mailing requirements, its CCR to its customers by July 1,2005. In addition,by that date, the CWS was also to have sent three(3)copies of its CCR to the DWS. A Certification Form that the report has been distributed or made available to customers, and that the information is correct and consistent with the compliance monitoring data previously submitted to the DWS,was also required later than July 1,2005. Records indicate that Hillsdale Water Co-Op does not have a 2004 CCR or a Certification Form on file with the DWS. Hillsdale Water Co-Op must submit three(3)copies of the 2004 CCR and a Certification Form to this office by November 29,2005. Guidelines for preparing the CCR and a Certification Form are available on the DWS website,http://www.dph.state.et.us/BRS/Water/DWD.htm. Individuals who may be affected include children less than one year old, expectant mothers, and individuals with the following illnesses: 1) Enzyme deficiencies that increase susceptibility to nitrates, e.g., NADH - methemoglobin reductase deficiency; 2) Gastric diseases that reduce the free hydrochloric acid, ie., achlorhydria; 3) Unusual hemoglobin types, e.g., hemoglobin M; 4) Chronic amenia (Hgb 10) from any causes; 5) Defect in erythrocyte metabolism, e.g., G-6-PD deficiency; 6) Previous diagnosis of methemoglobinemia for any reason; 7) Chronic pulmonary disease requiring oxygen therapy, or with a hemoglobin level 16 (Hct 50). Individuals under a physician's care should discuss health impacts from nitrates with their physician. Section 19-13-B102 (i) of the Connecticut Public Health Code requires public notification of any noncompliance with the regulations. This notification must be distributed immediately. A form letter is enclosed for your convenience. If you wish to compose your own notification the following must be included in the notice: 1) Maximum permissible level for total nitrate nitrogen (plus nitrite nitrogen) is 10 mg/l; 2) List of individuals who may be affected. 3) Levels of nitrate detected in samples collected. Phone: ISO Washington Street — Hartford Connecticut 06106 An Equal Opportunity Dnployer -z- Please confirm in writing by 30,,/ 99a that each customer of the water supply has been informed of this violation. This notice is to remain in effect until subsequent resampling assures that the nitrate (plus nitrite) level is below the maximum permissible level (determined by the average of two consecutive samples) . If you have any questions, please call this office. Sincerely, Water Supplies Section /es cc: Town Sanitarian Director of Health 1848E 1/8/87 I STATE OF CONNECTICUT DEPARTMENT OF HEALTH SERVICES T0: Customer of Re: Excessive Nitrate Level in Drinking Water Dear Resident: Tests of the drinking water supplied to your residence show a level of nitrate plus nitrite nitrogen in excess of the standard of 10 mgll set in the Public Health Code of the State of Connecticut. A mean value of. /a,`sC was measured on (719 9 at your supply. Although the amount of nitrate nitrogen in the water you are presently drinking is not considered a health hazard to most adults, it may adversely affect infants and children under one year of age. For this reason the department recommends that water not be used for infant feeding, by expectant mothers, or individuals specifically advised by a physician. Such individuals include: 1. Enzyme deficiencies that increase susceptibility to nitrates, eg. , NADH-methemoglobin reductase deficiency; 2. Gastric diseases that reduce the free hydrochloric acid, i.e.. achlorhydria; 3. Unusual hemoglobin types, e.g. hemoglobin M; 4. Chronic anemia (Hgb 10) from any cause; 5. Defect in erythrocyte metabolism, e.g. G-6-PD deficiency; 6. Previous diagnosis of methemoglobinemia for any reason; 7. Chronic pulmonary disease requiring oxygen therapy, or with a hemoglobin level 16 (Het 50). In the meantime, the water quality will be periodically conitored and the results made known to you through the owner. This notice is in effect until subsequent resamples indicate that the nitrate (plus nitrite) level is below the Public Health Code standard. Should you have any quyestions regarding the situation, please call the Water Supplies Section of the State Department of Health Services at 566-1253. However, it is important to note that the nitrate level of 9.7 mg/l at this supply is approaching the maximum allowable level of 10 mg/1 in drinking water and should be tested periodically (every quarter) to monitor its stability. EXISTING CONDITIONS Water is pumped from the drilled well into three 86 gallon hydropneumatic tanks and then out into the distribution system. The distribution system may consist mainly of 2 inch copper line. Eleven service connections are served by this system. Emergency power is not available. Treatment is also not available at this supply. RECOMMENDATIONS AND CONCLUSIONS At the time of inspection, the following observations were made: 1. The well vent should be shielded and screened in such a manner as to permit the entrance of air but keep out foreign matter as required per Section 19-13-B51J(b) of the Public Health Code. 2. Plans to replace the existing Myers Jet Pump with a new pump is underway. Therefore, the co-op is asked to submit the specifications on the new pump and the well depth to this office to update our records. As a reminder and for your information any future system expansions or new installations should be reviewed and approved by this office. 3. Water availability at maximum hour could not be assessed at this time due to the lack of well production data. Therefore, to adequately evaluate the system capabilities, a totalizing flow meter to measure daily flow in gallons and instantaneous flow in gallons per minute should be installed on the influent line to pressure tanks as required per Section 19-13-B102L(n) . SOUTH WINDSOR, CT: INSPECTION OF THE COMMUNITY WATER SUPPLY SERVING THE HILLSDALE WATER CO-OP ON JUNE 11 , 1986 4. The well house should be kept clean at all times. All hazardous materials and old unused equipment should not be stored on site and must 'be removed . 5. All essential water supply valves should be maintained in operating condition. In addition the distribution system should be flushed at least once a year to maintain it free from excessive accumulation of sediment and products of corrosion as required per Sections 19-13-B102F(j) and 19-137B102L(a) of the Public Health Code. 6. The nitrate level at this supply should be closely watched. The co-op is asked to contact immediately their private laboratory and sample for nitrate in conjunction with the regular quarterly bacteriological and physical testing. Nitrate level above 10 mg/l, may adversely affect infants and children under one year of age, therefore, quarterly nitrate analysis should be taken until such a time that laboratory tests warrant other wise. If you have any questions regarding this situation please call this section. In closing, the above recommendations should be implemented. A letter addressing each item with corrective measures should be forwarded to this Section on or before September 30, 1986. Should you have any further questions please do not hesitate to call. As there are 11 houses on the system, we will have to pick you up as a "Community Water System". This office is willing to compromise on the first six months of the sampling program if you can accurately locate any subsurface sewage disposal systems in the area. I would like to set up an inspection date with you at which time I will take bacteria, physical, chemical, heavy metals and organics samples and inspect the system. If these samples come back satisfactory and the septic systems in the area are operating correctly and are far enough away from the well, we would be willing to put you on a quarterly sampling program immediately. Please call me to set up a date for my inspection upon receipt of this letter. Sincerely, R. Scott Lee Water Supplies Suction Environmental Health Services Division RSL jch Enclosure . cc: Sidney M.
